1 EOI No. : ICAT/EOI/I&C/Consultancy/ /13 Expression of Interest (EOI) Pre Qualification of Consultants / Architects for the construction of I&C Building and Infrastructure in different states of India. On behalf of Director ICAT, applications are invited from Interested and eligible Architects/ Consultants for appointment of Architect cum consultant for providing consultancy services. This project is for detailed architectural and structural planning, designing, estimation and tendering etc. for executing pilot projects on Establishing Inspection & Certification Centre on different states of India. The bidders are requested to submit their sealed techno-commercial bids as per prescribed format at Annexure 1, 2 & 3 on or before 10 th August 2018 by 1400 Hrs. International Centre for Automotive Technology (ICAT), having its office at plot no 26, sector 3, IMT Manesar, Gurgaon shall be executing agency for this project. 2. Eligibility Criteria: a. The bidder must be in consultancy business for designing infrastructure building at least for the last 10 years and must have executed at least one same/similar project of I&C centre during last 5 years including equipment foundation work in India. b. A small presentation, for the work done & tentative proposed plan for the work to be presented before the evaluation committee. The date and time of presentation shall be intimated at least 10 days in advance. c. The bidder must be registered with Council of Architecture. d. The bidder must have a registered office in India and should have at least one branch office in NCR. Page 1 of 9

The bidder should be fully conversant with all the applicable building / construction byelaws, local govt. and municipal codes, environmental laws, electrical and other regulations applicable for the building construction and land development process. 3. Documents Required a. Summary of projects executed successfully in the past 5 years, focusing on brief descriptions of assignments, customer name and contact details, etc, to be provided. b. The bidder shall submit the copy of Registration certificate from COA (Council of architecture) in which date of registration should be clearly visible. c. Please attach copy of PAN/TAN, GST No and Balance sheet for last 3 FY s. 4. Scope of Work: The brief scope of work is as under: A. Name of Work: Consultancy for construction of PEB Building with Infrastructure for setting up of I&C centre (Generic layout is attached). Page 2 of 9

3 The general scope of professional work: 1. Preparation of detailed layout drawings/ designs as per ICAT requirement with revisions thereof, as necessary. 2. Prepare all Shop drawing pertaining to fabrication of steel, water supply, sanitary and architectural facade work etc. 3. Prepare and submission of preliminary estimate for the above mentioned work as per requirements including equipment foundation work. 4. Preparation of tender documents with required detailed GFCD & electrical drawings. 5. Support to respective state govt. in scrutiny of tenders and preparation of comparative statement. 6. Supervision as per site requirement as and when required during execution of work. 7. Obtaining statutory approvals/permissions from authorities concerned. 8. Assisting ICAT in case contractor resorts to arbitration/litigation 9. The duties and functions of the consultants mentioned above are only indicative and not exhaustive. The detailed duties and functions will be as per mutual agreement with ICAT. The selected Architect/consultant will have to enter into a formal agreement on stamp paper with ICAT as per the standard practice of the Organization. 10. After approval of the project from ministry, the architect will coordinate with transport dept of respective state government as and when required. The Vehicle Inspection building will be a Pre- Engineered steel structure building with civil work as required including utilities etc. The building will have four complete Inspection lanes, two catering to Light Duty Vehicles Three Wheelers & Taxis and the other two for Medium and Heavy Duty Vehicles. 5. I&C Centre Deliverables by Architect /Consultant a. Civil: Shall design PEB structure with civil work including GFCD, water supply, Water Treatment, Sewage disposal, soil investigation and topographical surveys, landscaping, design foundation for Equipments etc for the entire I&C centre. The design specifications should be based on guidelines and should comply to IS: Standards. b. Electrical: Shall design Electrical Distribution, Panels, Cabling, Switchgears, Transformers, UPS, lighting, DG Set, Controls, Earthing, etc, for the entire I&C centre. Page 3 of 9

4 Power calculation should be done to ensure in interrupted operation of the centre. Grounding of entire data center and individual equipments shall also be part of electrical design. c. Mechanical: Shall design HVAC (heating, ventilation & air conditioning), Precision Air Conditioning & Comfort Air Conditioning for Office Area, pumps, filters, piping, ducts, insulation system, etc, for the I&C centre. d. Interiors: Shall design Interiors for I&C Center, and associated buildings (Wall paint/office Space/Furniture/file storage cabinets/manager s room, etc.) e. Building Management System: Shall design Building Management and Control system. Building Management service should be able to integrate all physical and electronic systems in datacenter over an IP platform. A Mediator platform should be incorporated to ensure the information flow between various devices and systems. f. Security: Shall design Access Control System, Surveillance System, Attendance System, building security, etc. All systems and sub-systems for security shall be designed for IP platform integration. g. Fire Detection & Suppression System: Shall design fire detection, suppression and alarm system for the entire I&C centre. h. Office Space and Amenities: Shall design office space and amenities with complete data, voice & electrical wiring and associated requirements for about 100 persons. i. Hardware & Networking: Shall design LAN, Internet Connectivity and other data & voice connectivity, drawing specifications of hardware, networking devices, security devices, Server Racks, Network Racks, etc, required for the data centre. j. Network Operations Centre (NOC): Shall design the Network Operations Centre (NOC) and prepare specifications for all the hardware & software components required for it. k. Disaster Recovery (DR): Shall design the near-site and far-site DR plans for the I&C Page 4 of 9

5 Center. l. The individual components like LAN Cabling, Electrical Wiring, etc, should be as per the Indian/International standards m. 3D layout drawing shall be submitted. 6. Minimum In-House Capability In the Scope of Work at Clause 4, for points (a) to (k), the bidder should have in-house expertise in at least 5 areas. For the rest of the areas, if the bidder is associating with any 3 rd parties, the name, contact details, experience and antecedents of those parties should be submitted along with the response in the prescribed format. 7. Associate / Partner Consultant s Experience a. The requirement of experience of the associated consultants (3rd parties) shall be identical in terms of number and type of data centers worked in as the main consultant. b. The profile and expertise of the key persons of the associated (3 rd party) consultants who shall be working on the design along with the main consultant shall also be identical as the main consultant. 8. After commissioning of Project 20% 100% Note: 1. Please note that in case project is not approved from Ministry, No payment will be released to architect. 2. Each bill is to be raised after completion of respective stage. 3. A retention amount equal to 5% of each bill amount shall be retained with ICAT and same (without interest) shall be released after one year from the project completion date. Page 8 of 9

9 4. Before release of payment at stage 4 (Stage of Payment), architect will be required to submit three copies of all the GFC drawings in HARD COPY and in DVD.(Autocad & PDF). 5. GST shall be payable on the prevailing rates on the date of billing. 6. TDS shall be deducted as per the income tax law. 7. Site supervision (Minimum six visits and during review meeting with state govt. as and when required). 8. The annexure 3 (financial Bid) shall be submitted on the architects company letter head. 9.
