No late proposals will be accepted BID REQUEST FOR: #129 Irrigation Replacements on East Taron Drive and Riparian Drive PROJECT DESCRIPTION The work to be performed under this contract includes the furnishing of all labor, materials, equipment, transportation and services necessary to replace subsurface drip irrigation system with pop up spray heads on East Taron Drive and Riparian Drive. Subsurface irrigation system will not be removed. PROJECT LOCATION: Project is located in selected turf areas along the west side of East Taron from the south side of Elk Grove Blvd. to the north side of Riparian Drive to the east entrance of Tree Swallow Circle. See attached maps for locations and specifications. COSUMNES COMMUNITY SERVICES DISTRICT The Cosumnes Community Services District (CSD) is an independent special district focusing on essential quality of life services including parks and recreation, fire protection and emergency medical services. The CSD is comprised of three departments: Administrative Services, Fire, and Parks and Recreation. The streetscapes along Riparian are managed by the Parks and Recreation Department. The CSD serves the park and recreation needs of approximately 175,000 residents within a 157 squaremile jurisdiction that includes the City of Elk Grove and unincorporated areas of Sacramento County. Within the jurisdiction, the CSD maintains and operates 680 acres of parkland; 350 acres of landscaped medians, corridors and greenbelts; two aquatic complexes; three community centers; five recreation centers; a skate park; three dog parks; 17 miles of trails and a nine-hole golf course. LICENSURE REQUIREMENTS: Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code. Bidder must possess current and valid Landscaping Contractor s License C27. Bidders who are ineligible to perform work on a public works project pursuant to Section or of the Labor Code are prohibited from submitting a Proposal on this project. SCOPE OF WORK AND SCHEDULE OF SERVICES Scope of Work and Schedule of Services are set forth in the attached Exhibit A, incorporated herein by this reference. Please direct all questions regarding the Scope of Work and Schedule of Services, in writing to Priscilla Oliver, Construction Project Manager, at PriscillaOliver@YourCSD.com. All questions are due by Tuesday, December 13, 2016, by 1:00 P.M. All questions/responses will be available on the Bid Posting website. PROFESSIONAL SERVICES AGREEMENT The Contractor Proposal is the basis for negotiation of an Agreement. The standard CSD Professional Services Agreement is Attachment I. The Contractor should thoroughly review the Agreement. The Page 1

2 Contractor Proposal should include a statement agreeing with all provisions of the Agreement, or identification of unacceptable provisions and recommended alternative language. PREVAILING WAGES Proposal must include prevailing wage. Wage rates are located online at The successful Bidder shall comply with all applicable Labor Code provisions, including but not limited to, hours of labor, employment of apprentices and debarment of contractors. CONTRACTOR REGISTRATION: Pursuant to Labor Code sections and , all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor s and subcontractors current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project. Complete and submit Exhibit C with Proposal Package. LABOR COMPLIANCE: This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its proposal. BID FORM All Proposals must be made upon the Lump Sum Bid Form, and Acceptance of Agreement attached hereto as Exhibit B. Bidder may submit supporting documents which outline the final cost of the Bid (e.g., line item costs, etc.). Incomplete packages will not be considered. Proposals received after the time specified above will be returned. Proposals shall be valid for 90 calendar days after the time specified above. AWARD OF CONTRACT The District shall award the Contract for the project to the proposal that is deemed most advantageous to the CSD. The Board of Directors of the Cosumnes Community Services District reserves the right to reject any or all proposals and to waive any informality in any Proposal. INSURANCE The Contractor must provide evidence of commercial general liability and professional liability insurance from an insurance company authorized to be in business in the State of California in an amount of not less than One Million Dollars ($1,000,000) for each occurrence. Contracted Bidder will be required to provide an insurance certificate naming the CSD as additionally insured. Contractor must provide Page 2

3 certificate showing active policies of automobile liability, commercial general liability and property damage insurance from an insurance company authorized to be in business in the State of California. The following statement must appear on the certificate: "Additional insured endorsement names the Cosumnes Community Services District its directors, agents or employees are included as additional insured." PAYMENT The prices paid for the various items in the bid proposal shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals necessary to complete the finished product as provided in these specifications. Compensation in full for items specified as "Lump Sum" in the bid proposal shall include payment for furnishing all labor, materials, tools, equipment, and incidentals necessary to complete the Services. Whenever it is specified that the Contractor is to do work or furnish materials of any class for which no price is fixed in the bid proposal, it shall be understood that the Contractor is to do such work or furnish such materials without extra charge or allowance or direct payment of any kind. The cost of doing such work or furnishing such materials is to be included in the price bid for such other items of work, as the Contractor may consider appropriate. Page 3

4 Exhibit A SCOPE OF WORK AND SPECIFICATIONS 1. SCOPE OF WORK Approximately 2,660 feet of trenching in turf areas along the west side of East Taron from Elk Grove Blvd. to Riparian Drive turning West on Riparian Drive continue trenching on the North side of Riparian Drive to the East side of Tree Swallow Circle entrance - end of project. New pipe to be purple in color for Reclaimed Water to be laid in, lateral and spray heads to be installed. Ground to be prepared for hydro seeding (hydro-seeding will be completed by CSD). Contractor to prepare dirt in accordance with section 20-2 and 20-4 of the City of Elk Grove Standard Construction Specifications. Subsurface irrigation system will not be removed. Existing subsurface system will be abandoned and new pop up spray head system will be installed, as per plans attached hereto and made a part hereof. There will be a mandatory walk thru for the winning bidder prior to the start of work. Contractor to leave trenches open for CSD inspection and approval. Work areas to be secured daily. Weather permitting, project to complete within two weeks. See prints for additional notes and specification details. 2. ADDITIONAL NOTES See Exhibit A Detail Sheets All piping, heads and valve boxes to be purple in color for Reclaimed Water Lateral line trenches to be 12 to 14 in depth. (3) Lateral lines under sidewalk may be saw cut or other. All heads to be connected to swing joints. Model #: Rainbird Mainline tie-ins to utilize (1) 501 Romac Coupler and (1) SCH 80 PVC Fitting. Class 200 purple irrigation pipe to be used for laterals--to identify as reclaimed water lines. Schedule 40 pipe to be used on mainlines [FB1]. Page 4

The undersigned Bidder proposes and agrees, if this Proposal is accepted, to enter into an agreement with the Cosumnes Community Services District to perform and furnish all services as specified or indicated in the Scope and Schedule of Services for a lump sum bid amount of: Lump Sum Bid: $ 2. In response to the Request for Written Proposal for the Project referenced above, the undersigned Bidder hereby proposes to the Cosumnes Community Services District to perform the Project Services for the price listed above and to furnish all supplies, materials, labor, labor supervision, tools and equipment, and to perform all operations necessary to provide full Project Services per the attached Scope and Schedule of Services. Bidder agrees that this proposal constitutes a firm offer to District which cannot be withdrawn for ninety (90) days from and after the Reply-By date, or until a contract is fully executed by the District and a Bidder, whichever is earlier. 4. The undersigned Bidder understands that District reserves the right to reject this proposal. 5. Notice of Award or request for additional information may be addressed to the undersigned Bidder at the address set forth below. 6. The undersigned Bidder acknowledges that District has reserved the right to delay or modify the commencement date. The undersigned Bidder further acknowledges District has reserved the right to perform independent work at the Site, the extent of such work may not be determined until after the replyby date, and that the undersigned Bidder will be required to cooperate with such other work in accordance with the requirements of the Contract Documents. 11 EXHIBIT C - CONTRACTOR REGISTRATION AND LABOR COMPLIANCE FOR PUBLIC WORKS CONTRACTOR REGISTRATION CERTIFICATION Pursuant to Labor Code sections and , all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. 12 DESIGNATION OF SUBCONTRACTORS In accordance with the Public Contract Code, Part 1, Chapter 4, Subletting and Subcontracting, bidders must list the names, CSLB license number, DIR registration number and location of places of business of all subcontractors who will perform work or labor or render service to the bidder in an amount in excess of one-half of one percent (0.5%) of the total bid. Refer to Section 2-8 of the City of Elk Grove Standard Construction Specifications.
