1 RONALD REAGAN WASHINGTON NATIONAL AIRPORT METROPOLITAN WASHINGTON AIRPORTS AUTHORITY SOLICITATION RFP 1-11-C138 TERMINAL B/C PRE-SECURITY RESTROOM RENOVATIONS RESPONSES TO CONTRACTOR QUESTIONS Question Responses are in BOLD: Question 1: Regarding Section VI, part 02, Can the documents be sent to participating/bidding subcontractors electronically via s with a record kept of those that the documents were sent too? Question 1 Response: Yes the documents can be sent to proposing subcontractors electronically via s with a record kept, however because of the size of the files you might want to give them the link to the Airports Authority s website. Question 2: Regarding Section VII, part 10, which jurisdiction issues permits for work performed at Ronald Reagan Washington National Airport? Question 2 Response: Jurisdiction is Arlington County, Virginia; however, the Airports Authority has the authority and will issue the construction permit and perform code required inspections at no cost to the contractor. Question 3: Will MWAA pay for third party inspections to facilitate timely completion of the project? Question 3 Response: No Question 4: I understand that all firms must be LDBE certified. How do I determine if we are, and if not how does one register? Question 4 Response: For a 100% LDBE solicitation, a firm must be certified LDBE by the Metropolitan Washington Airports Authority (MWAA) at the time of contract award. If you don t know whether your firm is certified, you may access the list of certified LDBE s at Click on Business Information, then Equal Opportunity Programs. You may also access the LDBE Certification Application at the same site or call the Equal Opportunity Programs directly at for assistance. Question 5: These are electrical questions: 1. Panel S1LB7 is not on the panel schedule. 2. Can we use MC cable? 3. Sheet 70 note 9 calls for an emergency push button. Are there any specs for this? Please provide answers/clarifications. Question 5 Response: 1. Panel schedule for S1LB7 was not provided because the circuits indicated on the drawings are existing and nothing new was added to that panel. 2. Flexible conduit cannot be used with the exception of within existing walls and for lighting fixture whips. 3. Specifications are not required, existing will only be relocated. Page 1

2 Question 6: Can we use MC cable? Question 6 Response See response to question 5. Question 7:. Sheet 70 note 9 calls for an emergency push button. Are there any specs for this? Question 7 Response See response to question 5. Question 8: The fire alarm drawings for this project only identify the location of the existing Siemens MXL fire control panels for the bathrooms shown on the south end. The drawings do not indicate which MXL panels and circuit numbers for the bathrooms on the north end. Please provide the MXL fire alarm panel location, panel number and loop numbers for the north bathrooms devices? Question 8 Response The restrooms and corresponding MXL fire alarm panels on the north end and loop assignments for north end restrooms are as noted in Addendum One. Question 9: Are there or will there be any wage scale requirements for this project? Question 9 Response No Question 10: After review of the construction documents, we do not find a drawing, list or schedule of the signage for this project. Please provide sufficient information to allow us to provide signage in our proposal. Question 10 Response Schedule has been provided in Addendum 1 Revisions to the Plans item 2. Question 11: Regarding Construction Progress Documentation, Primavera P3 and SureTrak were discontinued at the end of Would Microsoft's Office Project suffice as the software employed for this project? Question 11 Response Microsoft Project will suffice. Question 12: The specifications call for a full-time project manager-(pm). At the pre-bid meeting, it was verbally stated that the PM must be full time on site during night working hours. Please clarify this requirement. If a full-time PM is required at night, will a full-time PM be required for day time to attend meetings and coordinate with MWAA? Additionally, can the PM also double as the safety officer? Please advise. Question 12 Response No, a full time PM is not required at night. Yes, a full time Project Manager will be required to attend daytime meetings and coordinate with MWAA, sub-contractors and suppliers, etc. as called out in Specification No, the PM cannot double as the safety engineer in accordance with the MWAA Construction Safety Manual. 3 Question 13: We are very interested in the bidding this project as a General Contractor and would like to know if another pre-proposal conference will be scheduled? Also, are there any arrangements/requirements necessary to be made prior for an independent site visit? Question 13 Response No other pre proposal conference is scheduled. The restrooms are in public areas and no prior notice is required to walk through the site. Question 14: Does the LDBE requirement extend to material suppliers and manufacturers that will not be actively working on site, i.e. drywall, cement board, tile, signs, toilet accessories, toilet partitions, etc.? Please clarify. Question 14 Response Material suppliers and manufacturers not actively working on site are not required to be LDBE certified. Question 15: The Quality Control Specification requirements seem excessively elaborate for this project. Will a Registered Electrical Engineer, a Registered Plumbing Engineer, and a Registered Fire Protection Engineer in fact be required for this project? Please advise. Question 15 Response Registered Electrical Engineer, Registered Plumbing Engineer and a Registered Fire Protection Engineer are deleted as part of this contract per Addendum One. Question 16: Will GPR be an acceptable substitute in lieu of X-ray prior to installing expansion anchors or core boring concrete floors? Please advise. Question 16 Response GPR is acceptable, however, if the GPR reading is inconclusive (per the code official) x rays will be required at no additional cost to the Airport Question 17:. Section Part 3 number 3.2 letter "B" & "C": states pre and post demolition photos. Are we to use the same number of views as the pre & final construction views? Question 17 Response Yes. Question 18: Specification Table of Contents indicates several sections under Division 21 - Fire Suppression. These are not included in 1-11-C138-Specifications file downloaded from MWAA site. Please provide. Question 18 Response A revised Table of Contents and specifications have been included in Addendum One. Question 19: Will meeting minutes be provided to all bidders Question 19 Response No. Page 3

4 Question 20:. For the restrooms, will panel schedules, panel locations and circuit numbers be provided for each restroom. Both lighting and power circuits will be needed. Question 20 Response Addendum One identifies the locations of the panelboards feeding lighting and power circuits for restrooms not drawn. Question 21: Can the locations of the electrical panel be shown on a drawing or could I get a quick walk thru for locations and distances? Question 21 Response The locations of the panelboards supporting all restrooms have been clarified in Addendum One. Question 22:. Fire Alarm. The new ceiling devices, which are replacing the existing wall devices, are they to use the same addresses as the existing, if so the testing will have to happen as soon as the rough-in is complete, or is there enough spare addresses available to have both existing and new on line at the same time? Question 22 Response The new ceiling mounted devices shall be installed on the existing loop as indicated. There is sufficient system capacity to have both existing and new addresses on the loops at the same time. Question 23: Where are the Fire Alarm and NAC panel locations for this restroom project both shown and not shown on the drawings. Question 23 Response Addendum One identifies locations of Fire Alarm and NAC panels. Question 24: Reference project specifications - Table of Contents (TOC) lists numerous specification sections under Divisions 22, 23 & 26 that have not been included in the file document. We can list if necessary. Please provide complete sections for Divisions 22, 23 and 26, per the TOC or a corrected TOC. Question 24 Response See response to Question 18. Question 25: Architectural ceiling demolition Plan Note 6 (typical), calls for the removal of existing sprinkler heads. A)Will the heads be going back in the exact same locations with no pipe alterations required? B) No sprinkler/fire protection drawings were included, please provide. Question 25 Response A: Refer to architectural new work reflected ceiling plans (Drawing Nos. AR03.110, AR and AR03.310) for the location of new sprinkler heads. A note to address pipe drop modifications has been addressed in Addendum One. B: Demolition of sprinkler heads and location of new sprinkler heads has been provided on demolition and new work plans provided in Addendum One. The contractor shall provide, as a part of his submittals package, detailed sprinkler system/fire protection drawings stamped with a seal by a Fire Protection Engineer licensed in the state of VA. 5 Question 26: Please provide drawings of the areas below the restrooms that are located on the Ticketing and Concourse Levels. These drawings should show details and sufficient information to determine access, type of finishes, temporary protection requirements, height of ceilings and any other information necessary for work in those areas. Question 26 Response Addendum One provides a schedule of finishes. Drawing AR includes the entire terminal area floor plans for each level: Ticketing, Concourse and Baggage. Each level s key plan is aligned with each other and identifies the rooms below the proposed renovation restrooms. Question 27: The Finish Schedule on Drawing AR does not list Resilient Tile Flooring (spec. section ). Vinyl floor tile is mentioned on the Plumbing drawings in the pipe chase. Please clarify the extent and location of Resilient Tile Flooring. Question 27 Response See Plan Key Note 4 on AR03.100, AR and AR which indicates installation of VCT at all utility chases. Note 4 also references Detail 12/AR which indicates the installation of the VCT (after and over the installation of the specified waterproofing system). This VCT to be installed in the utility chases is identified as VCT-1 and is specified in Spec Section Resilient Tile Flooring. Question 28: Architectural Demolition Plan Key Note #1 on AR02.100, AR & AR calls for the removal of wall finishes and gypsum board to face of existing studs or CMU. studs. This implies that there are CMU (concrete masonry unit) walls. Please clarify if wall finishes at CMU are furred out on studs or installed directly to CMU. Also, please identify the locations of all CMU walls as most walls are shown to be demolished in their entirety. Question 28 Response According to the available as-built documentation, the walls that are indicated to be entirely removed are metal stud with gypsum board partitions. Partition Type 7B identifies where either existing metal studs or CMU is to remain. Question 29: Please provide an airport site plan showing the following: A)Dumpster location, B)Allotted Storage Area(s), C)Office trailer location, D)Load/Unload (debris) pickup locations, E)Assigned entry gate (& hours of operation), F)Assigned departure gate (& hours of operation). Question 29 Response Addendum One refers to revised drawing AR01 which shows the locations referenced in your question.. Question 30. Please advise what the working hours will be. Pre-bid conference indicated 9 PM to 5 AM. Please confirm. Question 30 Response Working hours are between 9 PM and 5 AM. Question 31. Is there any flexibility to the working hours? Will we be permitted to work 10 hours if we want? Question 31 Response Contractors should plan to work the hours specified 9pm to 5am. Page 5

6 Question 32: Please advise what activities will be permitted during daytime hours. Question 32 Response Deliveries as well as long term equipment storage placement can take place during daytime hours at the trailer or longterm storage, but not at the work site. Progress meetings and coordination will also take place during the day. Question 33: At the site visit there was at least one restroom with stone on the walls and granite counters/seats. Please identify which restroom this is (they are if more than one) and what the surface is behind the wall stone. Question 33 Response The restroom is located on Terminal B Baggage level adjacent to exit door #6. Refer to the drawing series AR08 for the materials behind the walls etc. Question 34: Will it be permitted to set a 30 yd. dumpster at the entrances nearest the restrooms for a 4 HOUR PERIOD each night during the demolition phases? Question 34 Response No. Question 35 Please confirm/deny that all existing paint should be treated as lead paint. Question 35 Response All painted surfaces are assumed to be lead-free paint Question 36: 2. Please confirm that there is no requirement for a Bid Bond Question 36 Response. A Bid Bond is not required. Question 37: Is the requirement for a VA State Contractor License for the Prime Contractor only, or for all Subcontractors as well? Question 37 Response All contractors and subcontractors must comply with the Commonwealth s Department of Professional and Occupational Regulations and its licensing requirements. Only the Offeror must submit its VA State Contractor s License with its proposal; however, all subcontractors will be required to provide VA State Contractor s Licenses before they will be permitted to work on the site. In addition, the Prime and the subcontractors must also have an Arlington County Business License. Question 38: 4. The RFP states that a 100% P&P bond is required, yet we may not account for this cost in the bid. How will this cost be reimbursed to the contractor? Question 38 Response Bond costs will be reimbursed based on actual costs incurred, provided such costs are reasonable and customary based on industry standards, and proof of payment is provided the Authority.
