SECTION 3.00 TECHNICAL SPECIFICATIONS REPRESENTATIVE MODEL: 28 x 60 (1,680 SF) MANUFACTURED HOME MEETING AND/OR EXCEEDING ALL SPECIFICATIONS LISTED BELOW, OR APPROVED EQUIVALENT. NOTE: THIS IS NOT A STANDARD HOME. THE REPRESENTATIVE MODEL INCLUDES MANUFACTURER AND DEALER OPTIONS. BIDS NOT MEETING THE MINIMUM REQUIREMENTS OF THESE SPECIFICATIONS WILL BE REJECTED Representative Model or Approved Equivalent. Representative Model: 28 x 60 (1,680 SF) manufactured home meeting and/or exceeding all specifications listed below, or approved equivalent. The home shall be approximately 28 x 60 (Industry Standards excluding Tongue) F.H.A. approved. Three Bedrooms, Two Bath, with Great Room-Living Room. If bidding equivalent, the bidder shall include with the bid packet all appropriate catalog materials, literature, specifications, test data, etc. to demonstrate comparability, or bid shall be rejected. The Department of Environmental Protection (DEP) shall determine in its sole discretion whether a product is acceptable as an equivalent Manufactured Homes. The intent of this solicitation is for the procurement, delivery, and setup of one (1) quality built 28 x 60 (Industry Standards excluding Tongue) three bedrooms, two-bath manufactured home. Unit shall have quality finish and workmanship throughout. In addition to all standard features, the unit furnished must meet or exceed the following minimum specifications. The unit required and covered by this specification shall be the manufacturer s latest basic production model and shall be equipped with all standard equipment in accordance with the manufacturer s latest literature, a copy of which must accompany the bid along with any and all specifications necessary to verify that the unit meets or exceeds each of the minimum specifications General Construction. National Manufactured Home Construction and Safety Standards materials and standard construction practices are acceptable with the exception of those items otherwise specific herein. As a minimum, design and construction must be in accordance with Department of Housing and Urban Development Standards (HUD), unless HUD Standards are exceeded by these specifications General Structural and Equipment Requirements. Minimum 12 I-Beam, Removable hitch(es) Provide standard coated-metal steps for front and rear entries. 2 x 6 floor joists, maximum 16 on-centers. Bottom of units to be covered with vapor barrier, and polymax-gw bottom board, or approved equal. Plywood floors, min. 19/32. Exterior walls-2 x 4 minimum size studs -16 on-centers, maximum. Cathedral ceiling throughout with minimum 90 ceiling height at exterior walls and minimum 108 ceiling height at peak or 8 residential site built flat type ceiling. Truss rafters, 24 centers maximum.

4 Roof 5/8 minimum plywood sheathing, minimum 30-year architectural roof shingles color selected from manufacturer s standard colors by Bureau of Design and Construction Project Manager. Insulation minimum requirements: ceiling R-30, exterior walls R-13, Floor R-19. Interior walls 2 x 4, all load bearing walls minimum 2 x 4. Minimum 12 eaves on all sides. Industry standard decorative exterior window shutters front, rear and ends. Electrical panel 200 AMP. All copper wiring. Ground fault interrupters in bathrooms, kitchen, and a minimum of one on each 60 side with weatherproof outlet cover. All wall outlets to be properly secured. All outlets to be house type with all wire connections attached by screws. Glass light globes. Hanging dining room light. Water cut-offs on all supply lines. Fiber cement siding installed over weather barrier on structural grade ½ OSB sheathing. Siding to have a lifetime warranty. Foam sealed sheetrock ceiling with popcorn finish, no rosettes. Pre-finished sheetrock walls with taped seams. Door jambs ½ throughout. Deluxe molding package. To include at a minimum 1.5 cove crown molding in all living areas, including living/great room and master bedroom. All closets to be finished inside. All windows shall include drapes and mini-blinds. Vented eaves. Minimum of three roof vents or continuous ridge vents Two hose bibbs. One on each 60 side of unit Additional Requirements. NOTE: In some cases these may duplicate or expand on requirements listed in General Structural and Equipment Requirements. Single hung, self-locking house type windows; insulated windows required. Windows shall meet all wind load requirements for appropriate wind zone. House type insulated six-raised panel steel front door with glass/screen storm door. Door shall meet all wind load requirements for appropriate wind zone. Cottage style nine-light steel side door with glass/screen storm door (off morning Room). Door shall meet all wind load requirements for appropriate wind zone. 6 wide insulated French doors (off Great Room / Living Room) and blinds. Door shall meet all wind load requirements for appropriate wind zone. Deadbolt medium duty locks on exterior doors (NOTE: All locks on exterior doors shall be keyed alike) Six-raised panel interior doors. Brass doorknobs. Minimum 40-gallon electric water heater. Plumbing system: water pipes, drain pipes, gas and oil pipes connect to existing utilities. Note: PEX piping shall NOT be utilized. Wired and plumbed for full size washer and dryer. This includes providing and installing a code-compliant dryer vent that will allow owner-supplied dryer to vent to the outside. Laundry shelf or cabinet. All electric unit. All appliances shall be Energy Star Rated for energy efficiency. Basis of design: General Electric, Magic Chef, or approved equivalent. Kitchen exhaust hood with fan and light. Unit must be vented to outside of residence unit. 30 electric stove, freestanding, smooth surface. Top or bottom freezer, frost-free refrigerator with ice maker (approximately 20 cubic feet). Built-in dishwasher. Deluxe cabinets throughout unit with raised panel doors. Finished and lined overhead cabinets. Cabinets base and overhead to have a center shelf, where applicable. Formica counter tops with formica edging. Stainless steel kitchen sink, minimum 8 depth. Ceramic tile backsplash, 4 in height, in kitchen and baths.

5 Water-saver toilets. Quality one piece fiberglass tub and one piece shower enclosure in Master bathroom. Quality one piece fiberglass tub / shower in guest bathroom. Exhaust fans in each bathroom. LVT (luxury vinyl tile) plank flooring (or approved equivalent) throughout living, kitchen, and bedroom areas. Color selected by Bureau of Design and Construction Project Manager. LVT (luxury vinyl tile) 16 x16 tile flooring (or approved equivalent) throughout bath and laundry areas. Color selected by Bureau of Design and Construction Project Manager. Wired phone jacks in kitchen, great room-living room, and master bedroom. Minimum requirement wire to be from jack to below floor. Wired cable jacks in great room-living room and all bedrooms. Minimum requirement wire to be from jack to below floor. Wired and braced for dealer-installed Hunter ceiling fans or State approved equal. One fan in great room, one fan in each bedroom, and one fan in the kitchen/morning room area. Fans to include single globe light kit, 52 size, white, reversible 3-speed motor, all wood 6-ply blades, and minimum 20 year limited motor warranty. Heating and cooling shall be by means of a 3.5 ton heat pump with minimum 13 SEER energy rating, Trane, Carrier, or approved equivalent. Duct system to be designed to provide balanced supply and return distribution with no leaks. All ducts to be insulated and located overhead (in the attic space). Skirting to be provided around perimeter of homes Additional Considerations. Exterior colors, interior wall finishes and floor covering colors to be selected at time of order from standard colors and materials available to home manufacturer by Bureau of Design and Construction Project Manager. Bidder shall be responsible for unit complying with any and all city, county, and/or state requirements, which may exist, in the specified area of delivery and installation. Title fees are to be included in the bid price. Titling information to be furnished when purchase order is issued. Prior to purchase, successful bidder shall submit proposed basic blueprints to state agency for review and approval. The state agency reserves the right to inspect the unit prior to shipping to destination. Upon delivery, after set up and connections are completed, unit will be inspected for full conformance with the specifications. Payment will be withheld until unit is acceptable and approved Set Up. Existing level site. Remove existing manufactured home unit. Provide Code-compliant foundation system for new unit. The Bidder is responsible for removing the existing manufactured home unit. This could involve minor tree removal, and is the responsibility of the Bidder. Disposal of the old unit is the responsibility of the Bidder. After removal of existing unit, new unit shall be delivered to the site and tied down, blocked, and leveled by the bidder. Locate adjacent to, and connect securely to, existing front porch. Bidder to provide all labor and materials. The foundation shall comply with HUD requirements for masonry pier construction, unless local building code requires differently. The Bidder is responsible for restoration of the site back to its original condition, or better. The Bidder shall connect water, electrical and septic, regardless of distance, with appropriately licensed personnel and obtain all required permits. The Bidder shall obtain, at the Bidder s expense, an approved Certificate of Occupancy. The successful bidder shall be responsible for all storage fees associated with this project. State Parks are not exempt from local permitting and fees, including impact fees. If an impact fee is required, State Parks (DEP) will directly pay the permitting agency. The selected bidder is responsible for obtaining all permits required for set-up of the unit and paying for all permitting fees. Sidewall straps shall be installed according to Florida uniform installation regulations pursuant to 15C-1 and 15C-2, F.A.C. The unit shall be set up to meet the requirements of the Florida uniform installation regulations pursuant to 15C-1 and 15C-2, F.A.C. The Bidder shall provide all required structural engineering services and survey requirements for installation of the unit, except the FEMA flood zone elevation survey for the certificate of occupancy.

6 The Bidder shall verify the HUD zone for the unit identified. If incorrectly identified, the bidder shall provide a manufactured home with the correct HUD zone rating. The steel frame beneath floor of the unit may only be removed to comply with local, state, or federal codes and regulations for delivery and installation. The Bidder shall be responsible for coordinating with the local service provider for the provision of electricity to the unit Minimum Warranties. (NOTE MAY REQUIRE AFTER MARKET WARRANTY) If manufacturer s standard warranty (or coverage provided by after market warranty) exceeds the minimum warranty requirements of this specification, then the manufacturer s standard warranty (or the coverage provided by the after market warranty) shall apply. One-year warranty is required to be a non-deductible warranty with no charge for service calls. If five-year warranty is non-deductive for service calls, the non-deductible provisions of the warranty will apply. If after market, specify company. After market policy must be delivered with homes. Minimum items to be covered for a minimum period of 12 months from the date of delivery. Plumbing fixtures: toilets, sinks, showers, bathtubs, and faucets. Light fixtures: front decorative lights, ceiling and wall mounted lights, switches and plug outlets, and circuit breakers. Appliances provided by the manufacturer: refrigerator, range (oven and cook top), dishwasher, heat pump, and water heater. Roofing materials: vent flashings and sealants. Floor Covering: luxury vinyl tile. Fans: bath and kitchen exhaust fans. Cosmetic Defects: (first 90 days of home occupancy) Scratches on the following: Walls, ceilings, doors, cabinets, moldings, countertops, appliances or plumbing fixtures, cracked mirrors/window glass, stains on floors or plumbing fixtures, stained or damaged window coverings, cracked or broken electrical cover plates, stained or damaged shower door, torn shower curtains, damaged hardware (towel bar, door pulls, knobs, etc.), tile or trim caulking defects, stained or damaged siding, trim or shutters and damaged or torn screens. Minimum items to be covered for a minimum period of 5 years from the date of delivery. Frame: steel structure beneath floor of home Roof structure or rafters, main support beam, insulation wood roof decking, and all support lumber contained within the roof. Sub-floor structure: wood floor decking, wood joists supporting decking, insulation, and all support lumber contained within the floor. Exterior and interior walls and ceilings: studs, insulation, framing members, and all support lumber contained within the outside and inside walls ceiling surface materials (non-cosmetic defects). Home electrical system: wiring, fittings, connections, fixture boxes, junction boxes, and main and sub panel boxes. Plumbing system: water pipes, drain pipes, gas and oil pipes, fittings, pipe connections, and fixture and appliance connection Special Requirements. Frame to be adequately painted to prevent corrosion. Frame to be touched up prior to construction, after construction, and after set up to ensure frame is thoroughly painted to prevent corrosion. Roof shingles, vinyl tile, heat pump, ceiling fans are to be installed in full compliance with the installation recommendations and requirements of the manufacturers. Bidder is responsible for providing all specified and non-specified components, features, and materials required to provide a fully functional manufactured home. All standard features on the model specified must be provided unless these specifications require other features, or specifically state that a standard feature is not

7 required. These specifications in several areas require specific products or approved equivalent products. The State shall be the sole and final judge of determining if products are equivalent. The successful vendor shall be required prior to construction to provide a complete listing including manufacturer s literature if products other than those specifically specified by the specification are used. Vendor shall be responsible for providing products as specified of state approved equal. The roof shall be tied into gable on manufactured home to form a seamless roof surface. END OF TEXT
