1 REQUEST FOR PROPOSALS The Village of Bedford Park is issuing this Request For Proposals (RFP) for the selection of an architectural firm for architectural services in connection with the design of a multi-purpose event center ( Center ) to be located near 66 th and Central (the Project ). The maximum size of the Center shall not exceed 150,000 square feet. The Center shall be designed to include six full sized basketball courts convertible to volleyball courts, at least one soccer field and the ability to host trade shows, conferences and public shows. The design should also include an area for a medical/rehab facility and health club related activities. The architectural firm chosen will be involved throughout the design and construction process to ensure that the project goals are met and that the necessary schedule and budgets are maintained. Proposed parking requirements in connection with the Center should be included in the design drawings. This Center is to be a part of an overall project plan with the adjacent property being developed for commercial, retail and hotel use. The entire site is approximately thirty (30) acres in size which includes the Center. The Village of Bedford Park will be the source of funding for the Center. You are invited to submit a proposal in accordance with this RFP. The Village of Bedford Park reserves the right to award one or more contracts as a result of this RFP. The Village of Bedford Park further reserves the right to reject any proposal in whole or in part. I. Site Location 66 th and Central, Bedford Park, Cook County, Illinois II. III. IV. Proposed Project To design plans for a construction of a multi-purpose event center with the capability of hosting various sporting events, trade shows and health club activities. The anticipated budget for the project shall not exceed $20,000, Scope of Work The following list of activities is intended to provide a general scope of architectural services: Conceptual, Schematic & Design a) The architectural firm shall prepare a full set of conceptual, schematic & design drawings; b) Survey the existing condition of the site; c) Program meetings with the Village and its staff to review and finalize Project requirements; d) Attend design meetings with the Village and the Construction Manager to be selected; e) Design development drawings and specifications for bid, permit and construction for the Project; f) Review all local, County & State rules, regulations and laws pertaining to the work to ensure compliance with the same;

2 g) Assist in preparation of the construction budget. Bidding, Permit & Construction Documents a) Provide information as requested by the Village and its staff or Construction Manager. b) Attend all pre-bid meetings and respond to questions during bid process. c) Assist in bid analysis. Construction Phase of Project a) Attend weekly construction site meetings. During critical time, the architect may be required to make more frequent site visits. b) The architect is to help ensure that construction proceeds are being disbursed in accordance with the drawings and specifications. Project Close Out a) Review any and all punch list requests and approve required requests. V. Cost Estimates The firm would provide a construction cost estimate and a timeframe as to a completion date for the Event Center. VI. Construction Manager Along with the solicitation of an architectural firm, a Construction Manager will be solicited and retained to provide the following: a) Conduct project cost estimate. b) Participate in value engineer. c) Assist in design by way of review of construction documents. d) Review of bid specs for project. e) Help develop achievable project schedule. f) Manage the construction of the Project as the Village s representative. VII. Project Schedule An exact construction schedule has not yet been determined. However, occupancy of the Center is a mandatory July 1, It is anticipated that the following time frame shall be established. The Selection Process Timetable The Village of Bedford Park is expected to undertake the selection process according to the following schedule: Deadline for submission of proposals: Opening of proposals: Interview with finalists: Selection of firm: August 1, 2018 at 10:00 A.M. August 2, 2018 at 7 P.M. at the Village Board meeting. Dates for interviews, if necessary, shall be determined after submission of proposals. Anticipated approval date is September 6, Contract review and execution: To be scheduled by Village of Bedford Park Attorney following Selections by Village Board of Trustees. Site Visits Site visits are recommended and must be arranged with the Village Clerk s office. Proposal Evaluation Criteria Proposals will be evaluated on the basis of the following criteria:

Consideration will be given to proposers demonstrating strong capabilities, experience and reputation in undertakings similar to those described in the RFP, and providing authoritative documentation of their financial soundness and stability. 2. Logistics and familiarity with the geographic area. 3. Experience and qualification of the professional staff to be assigned to this project. 4. The selection of the architectural firm will be based upon the terms and provisions of the Local Government Professional Services Selection Act (50 ILCS 510). 5. All responding parties are responsible for the costs and expenses associated with the preparation of its proposal. 6. The plans shall be designed as final ready to be built plans. 7. All proposals shall include the firm history and relevant experience. Please indicate projects of a similar scope, complexity and size. 8. All proposals shall include the project team including project responsibilities and time commitment to the project. 9. Include your firms work plan specifically describing your approach to this design and emergency effort. Outline the services required to perform the scope of work. IX. RFP Procedures A. Information and Documents Questions concerning the RFP and the procedures for responding should be directed in writing to the Bedford Park Village Clerk, 6701 S. Archer Avenue, Bedford Park, IL B. Submission of Proposals Respondents should submit an original and one (1) copy of their proposal by August 1, 2018, 10:00 A.M., at the Bedford Park Village Hall, 6701 S. Archer Avenue, Bedford Park, IL C. Right to Reject proposals This RFP does not commit the Village of Bedford Park to award a contract, pay any cost incurred in the preparation of a proposal in response to the RFP, or to procure or contract for services. The Village of Bedford Park intends to award a contract on the basis of the best interest and advantage to the Village of Bedford Park and reserves the

5 right to accept or reject any or all proposals received as a result of the RFP, to negotiate with all qualified proposers, or to cancel this RFP in part or in its entirety, if it is in the best interest of the Village of Bedford Park to do so. The Village of Bedford Park may select as the successful proposer that proposal which, in the Village of Bedford Park s sole discretion and with whatever modifications the Village of Bedford Park and the proposer may mutually agree upon, best meets the Village of Bedford Park requirements whether or not that proposal is the lowest priced. No proposer shall have any legal, equitable, or contractual rights of any kind arising out of its submission of a proposal except as and to the extent that the Village of Bedford Park in its sole discretion, shall enter into a contract with the proposer that it selects as the successful proposer.
