5 1 Executive Suary This Bushfire Manageent Plan has been prepared to allow the land owners of Lot 1107 (40) Masonill Road, Carel within the Shire of Kalaunda, to plan the developent of the lot for touris purposes, and to understand their obligations with regard to bushfire planning regulations. The Proposal requires the application of State Planning Policy No. 3.7: Planning in Bushfire Prone Areas (SPP 3.7). The developent site is within a designated bushfire prone area and the assessed bushfire risk is considered to be anageable. This has been deterined by deonstrating copliance against all applicable legislation, policy, standards and guidelines including the four eleents of the Bushfire Protection Criteria. Against the Bushfire Protection Criteria, this Proposal is to be assessed on the basis of fully eeting the acceptable solutions. It is possible to site buildings within Lot 1107 so that they do not exceed BAL-29 (assessed using Method 1 as per AS ). The highest indicative Bushfire Attack Level for the proposed developent does not exceed BAL-29 (assessed using Method 1 as per AS ). Future buildings within 100 etres of classified vegetation are to be constructed to standards which correspond to the deterined BALs, as required by AS Construction of buildings in bushfire prone areas. As this proposal does not identify the actual location of building works within each lot, there ay be a requireent to deterine the BAL for individual building works once the actual building site has been identified. An Asset Protection Zone (APZ) has been recoended to be incorporated into the landscaping surrounding any future buildings and is to be aintained. This will assist with reducing bushfire risk and iprove the safety of firefighters and residents during fire suppression activities. There is two-way access to the property via Masonill Road. The private driveways on the subject lot will need to be upgraded to eet the standards as set out in the Guidelines for Planning in Bushfire Prone Areas (2015). The subject site has appropriate water tanks with copliant couplings. However, access to these tanks is not copliant with the standards as set out in the Guidelines for Planning in Bushfire Prone Areas (2015) and is required to be upgraded. 8 3 Application of SPP 3.7 The State Planning Policy No. 3.7: Planning in Bushfire Prone Areas (SPP 3.7) provides the foundation for land use planning to address bushfire risk in Western Australia and will apply if any of the first three conditions is satisfied and the fourth; Are the conditions for application of SPP 3.7 satisfied? 1. 11 5 Assessent of Bushfire Risk 5.1 Vegetation Identification and Classification Existing Vegetation All vegetation within 100 etres of the subject site has been identified and classified or excluded and presented in Table 5.1 (in accordance with AS s refer Appendix 3 Vegetation Classification Exclusions ). Representative photos of each vegetation area are presented after Table These areas of classified vegetation that will deterine the bushfire risk and behaviour are defined on the topography and vegetation ap Figure Vegetation Excluded fro Classification Certain areas and vegetation ay be assessed as low threat or non-vegetated. These are to be excluded fro classification and are therefore rated BAL-LOW (refer Appendix 3 Vegetation Classification Exclusions ). The entirety of Lot 1107 Masonill Road is considered low threat under clause (f) of AS (2009). Two low threat areas exist on adjacent lots: (i) a sall area of anaged pasture on Lot 312, 50 Masonill Road to the south; and (ii) an area along the creekline, including two das, on Lot 8, 550 Canning Road to the north Expected On-site Vegetation Changes Due to Proposed Subdivision or Developent In assessing vegetation for bushfire threat, consideration ust be given to possible future vegetation changes likely on the site that is being assessed for this Proposal. This ay be due to growth of existing vegetation or as part of future landscape plantings, including future roadside revegetation. In particular, there ust be careful consideration of the creation of vegetation corridors where they join offsite vegetation and ay provide a route for fire to enter the subdivision area. For this Proposal the future onsite vegetation has been considered and is expected to be aintained as low threat with a BAL rating of BAL-Low. 19 5.3 Bushfire Attack Level (BAL) Contour Map A BAL Contour Map of the subject lot/s illustrates the potential radiant heat ipacts and associated BAL ratings in reference to any vegetation within 100 etres of the assessent area after subdivision works are coplete. It is typically used at the subdivision stage of the planning process, but is also appropriate for strategic planning proposals where the lot layout of a proposal is already deterined ( Guidelines s4.2). A BAL Contour Map is based on an assessent of the developent site and surrounding area as they will be when the proposed developent is constructed i.e. when the land has been cleared and all the subdivision works have been undertaken. It needs to take into account any vegetation that will reain or will be introduced when the works are coplete (Factsheet BAL Contour Maps Version 1 Deceber 2015 WAPC). Figure 5.3 on the following page is the BAL Contour Map for this Proposal and the data is also tabulated in Table 5.3. In accordance with SPP 3.7 Planning in Bushfire Prone Areas, proposed lots where a BAL-40 or BAL-FZ rating is indicated on the BAL Contour Map will generally not be supported except where it eets the definition of inor or unavoidable developent. SPP 3.7 Policy objective 5.4 recognises the need to consider bushfire risk anageent easures alongside environental, biodiversity and conservation values ( Guidelines s2.3). 6.1 Native Vegetation and Re-vegetation Establishing developent in bushfire prone areas can adversely affect the retention of native vegetation through clearing associated with the creation of Asset Protection and Hazard Separation Zones. Where loss of vegetation is not acceptable or causes conflict with landscape or environental objectives, it will be necessary to consider available options to iniise the reoval of native vegetation. 31 7 Bushfire Risk Manageent Measures 7.1 Siting of Buildings and Allowable BAL s Future buildings on the proposed lots are to be located in areas where an appropriate Bushfire Attack Level rating can be achieved and where inial reoval of valuable existing native vegetation is required to achieve this rating. The intent is to have the subject land of this Proposal located in an area where the bushfire hazard level is, or will on copletion, be oderate or low and subject to a axiu Bushfire Attack Level of BAL-29. The proposed developent is unlikely to be approved if the assessed BAL rating is either BAL-40 or BAL-FZ, as this is unacceptable on planning grounds. The exception will be if it eets the definition of inor or unavoidable developent. The assessent for this proposal is detailed in Section 5 of this Plan which includes how the intent will be et in Section 5.5 Bushfire Protection Criteria Assess and Deonstrate Copliance. The assessent of the subject property has identified an area of the property where buildings can be located to BAL-29 or lower. 7.2 Vegetation Manageent An Asset Protection Zone (APZ) creating a low fuel area will be incorporated into the landscaping surrounding any future buildings (refer to Appendix 4 for specifications). This will decrease the potential bushfire intensity, iniise the likelihood of direct flae contact and reduce the exposure of the buildings to radiant heat. It will also be iportant for firefighter and occupant s safety during fire suppression activities. Where possible a Hazard Separation Zone (HSZ) will also be established (refer to Appendix 4 for specifications). If this is not practical or achievable then any proposed construction will eet the standard appropriate to the BAL for that location (refer to Section 7.5). At least the stated iniu separation distance fro any classified vegetation, that corresponds to a particular lot s assessed BAL, will be aintained as either a non-vegetated area or as low threat vegetation anaged in a inial fuel condition (i.e. insufficient fuel available to significantly increase the severity of the bushfire attack e.g. short cropped grass to noinal height of 100) as per AS s (e) and (f) (refer Appendix 3 of this Plan). Where the existing or planned re-vegetation has been assessed as low threat (eeting AS Section requireents), excluded fro classification and directly resulted in the assessed BAL for a given lot or building being BAL-LOW, then this area will be anaged to continue to eet those requireents and BAL rating BMP v1.0.docx 2016 BPP Pty Ltd Page 25

32 Any classified vegetation that has directly contributed to the deterined BAL rating for a given lot or building, will be anaged such as to not change that vegetation to a higher risk classification. The requireents of the local governent s annual firebreak notice will be coplied with. 7.3 Vehicular Access The necessary requireents to allow safe private and eergency vehicles access and egress in the subdivision/developent at all ties will be established. These requireents and actions have been detailed in Section 5.4 of this Plan. Private driveways on the subject property will need to be upgraded and constructed to the standard outlined in Table 4 of the Appendices of the Guidelines for Planning in Bushfire Prone Areas (2015: 64) 7.4 Firefighting Water Supply The required water tanks with appropriate couplings are installed and will be aintained such that the developent is provided with a peranent and secure water supply that is sufficient for firefighting purposes. Access to these tanks needs to be upgraded to eet the standard as detailed in Appendix 6 and Section 5.5 of this Plan. 7.5 Required Building Construction Standards The future residential buildings (Class 1, 2, 3 and associated Class 10a buildings and decks) in this Proposal will be subject to a Bushfire Attack Level greater than BAL-LOW as the required separation distances fro classified vegetation are unable to be et. As a result the future residential buildings in this Proposal will be constructed to the requireents corresponding to their assessed BAL as set out in AS Construction of buildings in bushfire prone areas or (NASH) Standard Steel Fraed Construction in Bushfire Prone Areas (for Class 1a and 1b buildings). This Plan has provided achievable (or indicative) BAL s rather than deterined BAL s because any future building works actual location is unknown. 33 7.6 Existing Habitable Buildings on Subject Site For any existing structures, within designated bushfire prone areas, the building standards are generally not retrospective. Coplying with the required construction standards corresponding to a deterined BAL, can only be a recoendation in order to iprove the buildings perforance when subject to a bushfire attack. To iprove the bushfire resistance of the existing building/s it is recoended to lower the BAL rating by increasing the separation distance between the building and the areas of classified vegetation deterining the BAL rating (refer Section 5.3.4). 40 9 Responsibilities for Ipleentation & Maintenance This section sets out the responsibilities of landowners/proponents (including future landowners), builders and local governent in relation to the ipleentation and aintenance of the requireents of SPP 3.7 and the Guidelines. 9.1 Landowner / Proponent Responsibilities (and those acting on their behalf) Ipleentation Ensure anyone listed as having responsibility under the Plan has endorsed it and is provided with a copy for their inforation (future landholders if the Plan was prepared as part of a subdivision application), local governent and any other authorities or referral agencies ( Guidelines s4.6.3). Construction of private driveways and battle axes ust coply with the standards (Appendix 5 Vehicular Access ) For a non-reticulated water supply, ensure that the eergency water supply structure for firefighting purposes (tanks, couplings and access) is constructed to coply with the standards (s7.4 Fire Fighting Water Supply and Appendix 6 Water ). 42 9.2 Builder Responsibilities The builder (generally naed on the building perit) is responsible for ensuring that the building or incidental structure to which a building perit applies is, on copletion, copliant with the Building Code of Australia (BCA). For Classes 1a, 1b, 2, 3 and associated 10a buildings or decks located in a designated bushfire prone area, copliance with the BCA requires that these buildings are constructed to the requireents corresponding to their bushfire attack level rating. The construction standards for Class 1a and 1b buildings are contained in: AS Construction of buildings in bushfire prone areas; or National Association of Steel Housing (NASH) Standard Steel Fraed Construction in Bushfire Prone Areas. The construction standards for Classes 2, 3 and associated 10a buildings or decks are contained in: AS Construction of buildings in bushfire prone areas The building/s ust also coply with any additional local governent requireents. 9.3 Local Governent Responsibilities Ipleentation For Proposals that do not coply with the acceptable solutions of the bushfire protection criteria, the local governent request a perforance based assessent, liaising with the Departent of Fire and Eergency Services for advice ( Guidelines s6.2). Referring proposals that have significant environental iplications to the Environental Protection Authority; and proposals abutting Departent of Parks and Wildlife (DPAW) anaged land to DPAW; and proposals abutting waterways or which have other water resource iplications to the Departent of Water Providing advice where the clearing of locally significant vegetation is proposed Local governent to register this Bushfire Manageent Plan and keep a record of the sites referred to for the purpose of identify servicing and infrastructure gaps. 44 10 Appendices Appendix 1 The WA Fraework for Bushfire Risk Manageent This section of the Bushfire Manageent Plan sets out the applicable policies, guidelines, regulations, docuents, and associated bushfire risk assessent tools, that a Bushfire Manageent Plan will need to reference and where applicable, coply with. Stateents of copliance against these requireents are presented in Section 8 of this Plan. Background The state governent of WA has coitted to addressing bushfire through the ipleentation of a risk-based syste of land-use planning and developent that ais to reduce the risk of bushfire. The legislative eans of facilitating this is through the Planning and Developent Act 2005 and its interaction with the Fire and Eergency Services Act 1998 and the Building Act As part of the Planning and Developent Act 2005 the Planning and Developent (Local Planning Schees) Regulations 2015 have been aended (LPS Aendent Regulations 2015) to introduce Part 10A Bushfire risk anageent which establishes the deeed bushfire provisions (being the parts of Clause 78). The deeed bushfire provisions provide a echanis to require a developent approval and apply to all local planning schees prepared under the Planning and Developent Act 2005, to ensure that bushfire risk is appropriately anaged in new developent throughout the state. The deeed bushfire provisions: Only apply to developent that is proposed on a site in a designated bushfire prone area. Can be suppleented by a local planning schee ay but not varied or exepted. Are applied and work through the following policies, guidelines, regulations and docuents each of which this Bushfire Manageent Plan will address BMP v1.0.docx 2016 BPP Pty Ltd Page 38

45 Map of Bushfire Prone Areas The Map of Bushfire Prone Areas identifies land that has been designated as being bushfire prone by the Fire and Eergency Services Coissioner under the Fire and Eergency Services (Bushfire Prone Areas) Order 2015 as part of the Fire and Eergency Services Act Designation as a bushfire prone area (highlighted as pink on the ap) reflects the potential of bushfire to affect that site. It acts as a echanis for initiating further assessent in the planning and building process. This can involve bushfire risk assessent and anageent easures being required in planning subissions and activation of the bushfire construction requireents of the Building Code of Australia. State Planning Policy No. 3.7: Planning in Bushfire Prone Areas (SPP 3.7) This policy is ade under the Planning and Developent Act 2005 and provides the foundation for land use planning to address bushfire risk anageent in Western Australia. SPP 3.7 applies to every stage of the planning process (i.e. all higher order strategic planning docuents; strategic planning proposals; subdivision and developent applications) in designated bushfire prone areas. It also applies to an area not yet designated as bushfire prone but is proposed to be developed in a way that introduces a bushfire hazard (Guidelines for Planning in Bushfire Prone Areas WAPC 2015 s3.2.2). The objectives of this policy are to: Ensure that all stages of land use planning (higher order strategic planning docuents; strategic planning proposals; subdivision and developent applications) identify and consider bushfire risk and apply specified bushfire protection easures; and To have an outcoe that will avoid any increase in the threat of bushfire to people, property and infrastructure, preserve life and achieve an appropriate balance between bushfire risk anageent easures and all environental conservation aspects. Policy easures to achieve the objectives are defined and: They vary according to the type and scale of the planning proposal and stage of the developent process; and They set out the inforation to be prepared for each type of proposal; and They refer to the Guidelines for Planning in Bushfire Prone Areas (WAPC 2015) as supporting this policy and providing the procedural detail for assessent and presentation of the required inforation BMP v1.0.docx 2016 BPP Pty Ltd Page 39

46 Guidelines for Planning in Bushfire Prone Areas (WAPC 2015 as aended) These Guidelines are designed to suppleent and assist in the interpretation of SPP3.7 s objectives and policy easures. They provide advice on how bushfire risk is to be addressed when planning, designing or assessing a planning proposal. As an endorsed standard (by the Office of Bushfire Risk Manageent), these Guidelines, in conjunction with SPP 3.7, are the predoinant docuents in the State for use by decision aking authorities and referral agencies, during the consideration of strategic planning proposals, subdivisions and developent applications. The Guidelines set out the interrelationships between, and requireents for, various assessent tools used to assess risk in the planning context, as prescribed by SPP 3.7. These include: Bushfire Hazard Level assessent; Bushfire Attack Level (BAL) Contour Map; Bushfire Attack Level (BAL) assessent; Bushfire Protection Criteria; and Bushfire Manageent Plan The Guidelines reference the Bushfire Attack Level descriptions and assessent ethodologies that are defined in AS Bushfire Protection Criteria The bushfire protection criteria (set out in the Guidelines Appendix 4) are a perforance based syste of assessing bushfire risk anageent easures. An assessent against the criteria is to be undertaken for any strategic planning proposal, subdivision and developent application for a site that has or will on copletion, have a bushfire hazard level above Low or a BAL rating above BAL- LOW. The protection criteria consist of four eleents: Location; Siting and Design of Developent; Vehicular Access; and Water. 47 Local Variations to Bushfire Protection Criteria Local governents ay seek to add or to odify the acceptable solutions to recognise special local or regional circustances (e.g. topography / vegetation / cliate which reinforce the intent of a particular bushfire protection eleent and apply across a defined locality. These endorsed (by WAPC and DFES) variations will be in the for of a local planning schee aendent /provision or special control area. Currently they ay be in the for of a local planning policy. WA Building Regulations 2012 These regulations exist under the WA Building Act 2011 and adopt the Building Code of Australia as the iniu technical requireents for the design and construction of buildings and certain other structures in WA. The ajority of developent in WA requires a building perit before construction can coence. This process typically occurs after the planning process. The Regulations include the Building Aendent Regulations (No.3) 2015 that prescribe applicable building standards for buildings located in areas designated by the Fire and Eergency Services Coissioner as bushfire prone areas (identified on the Map of Bushfire Prone Areas). Building Code of Australia (BCA) The BCA provides iniu technical requireents for the construction of buildings. These are presented as Volues One and Two of the National Construction Code series. The BCA requires an assessent of the potential intensity of bushfire attack for specific classes of residential buildings located in designated bushfire prone areas (Classes 1a, 1b, 2, 3 and associated 10a buildings or decks). The BCA requires that these buildings are constructed to the requireents corresponding to their bushfire attack level rating. Copliance with BCA bushfire requireents for Class 1a and 1b buildings in designated bushfire prone areas can be deonstrated by copliance with: a. Australian Standard AS 3959 Construction of buildings in bushfire prone areas; or b. National Association of Steel Housing (NASH) Standard Steel Fraed Construction in Bushfire Prone Areas. 50 Appendix 2 Bushfire Risk Assessent Understanding the Methodology In SPP 3.7 bushfire risk is defined as the chance of a bushfire igniting, spreading and causing daage to people, property and infrastructure. Before a strategic planning proposal, subdivision or developent application can be considered, it is necessary to understand the extent of the bushfire hazard and its potential to affect people, property and infrastructure. An assessent of bushfire risk is a key coponent of deciding whether a strategic planning proposal, subdivision or developent application should be approved in an area with a potential bushfire threat (fro the Guidelines ). Policy easures in SPP 3.7 (and the associated docuent Guidelines for Planning in Bushfire Prone Areas WAPC 2015) prescribe the various assessent tools to be used to assess bushfire risk in the planning context. These are: Bushfire Hazard Level assessent; Bushfire Attack Level (BAL) Contour Map; Bushfire Attack Level (BAL) assessent; Bushfire protection criteria; and Bushfire Manageent Plan The intent of this Appendix Bushfire Risk Assessent Understanding the Methodology is to provide an overview of the ethodology used in assessing the Bushfire Hazard Level and the Bushfire Attack Level. AS defines six categories of Bushfire Attack Level (BAL) (AS 3959 Appendix G); provides the assessent ethodology (AS 3959 s2 and Appendix B); and specifies constructions standards corresponding to each BAL (AS 3959 s3 Table 3.1). 55 Appendix 4 Technical Requireents Bushfire Protection Criteria (APZ & HSZ) A vital and effective coponent of anaging the potential bushfire risk to people, property and infrastructure is creating bushfire protection zones in which fire fuel loads are reduced and aintained. They are an integral part of subdivision and developent design and appropriately designed will greatly assist with bushfire prevention and suppression operations. The Guidelines for Planning in Bushfire Prone Areas (WAPC 2015, Appendix 4) set out the requireents to create an Asset Protection Zone (APZ) and a Hazard Separation Zone (HSZ). The ai of these bushfire protection zones is to have a fire of diinishing intensity and flae length as it approaches developent. These reduced fuel loads will reduce the intensity of radiant heat onto the buildings, thereby increasing their survivability. The APZ is a low fuel area iediately surrounding a habitable or specified building and is designed to prevent direct flae contact with buildings and it iproves safety for firefighters and occupants during fire suppression activities. Maintaining this zone in a inial fuel condition is essential and firefighters are not obliged to protect an asset if they think the separation distance between the dwelling and vegetation is unsafe. Asset Protection Zone (APZ) Requireents (source: WAPC Guidelines ) Width: 20 etres easured fro any external wall of the building or building envelope. Where the slope increases above 10 0, the APZ should be increased to ensure the potential radiant heat ipact of a fire does not exceed 29 kw/ 2 (i.e. a BAL-29 rating on the building). Location: the APZ should be accoodated within the boundaries of the lot on which the building is situated. Where a full 20 etre APZ is not possible the APZ should be sufficient enough to ensure the potential radiant heat ipact of a fire does not exceed 29 kw/ 2 (i.e. a BAL-29 rating on the building). Fine Fuel Load: reduced to and aintained at 2 t/ha. (DFES guidance-keep grasses short, reove leaves, twigs, dead aterial within shrubs and trailing bark, and prune branches to 2 etres above the ground). Trees: crowns are a iniu distance of 10 etres apart (a sall group of trees within close proxiity to one another ay be treated as one crown provided the cobined crowns do not exceed the area of a large or ature crown size for that species) and no crowns overhang the building. Shrubs/Trees: no tall shrubs or tree foliage within two etres of a building Sheds and Fences: within the APZ are constructed using non-cobustible aterials (e.g. iron, brick, liestone, etal post and wire) and sheds do not contain flaable aterials. Additional DFES Guidance a) Do not clup shrubs close to a building. Width: a iniu of 80 etres easured fro the outer edge of the APZ for any vegetation classified in AS3959 as forest, woodland, closed shrub, open shrub, allee/ulga and rainforest OR 30 etres, easured fro the outer edge of the APZ, for unanaged grassland. Location: within the boundaries of the lot on which the building is situated or, where this is not possible or desirable, within the boundaries of the developent precinct in which the building is proposed to be located. Fine Fuel Load: dead aterial <6 diaeter and live aterial <3 is to be reduced to and aintained at 5-8 t/ha for jarrah/arri doinated forest and woodlands, below t/ha in allee heath and below 15 t/ha in karri forest. A3.6 Eergency Access Way An access way that does not provide through access to a public road is to be avoided bushfire prone areas. Where no alternative exists, an eergency access way is to be provided as an alternative link to a public road during eergencies. The Water Corporation s No 63 Water Reticulation Standard is deeed to be the baseline criteria for developents and should be applied unless local water supply authority s conditions apply. Key specifications in the ost recent version/revision of the design standard include: Residential Standard hydrants are to be located so that the axiu distance between the hydrants shall be no ore than 200 etres. Coercial Standard hydrants are to be located with a axiu of 100 etre spacing in Industrial and Coercial areas Rural Residential Standard where iniu site areas per dwelling is 10,000 2 (1ha), hydrants are to be located with a axiu 400 spacing. If the area is further subdivided to land parcels less than 1ha, then the residential standard (200) is to be applied. The requireents for the developent being assessed can be increased by the relevant local governent. If a variation applies it will be noted in s7.1 and s7.4.
