4 1 Purpose This guidance document is provided by MPI to help wood packaging manufacturers and inspectors including Independent Verification Agencies (IVAs) to determine whether an ISPM 15 mark is compliant and legible. 2 Background The Ministry for Primary Industries (MPI) has become aware that some New Zealand pallets bearing the International Standard for Phytosanitary Measures (ISPM) No.15 mark do not meet the International Plant Protection Convention (IPPC) specification and some are not legible. In many instances the non-complying marks were missing a hyphen or the dividing line separating the IPPC certification symbol from the codes. MPI has issued a standard that specifies the minimum technical requirements for the application of the ISPM 15 certification mark to wood packaging material in New Zealand. The MPI Technical Standard: Certification Mark for Wood Packaging (ISPM 15) requires that the ISPM 15 mark applied to wood packaging is legible and the IPPC certification symbol closely resembles examples provided in section of the MPI standard (as listed in Appendix 1). The requirements in the MPI Technical Standard: Certification Mark for Wood Packaging (available at take precedence over the guidance provided in this document. 3 Compliant and legible marks The ISPM 15 mark is considered to be compliant to the MPI standard and sufficiently legible when all of the following specifications as shown in the diagram below, are present and are distinct: A. The country code B. Hyphen(s) C. The producer/treatment provider code D. The treatment code E. The IPPC certification symbol must be representative of the IPPC symbol F. At least 4 out of the 5 grains on the stylised ear G. Each letter of the IPPC text H. The dividing line I. At least 75% (or 3/4) of the total border lines must be present with more than half (>50%) of the length of the border line of each of the four corners present. 6 4 Non-legible marks Marks missing any of the above specifications are considered to be non-compliant. In most instances of non-compliance, one or more of the specifications would be missing or the IPPC symbol is not the exact representation of what is required as shown in the samples below. Marks are considered non-legible if all the required specifications are present but cannot be read easily, thus requiring an inspector to assume what the figure or symbol represents.
