1 West Vista Way Sewer Replacement Project (V-1) (CIP No. 8077) Bid Addendum No. 2 September 25, 2018 All Contractual Requirements as defined within the Contract Documents shall remain in full force to the extent that they are not modified or in conflict with the attached addendum. A. NON-MANDATORY PRE-BID MEETING 1. The meeting agenda and attendance sheet for the non-mandatory pre-bid meeting are included as an attachment to this addendum. B. QUESTIONS AND ANSWERS Q1. There is a requirement for soliciting and documenting DBE participation. Is there a goal/requirement for DBE participation? A1. There is no requirement or goal for DBE participation. The City uses the DBE documentation for reporting purposes only. END OF ADDENDUM NO. 2 Prospective Bidders shall acknowledge their receipt of this Addendum No. 2 and its incorporation into the bid submitted by executing this document in the designated space below and submitting this document with their bid: I hereby acknowledge that I have received Addendum No. 2 and its provisions have been incorporated into the attached bid proposal. 2 City of Vista Meeting Agenda V1 West Vista Way Sewer Phase 1 (CIP No. 8077) Non-Mandatory Pre-Bid Meeting Wednesday, September 19, :00 AM 1. Introductions 2. Project Overview The project involves the installation of approximately 4,300 LF of PVC sewer, ranging in pipe diameter between 8-inch to 15-inch. There is a microtunneling section crossing Emerald Ave, 675 LF of 15-inch PVC inside a steel casing. SWPPP shall be prepared by a Qualified SWPPP Developer (QSD) and implemented. Per in the specifications, The Contractor shall submit traffic control plans prior to commencement of work. All phases of the traffic control plans shall be prepared by a California licensed Traffic Control Services Consultant (C31 Contractor s License Construction Zone traffic Control Contractor) / Company or a California registered Civil or Traffic Engineer. Payment of prevailing wages and compliance with the California Labor Code Sections 1770 et seq are required for this project. Certified payroll on an approved compliance format is required for all work under this Contract. A DIR number will be provided to the selected Contractor. Addition in upcoming addenda: trimming/clearing and general cleanup of landscaping surrounding park and ride. Weed barrier and wood chips for groundcover. Details will be provided by addenda. 3. Staging Area and Material Laydown 1) A staging area is available as shown on Sheet 6 of the plans. 2) The Contractor is responsible for the security of stored items, whether this is a City site or another site obtained by the Contractor. 4. Work Hours The Contractor s activities shall be confined to the hours between 8:30 A.M. and 2:00 P.M., Monday through Friday. Night work shall be confined to the hours between 8:30 P.M. and 5:30 A.M., Sunday night through Friday morning. Access to driveways shall be maintained at all times. The Contractor shall not perform high noise producing work, such as jackhammering, sawcutting, sand blasting, cold milling, and compacting, between the hours of 10:00 PM and 7:00 AM. If the project requires the 1

3 use of high noise producing equipment between 10:00 PM and 7:00 AM the Contractor shall provide written notification to all residential properties within 300 feet of the work zone at least 72 hours in advance. No work shall be done on Saturdays, Sundays, or Holidays without authorization 5. Cost Opinion and Time for Completion The Opinion of Probable Construction Cost for this Project is $6,370,000. All work shall be completed within 180 working days after the date of Notice to Proceed. 6. Contractor License Classification The Contractor shall be required to possess a valid California Class A General Engineering Contractor License at the time that the Contract is awarded, and shall maintain said license(s) in good standing at all times during performance of the Work. 7. Submitting Questions All questions must be submitted by to Alfred Pedroza apedroza@cityofvista.com. The deadline for questions is 2:00 P.M. on Thursday, September 27, An Addendum with answers to questions will be published to the ebidboard no later than Thursday, October 4, Acknowledgement of receipt of any and all addenda is required in the Bid Schedule. Please register on the ebidboard web site as a document holder to receive updates when documents are posted and to access the documents. 8. Date of Bid Opening Bids will be received at the office of the City Clerk, located on the second floor of the Vista Civic Center, 200 Civic Center Drive, Vista, California , until 2:00 PM on Thursday, October 11, 2018, at which time and place the bids will be publicly opened and read aloud. The envelope shall be plainly marked in ink with the name and address of the Bidder and shall bear the words "SEALED BID FOR", followed by the title of the Project for the Work and the date and hour of opening of the bids. If mailed, the envelope should be clearly marked DO NOT OPEN WITH REGULAR MAIL. If using UPS/Federal Express or other such service for bid submittal, the contents of the submittal must be noted on the outside of the envelope as stated above. 9. Any Questions? 2
