2 Title: Towards a Considerate Construction By Er Sng Meng Liang, Executive Associate, HDB Synopsis HDB works with the industry partners to strive for considerate construction via a three-pronged approach: (a) protecting the environment; (b) respecting the community; and (c) securing everyone s safety. This paper will share on the initiatives taken by HDB in the three-pronged approach: sustainable solutions that minimise the impacts of construction activities on the environment, neighbours and the public; and systems put in-place that care for the safety and security of the neighbours and the workforce.. About the Speaker Er. Sng Meng Liang manages BTO projects, reviews projects as a member of the C&S Engineering Review Panel, and co-chair the HDB ECM Committee. He is a Professional Engineer, and a member of the Erosion Control Measures (ECM) Interest Group of IES. His area of expertise is in project management, reinforced concrete structures, pile foundation and repair technology. He holds a BSc (1st Class Hons) in Civil Engineering, an MSc (Civil Engineering) and an MSc (Project Management).

3 Topic: Using IT and Smart Technologies to Keep our Waterways Clean and Free Flowing, PUB Synopsis PUB takes a co-ownership with stakeholders approach to equip the builders with the necessary resources, knowledge and field competency in the implementation, maintenance and operation, and monitoring of their earth control measures (ECM). In this light, PUB is also progressively exploring and introducing best practical IT and the use of smart technology within PUB, and to share with the construction industry as far as possible, these ITs and smart technology used. About the speaker Mr Quah Hock Lai heads the Regulatory Unit, Catchment & Waterways Department in PUB. He oversees silt control at the construction sites and enforcement follow up on drainage, ECM and other offences. He has been with PUB/MEWR for over 20 years, amassing vast experience in areas such as pollution control, building plan control(cbpu), sewerage planning, water reclamation plant operation & maintenance, and planning and implementation of special projects such as the Rehabilitation of Private and Public Sewers in Marina Catchment and IT projects.

4 Topic: Role of QECP: What More can be done? Synopsis: What can we expect from QECP and what more can be done by QECP? HDB undertakes projects of various size and shape ranging from development of a new township to upgrading of old units. Demolition project is also a concern and contributing the non-compliances seen. This presentation will discuss what can and what should QECPs do to achieve a professional and satisfactory ECM practices in these projects. Specific examples of ECM for demolition projects will be discussed as some key aspects of Earth Control Measures for demolition projects may have been overlooked by the construction industry. This presentation highlights the Professional and Technical Aspects of Earth Control Measures in various types of HDB projects in general, and in demolition projects in particular. About the Speaker Er Dr Chew Soon Hoe Er. Dr. Chew Soon Hoe received his PhD from University of California at Berkeley. He is currently an Assistant Professor in the Department of Civil and Environmental Engineering, National University of Singapore (NUS). His research interests include geo-synthetics, slope engineering, land reclamation, soil improvement, soil erosion, numerical modelling in geo-technical engineering and geo-environmental engineering. In the past 15 years, he has conducted extensive research on geo-synthetics, especially on the reinforcement, filtration and drainage applications of geo-synthetics material. His other research interests include jet grouting for soft clay, survivability of geo-textiles, erosion control, vertical drains testing, soft ground engineering, land reclamation method and ground improvement, deep excavation, and special pile testing. He has been very active in engineering practices in Singapore and the region. He has been engaged as consultant to government agencies, private consultants and contractors on geosynthetics and geotechnical related projects and construction in this region. He was awarded Defence Technology Prize, from Ministry of Defence, Singapore in 2006; and has received Ministry of Transportation Minister s Innovation Award (excellent) in 2011, and also Ministry of National Development Minister Award in He is one of the key members in the formation and development of QECP and ABC Water Features Training Programs in Singapore. He won the Friends of water Award from PUB in He is the lead lecturer in many QECP and ABC Water Features training courses. He is also currently the president of the International Geosynthetics society, Southeast Asia chapter. He also serves as a Council member of the Singapore Chapter of the American Society of Civil Engineers (ASCE). He was council member of IES ( , ).
