1 To all interested contractors: Project: Project Architect: Subject: Reddick Mansion Exterior Restoration Basalay, Cary & Alstadt, Architects, LTD REQUEST FOR QUALIFICATIONS (RFQ) Introduction: The Reddick Mansion Association is requesting qualification proposals for serving as general contractor for restoring historic wood windows and doors, porches and associated roofs and prepare and paint sheet metal cornice at the Reddick Mansion Exterior Restoration, in Ottawa, IL. The specific requirements of this Request for Qualifications are described below. Any contractor that wishes to be considered for this scope of work shall meet the prequalification standards set within this document. Bids by contractors who have not demonstrated meeting these specified pre-qualifications will be disregarded. Prequalification Submittal: Qualified Contractors as well as their specialty Subcontractors shall submit a completed Contractor Qualification Statement form, attached to this RFQ. Location: Reddick Mansion 100 West Lafayette Street Ottawa, Illinois Significance: The Reddick Mansion was constructed between 1856 and 1858 by William Reddick, a prominent Illinois State Senator. The Mansion is listed as a contributing property within the Washington Park Historic District (National Register of Historic Places, 1973) for its historic association with the first of the famous Lincoln-Douglas Debates, held there on August 21, Ownership: William Reddick gifted the residence upon his death in The City of Ottawa began using it as a Public Library from 1888 until The Reddick Mansion Association (RMA) was formed in 1974 to oversee preservation and use of the structure. The City owned the structure until 2017 when the RMA took ownership. The Mansion is now operated by the RMA as a historic house museum. The Reddick Mansion Association is a not-for-profit 501(c)(3) organization. Project Description: The Reddick Mansion Exterior Restoration project is comprised of: 1. Serve as General Contractor for the project. 2. Historic Restoration of the East porches to include porch railings, structural and other carpentry repairs, fully strip and repaint; re-roof and restore two porch floors. 2 3. Historic Restoration of three (3) South porches to include porch railings, fully strip, repair and repaint; re-roof and restore three porch floors. 4. Historic Restoration of sheet metal cornice, to include scraping, preparing and painting. 5. Historic Restoration of wood windows and doors, as described as: The majority of the historic wood windows and doors are original, date to the mid-1800s, are constructed of old-growth wood, and contain historic rolled glass that is to be maintained and re-used. It is imperative that as much original material is maintained and preserved as possible during this restoration effort. Therefore, wood epoxy repair techniques and dutchman repairs are required in lieu of replacement in part or whole. In some locations doors or windows have been replaced with newer units, for which we are requesting new unit fabrication to match original detailing. 6. Please note that the Owner will be performing a separate project in conjunction with this project that will address the environmental issues related to the asbestos and lead remediation needs of the project. 7. All Historic Restoration work shall follow the Secretary of the Interior s Standards for Rehabilitation and follow the Secretary of the Interior s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring & Reconstructing Historic Buildings Services to be provided by General Contractor: This project is seeking a qualified and experienced restoration contractor. Contractor must show proven experience managing and restoring historic wood and sheet metal elements on buildings constructed prior to 1930, with a preference toward those constructed prior to Services to be provided by specialty Subcontractors: This project is seeking a qualified and experienced specialty wood window and door restoration subcontractor (if the General Contractor does not self-provide these services). Subcontractor must show proven experience restoring historic wood windows, doors and other wood elements on buildings constructed prior to 1930, with a preference toward those constructed prior to Contractor Qualification Statement form: Complete the attached "Contractor Qualification Statement Form. Contractor must meet or exceed the attached Key Historic Restoration Competencies for this project. Interested contractors, as well as their specialty subcontractors, shall submit qualifications to the Reddick Mansion Association for review and selection of qualified bidders.
