1 To All Interested Parties of the following Project: Project # Wiggums Park Place Office Renovation. Addendum #1 Dated: September 27, Why are drawings incomplete? a. EHA wished to develop a design-build project with existing contractor and subs on site. EHA chose to bid this project out only after plans were submitted for permit. 2. Existing laundry facility to be removed? a. Yes. Machines to be removed by leasing vendor. 3. Will EHA be adding community room and kitchen? a. Yes. Upper kitchen remains. Lower floor gets new kitchen cabinets, fridge, sink and stove. Open space below will be community room. 4. Any gas appliances going in? a. No. 5. Will you be using ductless heating? a. Yes. We plan on utilizing ductless heat pumps with up to four heads per appliance. One unit upstairs and one downstairs. 6. Is there forced air furnace going in? a. No. 7. What about wall heaters? Remove or replace? a. Replace only heater fan motor and cover grates. Existing cage/box to remain. 8. Will every room or office have ductless (head)? a. No. Emphasis will be on sufficient cooling capacity for offices/personnel on the upper floor, but not every room will have their own head. 9. Are we getting rid of popcorn ceiling? a. EHA would like to remove popcorn ceiling, budget depending. Please provide a per-unit cost for abatement activities by type. 10. Will we be adding Plumbing or Electric? a. New plumbing will only be on the lower floor: new bathroom, sinks, etc. Galvanized pipe to be replaced throughout. 11. Is there any galvanized piping currently? a. Yes, although EHA cannot verify exact quantities. Certain newer plumbing, such as in lower floor common laundry, is copper. 12. Will they have to chase plumbing to find galvanized? a. EHA assumes some minor exploration of joist bays to locate all galvanized piping. 13. Will galvanized be replaced with copper? a. Yes, or PEX. 14. Will lights and fixtures both be changed? 2 a. EHA wants new, energy efficient lighting at all existing locations, with new lighting at addition to meet code requirements at minimum. 15. Are toilets, sinks and flooring to be replaced in existing men s and women s baths? a. Yes. 16. Will women s restroom have two toilets? a. No. ADA accessibility for the women s bathroom requires removing one toilet and reconfiguring toilet, partitions and sink to handicap accessibility. 17. How big is the addition? a. Approximately +/-1400 sf. 18. Slab on grade or crawlspace? a. EHA expects slab on grade for new addition. 19. If EHA gets higher bids than they expect will they cancel the project? a. EHA will first endeavor to reduce scope to meet costs, rather than eliminate the project. 20. Has EHA already value-engineered the project and are they implemented into the drawings? a. Yes, to a large degree. This project was put together to minimize excess cost in order to maximize square feet. EHA has endeavored to keep building systems simple, and to minimize moving interior walls, electrical and plumbing. 21. Is this a Prevailing Wage job? a. Yes. Use Davis Bacon Building rates. See Sections thru How much demo needs to be done with abatement? a. EHA assumes approximately one-third of wall, floor and ceiling surfaces must be removed to access work areas and perform contracted work. 23. Is there a good faith estimate in the specs? a. No. EHA has performed an in-house cost estimate. 24. Has an asbestos survey been done? a. No, but EHA has completed a Hazardous Materials survey for the residential units and assumes similar building materials, including ACM, are incorporated into Will contractors have access to asbestos survey? a. Yes, see Appendix A in Project Manual 26. How many days until substantial completion? The following section has been added to the Bid Form Section : a. Because time is of the essence, the housing authority is allowing the contractor to list what you anticipate for a substantial completion date. This date will be taken into consideration when reviewing the bid proposals. Final Completion will be established by adding 15 additional days to the listed substantial completion date provided by the contractor on this document. b. Contract has noted the substantial completion date as. c. If 30 days after the date of the established final completion date, the contractor has not finished the project, liquidated damages will take effective on the 31 st day. 27. Would EHA consider lowering the Liquidated Damages amount? a. Yes. It has been lowered to $250/day. This has been changed in the Bid Form Would you prefer the same lighting and wall heaters that are in the rest of the building? a. EHA wants LED flush-mount. See Specs. 29. Is the service electrical sufficient to handle the power load of the new addition? 2 P age

3 a. EHA assumes modification to the existing panel will be necessary to add and/or subtract circuits. EHA also assumes existing panel will meet electrical needs. 30. Will service panel be replaced? a. EHA would like to keep the existing panel, to be modified as needed to suit addition and renovation. EHA would like an alternate cost amount to replace entire panel. 31. What area can be used for staging? a. The area to the immediate North of the management building will be available for lay down, storage container(s), etc. Other locations to be determined based on need and property layout. EHA assumes more than one area will be needed. 32. Is weekend work allowed? a. Saturday and Sunday is allowed only with prior approval from EHA. EHA expects that some weekend work may be necessary to meet Completion Date requirements. 33. What are the work hours? a. Hours can be established with the housing authority upon the award of the contract but must be within the allowable noise ordinance of the City of Everett. 34. Is certified payroll required? a. Yes. See Section through Do we know for sure if we are replacing siding and roofing? a. Bid assuming all siding and roofing will be removed and replaced. 36. What will be the new hot water heating source? a. EHA wants point of use electric water heaters at each plumbing location. 37. Do we have to meet a certain amount of energy credits? a. No. Please add the following changes to incorporate into your bid: A. The Davis Bacon Prevailing wage has changed the new modification is attached to this addendum: WA Modification #6 dated B. The Bid Form Section has been revised to reflect the issue with the Substantial Completion Date and is attached to this addendum. 1. Section Add $3, Appliance Allowance. 2. The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate). Union Rate Identifiers A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example: PLUM /01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers indicates the local union number or district council number where applicable, i.e., Plumbers Local The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate. Survey Rate Identifiers Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA /13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier. Survey wage rates are not updated and remain in effect until a new survey is conducted. Union Average Rate Identifiers Wage Rate Decision-Building

13 Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH /29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier. A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/cba rate of the union locals from which the rate is based. WAGE DETERMINATION APPEALS PROCESS 1.) Has there been an initial decision in the matter? This can be: * an existing published wage determination * a survey underlying a wage determination * a Wage and Hour Division letter setting forth a position on a wage determination matter * a conformance (additional classification and rate) ruling On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed. With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations.
