1 CITY OF TYLER AIRPORT ADVISORY BOARD COMMUNICATION Agenda Number: AABC Date: October 1, 2018 Subject: Request that the Airport Advisory Board consider recommending that the City Council consider authorizing the City Manager to sign Work Order No. 2 with KSA Engineers in an amount not to exceed $10, to provide Bidding services for Runway 4-22 Rehabilitation-ILS Relocation at Tyler Pounds Regional Airport. FAA Grant 41 will reimburse 90% of the proposed fees. Half Cent Sales Tax to fund the 10% local share in an amount not to exceed $1, Page: 1 of 2 Item Reference: Work Order No. 2 with KSA Engineers. The Runway 4/22 Rehabilitation-ILS Relocation is a priority project within the Airport Master Plan. A recommendation in the Master Plan and recent runway pavement assessments was to reconstruct Runway 4/22 and relocate the Instrument Landing System and related facilities from runway 13/31 to runway 4/22. Relocation will provide an ILS-equipped runway that will accommodate operations by larger aircraft on a regular basis, during Instrument Flight Rules (IFR) conditions. Relocating the ILS to the longest runway on the airport with the most conducive wind coverage in inclement weather conditions will meet performance safety standards for the newest commercial fleet. The proposed Work Order No. 2 has been prepared with KSA Engineers to provide Bidding services, with a total maximum contract amount not to exceed $10, FAA Grant 41 will reimburse 90 percent of the engineering fees with the local share being $1, Funding: FAA Grant 41 (90%): $ 9, Half Cent Sales Tax Fund (10%): $ 1, Total Not to Exceed: $ 10, On October 9th the Half Cent Sales Tax Board will consider this item.

3 WORK ORDER FOR PROFESSIONAL SERVICES CONTRACT NO. TYL.366 WORK ORDER NO. TWO ILS RELOCATION This Work Order constitutes authorization by the City of Tyler, Texas (OWNER) for KSA Engineers, Inc. (ENGINEER) to provide engineering services for the above titled project (hereinafter called the PROJECT). The PROJECT includes the following Special Services: ENGINEER shall provide engineering services for the OWNER in accordance with the ENGINEERING CONTRACT dated February 14, The scope of services for this part of the work is generally as follows: I) SECTION 2.B - Delete the Preliminary Report Phase. A Preliminary Report Phase was completed under a previous agreement. 2) SECTION 2.C - Delete the Design Phase. The Design Phase was completed under a previous agreement. 3) During the Bidding Phase the Engineer shall: Provide the services described relating to bidding in SECTION 2.D of the ENGINEERING CONTRACT. Construction phase services can be added in a separate Work Order or Amendment to this Work Order for the ILS Relocation Project. 4) Project Specific Scope: Provide Bidding Phase Services for the ILS Relocation Project. 5) Additional Services of ENGINEER: The ENGINEER 1s hereby authorized to perform the following additional services: N/A 6) OWNER's Responsibilities: The OWNER's responsibilities shall be as described in SECTION 4 of the ENGINEERING CONTRACT. 7) Engineering Fees: The fees for the various services to be provided by the ENGINEER are as follows (subject to the conditions of the Agreement): See Attached Exhibit A. 8) Method of payment for various project components: OWNER shall pay the ENGINEER for services rendered as provided for in SECTION 5 of the said ENGINEERING CONTRACT unless modified herein and agree to by both parties to said contract.
