2 February 20, 2015 Mr. Thomas Branche City of Rock Hill 150 Johnston Street Rock Hill, South Carolina Re: Asbestos Inspection Report Building #2-Apartments 842, 844, 846, and 848 Crest Street, Rock Hill, South Carolina CRE Project Number: IN Dear Mr. Branche: Crossroads Environmental, LLC (CRE) completed a limited asbestos inspection of Building #2-apartments (842, 844, 846, and 848) located at 842, 844, 846, and 848 Crest Street in Rock Hill, SC on February 11, The inspection was performed by two SC- DHEC Licensed Asbestos Inspectors, and in accordance with South Carolina Department of Health and Environmental Control (SC-DHEC) and Environmental Protection Agency (EPA) Requirements. A detailed summary table of the sampling is included in Attachment I; however, this report should be read in its entirety. Building Description Apartments 842, 844, 846, and 848 of Building #2 are four adjoining units built over a concrete slab with a wood frame. The buildings exterior includes a shingled roof with vinyl siding over transite and metal framed windows. Sampling consisted of vinyl floor tiles and adhesives, drywall and joint compound, attic insulation, roof shingles and felt, and transite siding with felt and insulation. Inspection StrategySampling Protocol The inspection consisted of grouping suspect asbestos containing materials into homogeneous areas based on the color and texture of the material, and then performing representative sampling of the materials included in those homogeneous areas. SC- DHEC has requirements for the minimum number of samples that can be collected from each homogeneous area (three samples of each miscellaneous material, three samples of

Following completion of the on-site inspectionsampling, samples were submitted to an accredited laboratory for analysis. Stop positive analysis was requested on all materials except for surfacing (sprayed-on or troweled-on materials such as joint compound and fireproofing). Stop positive analysis means that if one sample of a material in a homogeneous area is found to contain asbestos, then the other samples of that material are not analyzed, but are assumed to contain asbestos based on the results from the first sample analyzed. As of June 27, 2008, SC-DHEC requires that any non-friable organically bound (NOB) material that is suspect to contain asbestos, such as floor tile, mastics, roofing material, and caulking must be analyzed by transmission electron microscopy (TEM) if polarized light microscopy (PLM) analyses of that material indicate that no asbestos was detected. Results EPA recognizes a material as Asbestos Containing Material (ACM) if an asbestos content of greater than one percent asbestos is detected in a representative sample analyzed by polarized light microscopy. Results indicated that greater than one percent asbestos was detected in the following materials: Homogenous Areas Material Approx. Quantity Locations Building #2-Apartments 842, 844, 846, and 848 HA-02 HA-04 Gray Vinyl Floor Tile wblack Mastic Drywall and Joint Compound 2,732sq.ft. Located throughout all apartments in Building #2 (under HA01) 8,864 sq.ft. Located throughout all apartments in Building #2 HA05 Vinyl Floor Tile (Thin) 980 sq.ft. Found only in apartment #848. It should be noted that non-friable materials may become friable depending on the method of removal. All non-friable materials must be removed by properly accredited asbestos personnel. If the non-friable materials are removed in a friable manner, then all regulations in regards to friable abatement will apply, and the abatement must be performed by a SC-DHEC Licensed Asbestos Contractor, and in accordance with all state and federal regulations. Project Design-A Project Design, written by a SC-DHEC Licensed Project Designer, will be required on this project. Air Monitoring-Air monitoring by a SC-DHEC Licensed Air Monitor will be required on this project. CRE can further assist with Project Design, Air Monitoring, andor help in selecting an asbestos abatement contractor. Closing Statements and Limitations Attachment I includes a table with descriptions, results, and sample locations of the suspect materials. Attachment II includes a copy of the analytical results from the laboratory. Attachment III includes a sketch andor photographs of the sample locations. Attachment IV includes a copy of the SC-DHEC Asbestos Inspectors License.
