1 1.0 INTRODUCTION WEST BOUNTIFUL CITY, UTAH REQUEST FOR PROPOSAL City Park Playground Equipment The West Bountiful City, Utah is seeking proposals from interested Applicants to furnish and install playground equipment in the city park located at 550 West Pages Lane. 1.1 City Contact Information: Ben White City Engineer Phone Key Dates, Addresses and Instructions: Proposals must be delivered to: WEST BOUNTIFUL CITY City Recorders Office 550 North 800 West West Bountiful, Utah DUE DATE: May 7, :00 P.M. Clearly label the outside of your envelope: City Park Playground Equipment. Any proposal received after that date and time will not be accepted. The City will not accept proposals via facsimile. Questions regarding this RFP should be ed directly to: Ben White no later than May 4, There should be no contact made with members of the West Bountiful City Council, the Mayor, or any other City Staff other than the City Engineer regarding this Request for Proposal. 2 1.3 General Information: The city park is a well established 14 acre park with pavilions, volleyball courts, baseball fields, walking paths, mature trees, a playground for children 2-12 years of age and a swing area. This project will replace the existing swings. The City s expectation is for a new play area that covers approximately 2500 square feet. The shape and ultimate size have not been determined and will not be determined until a playground concept has been selected. The approximate size is included purely as a point of reference. The proposal is to provide and install new work only. All demolition of existing improvements, relocation of sprinklers and a new concrete border will be completed by others prior to the Applicant mobilizing to the site. 1.4 Scope of Work: Furnish, deliver, and install playground equipment for children ages 5-12 in accordance with specifications contained herein and manufacturer instructions. The proposal should include two options for play equipment and include three options for resilient surfaces. Since demolition of the existing facilities may not occur until a playground concept has been selected and the precise dimensions for the new footprint have been determined, the Applicant should include the minimum resilient surface area required for the proposed equipment and a unit cost for the surfaces so the City can determine the total cost for the surface based on the overall size that is selected. 1.5 Proposal Submittal: Provide six (6) complete printed copies of proposals and one copy on a compact disc that include the following: A. Project team members. 1) Manufacturer 2) Sales Representative 3) Installation Contractor B. Qualifications for this project. 1) Proof of years of experience manufacturing playground equipment. 2) Proof of years of experience installing playground equipment. C. References. 1) Provide references from at least three other clients of similar playground scope that have been installed by the Installation Contractor in the last three (3) years. 2) Provide references from at least three other clients of similar playground scope that have been installed of the same playground manufacturer in the last three (3) years. 3 D. Proof of License 1) The proposing Installation Contractor must be properly licensed to conduct business in the State of Utah. E. Proof of Insurance and amounts 1) Copy of manufacturer s liability insurance certificate 2) Copy of Applicant s liability insurance certificate 3) Copy of installer s liability insurance certificate F. Proposal must submit at least the following with their bid(s): 1) 2D plan view(s) of the proposed playground equipment with the protective areas, including safety and fall zones 2) 3D color rendering(s) of the proposed playground equipment 3) Copy of installer s CPSI certificate 4) Manufacture s model numbers and description of play equipment 5) Copy of manufacturer s warranty 6) Bid including equipment costs and installation cost itemized separately G. Proposal may include two (2) different playground equipment options, including cost for each proposal. The City has some interest in a train theme as several sets of tracks run adjacent to the park, but the use of this theme is not mandatory for either option. Each playground option should include, as a minimum, the following features: 1) Swings 2) Several slides with varying heights 3) Climbing bars/monkey bars H. Optional items for submittal: 1) Additional narrative 2) Samples I. Proposal Page Limit 1) There is no page limit to the proposal. Proposals should be concise and straightforward. Excessively long proposals or promotional materials are neither required nor desired. J. Proposed delivery & installation dates which correspond with construction not commencing prior to August 17, 2015 and completing by October 3, Evaluation of Proposals: The City has set a tentative budget of $150,000 for the Playground Equipment and the Resilient Surface. The City will convene a selection committee to assess all proposals and make a recommendation as to the best overall proposal based on the overall perceived value to the City. Applicants should strive to provide as many play value amenities within the available space without exceeding the available budget. RFP for Park Playground Equipment Page - 3

4 As no two playgrounds are alike, the selection committee will review proposals based on the following criteria: Overall design, concept, and synergy with other park amenities Play value Aesthetics Accessibility Component quality Safety Age appropriateness Warranty Cost and availability of replacement parts Applicant experience and past performance Overall cost The City reserves the right to reject any or all proposals received, waive informalities and to select the proposal deemed to be the most advantageous and in the best interest of the City. Non-acceptance of a proposal will mean that one or more others were deemed more advantageous to the City or that all proposals were rejected. Applicants whose proposals are not accepted will be notified after a binding contractual agreement between the City and the selected applicant is executed, or when the City rejects all proposals. The City may invite oral presentations to clarify a proposal from selected candidates. However, the City may award a contract based on the initial proposals received without discussion with the applicant. If oral presentations are required, they will be scheduled after the submission of the proposals. The City further reserves the right, at their sole discretion, to work with the Applicant with the best proposal to alter or amend the proposal to better fit the City s needs. The City will not be held liable for any expense incurred with the preparation of a proposal or an oral presentation. 1.7 Proprietary Information Applicants may mark any specific information contained in their proposal which they wish considered as proprietary and not to be disclosed to the public. All proposals submitted become the property of the City and will not be returned. 1.8 Technical Requirements The successful bidder must meet the technical requirements. Technical information may be included in the proposal to aid in the evaluation. All technical information will be required from the successful bidder as a construction submittal. A. DESCRIPTION 1) The work performed under this section shall consist of furnishing all labor, materials, and equipment to install the playground equipment. RFP for Park Playground Equipment Page - 4

5 2) Furnish and deliver from a qualified manufacturer, all materials required to install the playground equipment and structures. B. SUBMITTALS 1) The Contractor/Manufacturer s Representative shall submit the following; play capacity of each component prior to installation, scaled drawings of each specified component including dimensioned plans, 3-d color images, color charts, erection drawings, installation details, parts list, and technical data for correct assembly of all components, clamp details, and anchoring details. C. WARRANTY/GUARANTEE 1) The Contractor/Manufacturer s Representative shall provide information on the equipment manufacturer's warranty/guarantee with bid. D. SAFETY GUIDELINES AND STANDARDS 1) All materials and equipment shall conform to the current issue of the "Handbook for Public Playground Safety" published by the Consumer Product Safety Commission (C.P.S.C.) and ASTM F The manufacturer shall be responsible for correcting any product violations of the C.P.S.C. Guidelines and ASTM F , to the satisfaction of the Owner, should they be found after installation. 2) Playground Equipment must hold the International Play Equipment Manufacturers Association (IPEMA) certification. 3) Playground shall be accessible in accordance with the latest ADA Accessibility Guidelines (ADAAG) Section 15.6 Play Areas. E. QUALITY ASSURANCE 1) The Manufacturer furnishing the play equipment and structures must have a minimum of 10 years experience in the manufacturing of play equipment with the personnel, facilities, and equipment adequate for the products specified, and shall produce written proof of such with bid. 2) The Installation Contractor installing the play equipment and structures must have a minimum of 5 years experience in the installing of play equipment with the personnel, facilities, and equipment adequate for the products specified, and shall produce written proof of such with bid. PART 2 PRODUCTS 2.1 Materials: Playground Equipment A. Material: All materials shall be structurally sound and suitable for safe play. Durability shall be ensured on all steel parts by the use of time-tested coatings such as zinc plating, galvanizing, finish coatings, etc. B. Fasteners: Primary fasteners shall be socketed and pinned tamperproof in design, stainless steel (SST) per ASTM F 879. Manufacturer to provide special tools for pinned tamperproof fasteners. 6 C. Footings: The bury on all footings shall be 34 minimum below Finished Grade (FG) on all in-ground play events/posts. 2.2 Colors A. Colors may be suggested to be in harmony with the other amenities in the park but will be selected by the Owner. 2.3 Playground Surfacing A. The City is requesting the Applicant to provide cost proposals to provide and install three (3) Resilient Surfacing options. The Resilient Surface is to be included as an Alternate Cost separate from the Playground Equipment. The City s acceptance of an Applicants proposal for the Playground Equipment does not obligate the City to accept one of the Applicant s Resilient Surface options. B. Wear Mat Playground Equipment manufacturer is responsible to provide and install wear mats under swings and at the base of slides and other areas where the loose surfacing may be regularly displaced or high traffic areas which would result in excess wear. The location of the Wear Mats should be identified in the proposal and included with the cost for the Playground Equipment. PART 3: EXECUTION 3.1 Coordination A. Coordinate all work with that of other contractors on site, and cooperate to the fullest extent to see that the work is completed in a timely and workmanship like manner. B. The work shall be conducted by workman under the supervision of an experienced playground installer. C. The Contractor shall be responsible for assuring that the installed playground equipment meets all safety requirements and shall have the structure inspected and certified by a Certified Playground Inspector. The playground equipment shall be installed using the Manufacturers Installation Instructions. D. Coordinate the subgrade elevation with the selected Resilient Surface. E. Install approved play equipment and footings per manufacture s specifications or per section 2.1C, whichever is greater; backfill, compact, and clean area as necessary to restore sub-base. 3.2 Installation RFP for Park Playground Equipment Page - 6

7 A. Applicant shall at all times be responsible for providing and maintaining a clean, safe, and secure working area. Applicant shall be responsible for providing barriers, signage, etc., in order to achieve this secure area. Contractor shall be responsible for the proper disposal of any and all earth, concrete, gravel, etc., generated in the process of installation. B. Contractor shall provide the following for each installation upon completion: one owner s manual, one parts inventory, a collection of spare bolts/fasteners and tools needed to replace, and clear/concise inspection, maintenance, and repair instructions including, but not limited to, what, when, and how to inspect, maintain, and repair as stated in the ASTM standards. C. Contractor shall submit in writing a schedule of the projected start and completion dates for all installations for approval. Contractor shall be responsible for completing installations in a timely and orderly fashion according to the approved schedule submitted. D. Repair any and all damage to playground components and/or site improvements that was caused during playground installation. E. Install Resilient Surface if the Applicant s Alternate for the surface is accepted by the City. F. Install Wear Mats G. Contractor shall be responsible for coordinating with the City for a playground safety audit prior to opening playground for public use. Final payment will not be authorized until audit is complete and found to be/or is corrected to be in compliance with design standards, recommendations, and requirements. 3.3 Warranty: Playground Equipment A. The Contractor shall warranty the installation for a period of one-year following substantial completion and acceptance. RFP for Park Playground Equipment Page - 7
