2 LETTER OF CLARIFICATON NO. 1 PROJECT NAME: Misc. Paving Projects & Signal Installation DATE OF LETTER OF CLARIFICATION: October 28, 2016 TO ALL PROSPECTIVE RESPONDENTS: The following responds to questions received on the solicitation referenced above: Question 1: Is a bid bond required for this bid (as stated on page of the RFQ)? The contractor will get the milling. What is the length of this contract? 120 days? Length of contract will be for 180 days. When is the expected start date for this project? When does the contract time start? Response 7: The Board approval of contract is scheduled for November 07, The contract should start shortly after the approval. What is the estimate for this project? The estimated total construction cost for all work in this RFQ is $3.22M. How many of the existing signalized intersections are running on a traffic loop system? There are loops at Twiggs, Kennedy and Jackson. What type of traffic loop would you like reinstalled at these intersections after the milling and paving processes is completed? Replace with the same as the existing loops. Are we to use temporary traffic detection if the intersections are running on a traffic loop system? No The Intersection of Brandon pkwy and Town Ctr Blvd. has gate arms that block west bound traffic. Are there any wires or sensors that would be damaged during the milling and paving process? No Page 35/172, Section 2.5 Requires that (a) current CPPR (average score of 85 and above) and (b) applicable licenses, certs and registrations be submitted with the bid for all subs. Is this necessary or is it sufficient that this info be provided for the Prime Contractor only? Prime Contractor only. Due to this project being lump sum will defined station limits be provided for each street? Currently there are no defined limits provided. Response 15: See Addendum 4. Page 3 of 6

4 Question 16: Response 16: Question 17: It was mentioned during the prebid that there was a pavement design detail, but I am unable to find it. What is the Asphalt mix s being used and where would I find this information in the specs for the type of binder that would be used? That detail was previously provided. Follow FDOT specs. There are a few turnouts located on this project. To what limits would we mill and pave the turnouts? For example station RT on Brandon Parkway plans. Response 17: See Addendum 4. Question 18: Will you all be providing plans for Brandon Main street? Response 18: See Addendum 4. No Please provide locations for new curb and ADA sidewalk improvements on Meridian Ave. Information was provided in plan sheets previously provided in Addendum 3. Where is the railroad right of way? And will railroad insurance and flaggers be required? No work will be done within the railroad ROW. Please provide location and detail for paver bricks that explains brick type and installation procedure on Meridian Avenue. This work is not included in the scope of work. What type of FC9.5 friction course will be required, FC9.5 PG76-22 or FC9.5 PG76-22 ARB? Is this correct? The language work Work performance is two weeks. is hereby removed from this RFQ. Please confirm that there is no specific SBE goal established for this project. There is no specific SBE goal established for this project. Page 147/172 in the bid documents indicates work to be done on Brandon Main Street, however, plans have not been provided for this area. Response 26: See Addendum 4. Question 27: What type of Superpave Asphalt is required for the 1.5 structural course? Response 27: Type SP Structural Course (Traffic Level C) (1.5") PG (PMA) is required Question 28: Please provide definitive limits for the milling and resurfacing of all of the streets associated with the Brandon Feeder Roads. Please include the limits of all of the side streets/radius returns if applicable. Response 28: See Addendum 4. Question 29: Page 148/172 in the bid documents include quantities for new concrete curb, new concrete sidewalk, pavers, concrete removal, traffic controllers, etc. It is not clear on the plans provided where all of this work takes place. Please provide locations of this work. Response 29: See Addendum 3. Question 30: Since this a lump sum bid, it is imperative that the exact locations and limits of all work is clearly defined. There was no a pre-bid site tour performed. Need more details on the sign structures as per addendum #2b. We respectfully request a data table showing all of the dimensions for both the sign structures and the foundations. Further, we also need a bid-item list with all item pay-items, descriptions and quantities. We received addendum no. 3 yesterday. We see that there are some minor signal details. Is this the final signal design? If so, we still need conduit and pull box designations. The plans as designed thus far are too vague. I was looking for Traffic Signal Plans on the signal installation at Meridian Avenue & Whiting Street.
