6 SECTION 5 INTRODUCTION 1. Safeguard A.S. Ltd were requested to carry out a survey of Porchester Sailing Club, Waterside Lane, Castle Street, Porchester, Hampshire in order to establish the presence of any Asbestos containing materials. 2. The building was of unknown age. The building was of traditional brick/block construction. The internal fixtures (e.g. partition walls & ceilings) are mostly brick/block/plaster or plasterboard. 3. The scope of work requested is limited to the areas, as identified by the client. 4. A written report including recommendations and photographic data will be submitted by Surveyors representing Safeguard A.S. Ltd. LIMITATIONS 5. This report only relates to the situation at the time of the site visit and cannot take into account subsequent changes in circumstances. Materials were sampled if, in the opinion of the Surveyor/s, there was probability that they may contain Asbestos. 6. This report contains findings based upon visual inspection and during the course of the survey; all reasonable efforts were made to identify the presence of materials containing Asbestos within the surveyed areas. 7. The nature of this survey was a Management sampling and identification survey, as defined in the Health & Safety Executive publication HSG Samples have not been taken where the act of sampling would endanger the Surveyor/s or affect the functional integrity of the item concerned. For example: fuses within electrical boxes, gaskets, fire doors, ropes, associated with heating, glazing or power plant etc. 9. Bulk samples have been taken from all materials which upon visual inspection appeared likely to contain Asbestos with the exception of items of bitumen, plastic, resin or rubber which contain Asbestos, the thermal and acoustic properties of which are incidental to their main purpose which falls outside the scope of the Control of Asbestos Regulations No responsibility can be taken for any misinterpretation of this report by any third parties. 7 SURVEY METHOD 11. This survey was by means of visual inspection and subsequent sampling of suspect bulk materials. 12. Where the Surveyor/s suspected a material contained Asbestos, a sample was taken for analysis. The samples were chosen as being representative of the material under investigation. Therefore, where there are visually similar areas, they should be regarded as being of uniform composition. SAMPLING STRATEGY 13. The object of carrying out sampling is to identify the nature and extent of any visible Asbestos bearing material. 14. All sampling is undertaken in accordance with Safeguard A.S. Ltd in-house method, based on the HSE guidance note HSG 264 causing the minimum possible disruption and potential risk to the health of building occupants and visitors. 15. Samples are analysed by a UKAS accredited laboratory. 16. Areas of specific exclusion that have not been surveyed, or that a reliable degree of confidence cannot be gained of the homogeneity of the area through limited access, can be found in Section 3. DEALING WITH DEMOLITION OR MAJOR STRUCTURAL ALTERATION 17. If the building is due for demolition or major structural alteration. Current guidance requires removal of all Asbestos containing materials likely to be affected by such works. Where materials are suspected to be present and consist of or contain Asbestos, contractors should (prior to commencing refurbishment works) first confirm the existence of such materials under controlled conditions. Such contractors must be licensed to work with Asbestos materials in accordance with the Control of Asbestos Regulations DEALING WITH ASBESTOS INSULATION BOARD 18. These works must be carried out under controlled conditions by a contractor licensed to work with Asbestos under Control of Asbestos Regulations It should be noted that licensed Asbestos contractors, under the terms of their licence, have to notify the relevant authority of their intention to remove such items. A notification of such works is normally subject to a 14-day period, except for unusual or exceptional circumstances when the enforcing authority (either the Health and Safety Executive or local Environmental Health Department) may grant a waiver if there is immediate risk to health, i.e. an accident. 8 DEALING WITH ASBESTOS TEXTURED COATINGS 19. Works on or removal of the Asbestos containing textured coatings (e.g. decorative coatings and paints) should be carried out using precautions in accordance with the guidelines within the Health and Safety Executive guidance Asbestos Essentials HSG These guidelines outline basic precautions that should be used to prevent fibre release during works, such as wetting of the materials before removal and preventing unauthorised persons from entering the work area. Using these guidelines, it is expected that Asbestos fibre levels would be low. A contractor before carrying out this work will need to notify the works to the Health and Safety Executive. 20. While there is no requirement of these works to be undertaken by a contractor licensed to work with Asbestos, in practice it is unlikely that an unlicensed contractor will possess the necessary expertise or carry the necessary insurances to undertake such works properly. DEALING WITH ASBESTOS CEMENT 21. Works on or removal of the Asbestos cement items should be carried out using precautions in accordance with the guidelines within the Health and Safety Executive guidance Asbestos Essentials HSG These guidelines outline basic precautions that should be used to prevent fibre release during works, such as wetting of the materials before removal and preventing unauthorised persons from entering the work area. 9 SECTION 6 ASBESTOS 27. Safeguard A.S. Ltd provides an in-house numeric material risk assessment method. This takes into account the Product Type, Extent of Damage/Deterioration, Surface Treatments and Asbestos Type. The risk assessment concentrates on the likelihood of fibre release from Asbestos based materials. 28. It may be useful, in particular situations to undertake measurement of atmospheric fibre concentrations; these levels however, may be open to vast variations, dependent upon conditions and may well be below the concentration measurable using optical microscopic methods but still above local background environmental levels. 29. To achieve some form of standardisation of the action level (as this will vary according to the situation) the following guidelines have been adopted and are based upon a numerical rating given to the parameters that are considered while conducting the risk assessment. The addition of the scores from each of the parameters results in a number that falls into one of three possible risk categories. 30. The following categories provide the four classifications of potential to release fibres used within this survey. The higher the number the higher the risk 10 or MORE=HIGH 31. It is likely in situations with such a high rating that persons are currently being exposed to some level of Asbestos fibre contaminations. Situations with this category will warrant urgent consideration. In most circumstances immediate plans for removal of the Asbestos concerned should be implemented, or at least the rapid sealing up of the affected area. 7 9 = MEDIUM 32. Situations within this category do not pose an imminent risk and the likelihood of fibre release is low under existing conditions. It would be most appropriate within this category to monitor the situation, as obvious deterioration will occur within the passage of time. It is recommended that situations within this category should be inspected on an annual basis to ascertain any change to circumstances. 5 6 = LOW 33. Situations within this category are of a low priority. It would be most appropriate within this category to monitor the situation, as obvious deterioration will occur within the passage of time. It is recommended that situations within this category should be inspected on an annual basis to ascertain any change to circumstances. 4 or Less = VERY LOW 34. Situations within this category are of a very low priority. The situation should be monitored based on an annual inspection cycle to ascertain any change in category. 35. A quantifiable assessment of the risk of fibre release has been made which takes into account all factors relevant to the item. Recommended action will normally involve removal, encapsulation or management as described below: - Removal of those items vulnerable to damage or in such poor condition that removal is the only practicable option or where refurbishment or demolition works are planned, such that these works will impinge on the Asbestos materials present and render such removal necessary. Enclosure or Encapsulation (together with repair where necessary) where the material is in poor condition/vulnerable to damage, such that these works are necessary. Management of the Asbestos materials present, (where these are not in poor condition and are not vulnerable to damage), by labelling, registering, periodic inspection, as necessary. Such management should be undertaken to comply with the employers duty of care, required by the Control of Asbestos Regulations 2006 (see other sections for further such recommendations).
