Bids will be evaluated and award will be based on the lowest responsible bidder. The estimated quantities of individual items may be increased or decreased as required to accommodate existing site conditions by an agreement between the contractor and owner at the unit bid price. However, in no event shall the total value of the work performed exceed the total contract amount without prior written approval of the owner. Contractor shall be paid for actual quantities installed. The BIDDER acknowledges, for the purpose of submitting this BID, he has explored the subsurface conditions at the project site and is satisfied with the accuracy of the estimated quantities of work to be done.
