Request for Qualifications Phase One of the Design-Build Selection Process Posting Date: May 18, 2018 Response Due Date: June 8, 2018 at 4:00 p.m. EST 1. Introduction Request for Qualifications for Design-Build Services are being sought for the remodeling and renovation of three residential homes owned by the City of Berea. Per the Ohio Revised Code, for each Design- Build project, a public authority (City of Berea) must engage in a two-step best value selection process consisting of a Request for Qualifications (Phase One of the selection process) from which the three highest ranked firms will be selected to submit a Request for Pricing and Technical Proposal (Phase Two of the selection process). The project scope of each home will consist of professional architectural design services, updates, alterations and improvements to complement the existing neighborhood and maximize curb appeal and value. A successful firm will be able to demonstrate Design-Build expertise and wherewithal renovating and remodeling major residential projects creating modern updated living spaces while working within a fixed maximum budget. 2. General Description of the Project This project will include the renovation and remodeling of three residential single-family homes owned by the City of Berea and located in the neighborhood surrounding Baldwin Wallace University, see pages 7-10 of this RFQ. Previously, each dwelling had been used as privately owned rental property and as a result have been marginally maintained. The City of Berea acquired these homes with the intent of completing major renovation and remodeling improvements with the goal of re-introducing them as comparable and beneficial to their existing architecturally distinct neighborhood. Once complete, the City will sell these properties with a deed restriction for use as owner occupied residential homes. 3. Statement of Design-Build Services Required The scope of work will consist of professional architectural design, alteration and remodeling of both exterior and interior building systems potentially including but not limited to demolition, mechanicals, framing/drywall, paint, floor covering, cabinets, fixtures, appliances, doors/windows, millwork/trim, siding, roofing, and masonry etc. 3.1 Note: Scope Verification. Contractor shall field verify locations, sizes and quantities of work required for the project. Any quantities provided by the Owner need to be field verified for accuracy and exact installation requirements. Renovation of City Owned Homes Page 2

3 4 Qualifications Required for the Project Design-Build firms will be ranked based upon the following Qualification Criteria: 4.1 Competence to perform the required design-build services as indicated by the technical training, education, and experience of the design-build firm s personnel and key consultants, especially the technical training, education, and experience of the employees and consultants of the design-build firm who would be assigned to perform the services, including the proposed architect or engineer of record; 4.2 Ability of the firm in terms of its workload and the availability of personnel, equipment, and facilities to perform the required design-build services competently and expeditiously and experience working on similar types of projects; 4.3 Past performance of the firm as reflected by the evaluations of previous clients with respect to such factors as control of costs, quality of work, dispute resolution, administration of subcontractors, meeting of deadlines, past performance of the designbuild firm s proposed architect or engineer of record and before and after photos of past projects; 4.4 Compliance with Ohio Revised Code Sections pertaining to licensing for Architects, Landscape Architects, and Engineers (ORC , , and ), including the use of a licensed design professional for all design services; 4.5 Financial responsibility including evidence of the capability to provide: a performance bond; and a payment bond in accordance with Paragraph (A) of rule 153: of the Ohio Administrative Code; 4.6 Knowledge of the local area and working relationships with local subcontractors and suppliers; 4.7 Firm s experience, background, history and years in business; 4.8 Experience and creativity on similar residential renovation projects; 4.9 Project team, including Architect or Engineer of Record; and 4.10 Technical approach. 4 Each submittal must provide adequate information needed to judge each of the preceding categories, and may be up to twenty (20) pages. The City reserves the right to interview each firm to aid in the review process. Once the firms are ranked based upon qualifications (Phase One of the selection process), the City will request a Pricing and Technical Proposal (Phase Two of the selection process) from the top three ranked firms 5 Fixed Maximum Budget Not to Exceed $200,000 The City has established a fixed maximum budget of $200,000 for the professional architectural design, construction, renovation and remodeling of the three residential homes. This includes, but is not limited to: architectural design, surveys, engineering, materials, labor, construction, general conditions and contingency. 6 Preliminary Project Schedule: It is anticipated that the selected Design-Build firm will be authorized to proceed no later than Fall, The top three firms selected to submit a Pricing and Technical Proposal shall submit a project schedule / timeline as part of Phase Two of the Selection Process. 7 Selection Procedures Berea will review and rank each Design-Build firm based on the Qualification Criteria for Design-Build Services. The categorical scoring system that will be used to select the Design-Build firm is shown below. The top three ranked firms will be selected and invited to submit a Pricing and Technical Proposal (Phase Two of the selection process). All questions regarding this RFQ should be submitted in writing via to mmadzy@cityofberea.org and must be received by the City no later than 4:00 p.m. EST on Friday, June 1, All questions will be answered and posted as addenda at If a question is not answered, the submitting firm should assume all relevant information is contained within this RFQ. The City will strive to issue all addenda at least three (3) business days before the proposal due date; however, the City reserves the right to issue any addenda at any time. Firms interested in being considered for selection should respond by submitting three (3) hard copies and one digital copy (in PDF format) of their qualifications. 5 8 Requirements for Qualifications for Design-Build Services, Selection Process 8.1 Instructions for Preparation and Submittal Requirements Submittals shall be limited to twenty (20) 8½ x 11 single sided pages. The transmittal letter, index page, photos, and any section divider pages will not be counted towards the twenty (20) page limit Provide written statements establishing the information requested in the Submittal Requirements (see Item 8.2 below), in the same order listed, in a letter signed by an officer of the firm. 6 8.2.9 Name of the Architect or Engineer of Record, Project Manager and other keys staff members and the items for which each will be responsible. 7 Additional Information: The City reserves the right to reject, in whole or in part, any and all responses. The City may withdraw this RFQ either before or after receiving responses, may accept or reject qualifications with or without cause, may waive technicalities, and may accept qualifications which deviate from the non-material provisions of this RFQ. In its sole discretion, the City may determine the qualifications and acceptability of any firm or firms submitting qualifications in response to this RFQ. Following submission of a response, the Firm agrees to promptly deliver such further details, information and assurances, including, but not limited to, financial and disclosure data, relating to the response and/or the Firm, including the Firms affiliates, officers, directors, shareholders, partners and employees, as requested by the City. Any action taken by the City in response to submittals made pursuant to this RFQ or in making any award or failure or refusal to make any award pursuant to such responses, or in any cancellation of award, or in any withdrawal or cancellation of this RFQ, either before or after issuance of an award, shall be without any liability or obligation on the part of the City, or their advisors. Respondents, by submitting responses to this RFQ, acknowledge the provisions of this RFQ and agree to be bound by the terms hereof. Any response submitted pursuant to this RFQ is at the sole risk and responsibility of the party submitting such response. The City is not responsible for costs or damages incurred by Respondents, member(s), partners, subcontractors or other interested parties in connection with the RFQ process, including but not limited to costs associated with preparing the Qualifications and/or participating in any conferences, site visits, oral presentations or negotiations.
