CLOSING DATE: 12:00 NOON (LOCAL TIME), APRIL 19, 2017 Please refer to the above Request for Tender (RFT) docuent in your possession and be advised of the following: I. REVISION TO THE DOCUMENT 1. Section 3 Tender Subission Package Pricing For Delete Page 3-16, 3-17 and 3-24 and replace with the attached revised Page 3-16, 3-17 and 3-24, noted as Addendu No. 1, ite No. 9, 17, 18, 115 and 116 have been revised. 2. Section 4 Scope of Work a) Delete Clause 4, Copletion Date, and replace it with the following: This Contract, including all site restorations, clean up, and rectification of all known deficiencies, ust be copleted by October 20, All work on Queen Street ust be copleted by July 21, The Order to Coence Work will be issued following the execution of the agreeent for this Contract no later than June 6, Section 4A Special Specifications a) Delete Suppleentary Specifications Clause 13, Gutter Adjustent RD407SS. b) Delete Suppleentary Specifications Clause 14, Reove, Salvage and Reinstall Existing Bollards RD410SS. c) Delete Suppleentary Specifications Clause 16, Astral Media Bus Shelter Bases RD415SS. II. QUESTIONS AND ANSWERS Q1. Section 4A Special Specifications, Ite #13 Gutter Adjustent, there sees to be a discrepancy between the specials and the drawings. The drawings state that 1 1 of 9

2 dowels ust be installed and the width of the adjustent ust be 300 whereas the specials state that if the width is less than 300 no dowels are required. Please clarify. A1. Suppleentary Specifications Clause 13, Gutter Adjustent - RD407SS has been deleted. Q2. Also, in reference to the gutter adjustent, the special does not specify how the work will be easured and paid for. Please specify. A2. With regards to payent, please see the last sentence in the third paragraph. Please also see ites 19 and 117. Q3. Section 4A Special Specifications, Ite #14 Bollards, I cannot find any bollards on the drawing what is the specification pertaining to? A3. Suppleentary Specifications Clause 14, Reove, Salvage and Reinstall Existing Bollards RD410SS has been deleted. Q4. Section 4A Special Specifications, Ite #15 Bicycle Rings, the special refers to a concrete footing, 1200 deep, typically this is not how the City of Toronto chooses to construct these bike rings. Please provide a detailed drawing of what is required for this work, and describe what the back up plan is when these footing conflict with the underground utilities A4. The specification is what the client Transportation Services is requesting to be built. Q5. Section 4A Special Specifications, Ite #16 Bus Shelter Bases, please provide a detailed drawing for the required work A5. Suppleentary Specifications Clause 16, Astral Media Bus Shelter Bases RD415SS has been deleted. Q6. Section 4A Special Specifications, Special Provisions #4 Mobilization and Deobilization, please describe what the constitutes satisfied in the stateent if the contract adinistrator is not so satisfied, then an adjustent to the weekly report that reflects the degree of obilization, in the opinion of the contract adinistrator, will be ade and if the contract adinistrator is not so satisfied, then an adjustent to the weekly report that reflects the degree of deobilization, in the opinion of the contract adinistrator, will be ade. Please describe in detail how this will be scored and evaluated, one persons opinion ay vary fro another s, this is no way to pay for an ite without a easurable evaluation. A6. If the entire scope is copleted then the Contractor will be paid in full. If the Contractor chooses not to coplete certain aspects then it will be adjusted accordingly. Q7. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, according to the chart depicting the working hours it states that work can only occur on Queen St Monday to Friday fro 7:00a to 5:00p is this correct? Does this pertain to all aspects of work including deliveries, asphalt paving, and line arking? 2 2 of 9

3 A7. Yes. Deliveries, paving and line arkings will be reviewed on a case by case basis. Q8. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states that the contractor is peritted to work on both sidewalks (north and south side of Queen St) however, is not peritted to reconstruct ore than 50 of sidewalk at a tie on either side or as approved by the contract adinistrator. Please describe in detail what is considered reconstruct, can the contractor only excavate 50 per side? if so how do you propose we accoodate the electrical work? Further to that stateent, if the contractor can coplete ore sidewalk on a daily basis are they not to exceed 50 per day? A8. As stated in the Special, further sidewalk reoval/reconstruction shall not be copleted until a 1.5 pedestrian clearway is reinstated. Please see P for further inforation regarding the typical sidewalk detail. Q9. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states the contractor shall aintain uninterrupted TTC bus routes at all ties during construction. Please provide a list of bus routes to be aintained and the routes taken. A9. Please see the following website ( Q10. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states the contractor shall give the contract adinistrator at least 28 days notice before any request for closures are considered. This stateent is unachievable! You are requesting the contractor to start work on this contract 18 calendar days after the tender closes! A10. See Section 4, Clause 4. Q11. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states the contractor shall aintain uninterrupted vehicular and pedestrian access to and fro all residences and businesses at all ties. This stateent is preposterous! Please describe in detail what the contract adinistrator will consider uninterrupted? A11. This language has been standard in City of Toronto Contracts for quite soe tie. Please see Section 2 regarding Bidder requireents. Q12. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states teporary pedestrian bridges shall be constructed to facilitate construction of the sidewalk.. If possible please add an ite in the for of tender to provide pedestrian bridges. Please also provide the City of Toronto s Accessibility design guidelines (2004). Furtherore, if the contractor is required to design the pedestrian bridges, what is the subittal process for this and who will be responsible for staping the drawings or signing off on the design? A12. All costs associated with the work described above shall be considered incidental to all ites of work. A copy of the City of Toronto s Accessibility design guidelines (2004) can be found on the City s website ( ibility_design_guidelines.pdf). The Contractor is responsible for the design and construction of the pedestrian bridge in accordance with the Contract. 3 3 of 9

4 Q13. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states production lead ties for non-standard exterior furnishings can be up to twelve weeks. A twelve week delivery tie would ean that ites will be delivered after phase 1 is scheduled to be copleted. How do you suppose the contractor deal with this ipossible requireent? Is May 8 th a reasonable start date? A13. See Section 4, Clause 4. The twelve weeks is the axiu aount and is not necessarily related to Queen Street (i.e. the furnishings on Denison Avenue and Ryerson Avenue). Q14. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states the contractor shall ensure all products are ordered prior to the preconstruction eeting; with confiration provided to the contract adinistrator at the preconstruction eeting. How can the contractor order aterial prior to receiving an executed contract, purchase order or order to coence? We cannot order aterial for a contract that has not yet been awarded or executed. A14. The preconstruction eeting will be held after the Contract has been executed. Q15. Section 4A Special Specifications, Special Provisions #10, Construction Constraints, states tie is of the essence in the copletion of this contract and the contractor shall therefore, eploy ultiple crews. The contractor is also expected to work on weekends as required. We cannot work on Queen St on the weekends, we cannot construct ore than 50 of sidewalk on either side of the road at a tie, how tie sensitive could this project be? How do you suppose we engage ultiple crews if we can only construct 50 of sidewalk per side? Furtherore, if the schedule falls behind there is no way to expedite it to get it back on track. A15. See Section 4, Clause 4. Q16. Section 4A Special Specifications, Special Provisions #11, Traffic Control, states in various sections that discussions should take place prior to the preconstruction eeting. Based on the tie line provided for starting the project, and given that discussions cannot be had until the tender is awarded, is May 8 th a reasonable start date? A16. See Section 4, Clause 4. Q17. Section 4A Special Specifications, Special Provisions #11, Traffic Control, states if the contract adinistrator is not so satisfied, then an adjustent to the weekly report that reflects the degree of traffic control copleted, in the opinion of the contract adinistrator, will be ade. Section 4A Special Specifications, Special Provisions #13 Site Fence, will fast fence be an acceptable alternative? 4 4 of 9

5 A18. Clarification is required on the specifications of fast fence in order to copare to what is requested in the Contract. Q19. Section 4A Special Specifications, Special Provisions #14, Street Furniture, states If the contractor requires the teporary reoval of street furniture to facilitate the construction, they shall ake a foral request, at least two weeks prior for non-power eleents and at least 6 weeks prior for bus shelters and info pillars. This is ipossible based on the tie lines provided. Will the start date of construction be odified? Or will the request tie be odified? A19. See Section 4, Clause 4. Q20. Section 4A Special Specifications, Special Provisions #14, Street Furniture, states the contract adinistrator shall endeavour to fulfill the requests as quickly as possible, but the city shall not be liable for any costs incurred due to delays or rejections of a request. How is the Contractor held to such a high standard of required perforance whereas the City ay or ay not coplete required work and if they do not coplete the required work they are not responsible for the cost of the delays? Would it not be ore responsible to put an achievable tie line in the tender? A20. The language is part of the standard specification. Q21. Section 4A Special Specifications, Special Provisions #15, Contractor s Subissions, based on the tie lines for start date, assued award date and assued contract execution, it will be ipossible to provide soe of the ites on the list prior to the pre-construction eeting. Please clarify the start date of work, award date, contract execution tie lines, and pre construction eeting date. A21. Please see Section 4, Clause 4 for the start date. The pre-construction eeting will be held once the Contract is awarded. The proposed award date is dependent on the closing date of the Tender and on the quality of the bids subitted. Q22. Section 4A Special Specifications, Special Provisions #30, Construct Concrete Sidewalk, states in ite (g) for all building foundations exposed during the reoval of the existing sidewalk the contractor shall waterproof all exterior surfaces. How will this be paid? Can you provide a nuber of locations to expect to waterproof? Can you provide an approxiate area of parging and waterproofing to be copleted? Can you provide a separate ite to accoodate this work? Does the City have authorization to coplete work on private property/privately owned buildings? What depth of waterproofing is required? What is to occur if there is no waterproofing existing or below the area exposed? What is the purpose of waterproofing the 150 or 200 behind the sidewalk if there is no waterproofing below that point? A22. Payent at the Contract price as referenced in the Pricing For shall be in full copensation for all labour, Equipent and Material to do all of the Work as described within this special provision. See ites 18, 19, 116 and 117. The Special Provision notes that all building foundations exposed shall be waterproofed. Please see Special Provision #30 for further details. Q23. Section 4A Special Specifications, Special Provisions #33, Catch Basin and Maintenance Hole Adjustents, could you provide a list of the nuber of each type of casting to be 5 5 of 9

6 adjusted? Please list the nuber of catch basins, aintenance holes, bell aintenance holes and hydro aintenance holes to be adjusted, the price to adjust each varies drastically and would provide a ore accurate price for this ite. A23. This is a standard ite. The nuber of adjustents are noted in the Pricing For. Q24. Section 4A Special Specifications, Special Provisions #38, Teporary Tree Protection, please provide a separate ite for tree protection fence. Please provide a drawing depicting where tree protection fence is required. Please provide an ite for pruning. Please describe in detail how the tree protection zone will be ipleented on the concrete sidewalk areas. A24. All costs associated with this Work shall be considered incidental to all related ites of Work as referenced in the Pricing For. Please see the Tree Protection Policy and Specifications for Construction near trees as well as the Arborist Report for further details. Q25. Could you please provide an ite for construction layout? A25. Please see SP 56 Construction Survey and Layout GN126SP. Q26. Could you please detail what the proposed award date, pre-construction eeting date and start of construction date are? A26. Please see Section 4, Clause 4 for the start date. The pre-construction eeting will be held once the Contract is awarded. The proposed award date is dependent on the closing date of the Tender and on the quality of the bids subitted. Q27. The tie lines provided for starting the project do not allow for enough tie for all lead ites; including ordering specialty aterials, locates, layout, and coordination of various subcontractors.
