1 REQUEST FOR PROPOSAL (RFP) for the Construction of Base Building Requirements for the new Alaska Gallery exhibit. 1. INVITATION The Anchorage Museum is soliciting bids from qualified general contractors interested in providing GC services related to the installation of all base building requirements and infrastructure modifications needed for the installation of the new Alaska Gallery exhibit scheduled to open in the fall of The scope of this work will include, but is not limited to, demolition, remodeling, and construction of the new gallery space to include the installation, coordination, and/or modification of existing finishes, mechanical, electrical, security, life safety, HVAC systems, etc. of approximatively 13,000 sq. ft. of gallery space located on the South East 2 nd floor level of the existing Museum. The Anchorage Museum is owned by the Municipality of Anchorage and operated under contract by the Anchorage Museum Association (AMA), a non-profit 501(C)3 organization.

PROJECT DESCRIPTION & STATEMENTS OF QUALIFICATIONS The AMA is soliciting Statements of Qualifications (SOQ) from general contractor(s) to implement, install and coordinate all infrastructure changes, modifications, remodeling, and base building requirements required for the installation of new exhibits to be fabricated and installed by others. The contractor will be responsible for constructing, installing, remodeling, and meeting all base building requirements as indicated in the contract documents as defined in Article 1 of the general provisions. Qualified Contractor(s) must possess a minimum of ten (10) years of general contracting experience working on multimillion dollar projects within the state of Alaska and possess the resources to successfully manage and complete a project of this complexity. Additionally, contractor must have prior documented experience working in and around sensitive areas and be proficient in coordinating construction activities while minimizing impacts to ongoing operations. The museum operates 7 days a week including some evenings. Contractors should plan and include in their proposal any additional costs for prefabrication, working days, nights, weekends and/or afterhours as necessary to minimize disruption to the facility. Submissions should also include a description of company profile, representative clients and examples of project experience. To be considered, Contractors must also provide a commitment and compliance to OSHA law and regulations with no evidence or history of serious, willful, repeated or failure to abate prior violations. Contractors may be asked to provide copies of OSHA 300 and 300A logs and/or Experience Modification Rate from the National Council on Compensation Insurance to substantiate compliance claims. 2 Page

PROJECT TEAM The AMA has contractual authority and will service in the capacity of owner s representative throughout the duration of this project. The Museum has retained GsmPrjct as the design firm to develop exhibitions for the space and to implement, fabricate, and install new exhibits and displays throughout the current Alaska Gallery space. The contractor will be expected to coordinate carefully with GsmPrjct, the architect, and the owners to ensure that base building requirements are met and performance based work and outcomes are achieved within set time lines. The Museum has retained McCool, Carlson, Green (MCG) Architects for construction support and administrative services to include, but not limited to, the development of construction drawings, specifications, coordination and design services. MCG will service as Architect of record for this remodel. 5. ESTIMATED PROJECT SCHEDULE Dates are subject to change. GENERAL CONTRACTOR SCOPE OF SERVICES Contractor will provide all materials, subcontractors, permits, and labor to complete all base building modifications as specified in the Construction Documents. Please refer to project specifications and construction documents for complete scope of work. Work overview consists of, but is not limited to: demolition and disposal of identified finishes, structures, walls, concrete, flooring, ceilings and remaining exhibits. Installation of new raised subfloor and data and electrical outlets. Installation of new flooring and final finishes throughout. Construction of new walls, GWB, and insulation where indicated. Cast in place concrete where indicated. Installation of new A/V room and related equipment. Installation of ceiling rigging points, drop down ceiling element, and modification of fire and life safety systems. Installation of new VAV boxes and building control points. Installation of new humidification system and associated equipment. Modification and or addition of track lighting. Relocation and or modification of existing points of entry and ramps to accommodate new rise in subfloor. Painting of existing ceiling and entire gallery space. Upgrades to existing exit corridor. Installation of new coiling doors and security devices. 7. Title 36 Title 36 Public Contracts - CONTRACTOR is required and agrees to follow all requirements as established in Title 36 Public Contracts and is responsible for the timely submission of Notice of Work and certified payrolls with the State of Alaska Department of Labor for both contractor and any subcontractors. CONTRACTOR is also responsible for providing copies of all certified payrolls to AMA. 4 P age

5 AS Bonds of Contractors for Public Buildings or Works (a) Except as provided in AS , before a contract exceeding $100,000 for the construction, alteration, or repair of a public building or public work of the state or a political subdivision of the state is awarded to a general or specialty contractor, the contractor shall furnish to the state or a political subdivision of the state the following bonds, which become binding upon the award of the contract to that contractor: (1) a performance bond with a corporate surety qualified to do business in the state, or at least two individual sureties who shall each justify in a sum equal to the amount of the bond; the amount of the performance bond shall be equivalent to the amount of the payment bond; (2) a payment bond with a corporate surety qualified to do business in the state, or at least two individual sureties who shall each justify in a sum equal to the amount of the bond for the protection of all persons who supply labor and material in the prosecution of the work provided for in the contract; when the total amount payable by the terms of the contract is not more than $1,000,000, the payment bond shall be in a sum of one-half the total amount payable by the terms of the contract; when the total amount payable by the terms of the contract is more than $1,000,000 and not more than $5,000,000, the payment bond shall be in a sum of 40 percent of the total amount payable by the terms of the contract; when the total amount payable by the terms of the contract is more than $5,000,000, the payment bond shall be in the sum of $2,500, P age

6 (b) This section does not limit the authority of a contracting officer to require a performance bond or other security in addition to those, or in cases other than the cases specified in (a) of this section. (c) When no payment bond has been furnished, the contracting department may not approve final payments to the contractor until the contractor files a written certification that all persons who supplied labor or material in the prosecution of the work provided for in the contract have been paid. 8. INSURANCE Before execution of the contract, the Contractor shall obtain comprehensive general liability coverage in a minimum of $5,000,000 as shall protect the Owner and the Contractor against losses which may result from claims for property damages which may arise from any operations under the contract whether such operations be those of the Contractor, a subcontractor or anyone directly or indirectly employed by either of them. The Contractor shall maintain this insurance throughout the life of the contract, including any maintenance and/or guarantee/warranty period. 9. GUARANTEED MAXIUM PRICE The selected firm will establish a Guaranteed Maximum Price for Construction and installation of all base building requirements as indicated in the construction blue prints, technical specifications, sheet notes, addenda, and all other associated Construction Documents. All alternates and general conditions should be submitted as a separate line item in the bid document. 6 P age

RESPONSES The response must be submitted to the attention of Brian Steele, Museum Deputy Director of Facilities and Operations, at the Museum no later than July 29 th 2016, 5:00 PM Alaska Time. 11. SUBMITTAL REQUIREMENTS A. Submittal Documents Submit five (5) copies in a single sealed envelope. The envelope in which the Submittals are delivered must be clearly labeled on the outside with the Respondent s name and the Project identification, Anchorage Museum Base Building Requirement Bid. Submittals shall be delivered to the following addressee on or before July 29, 2016, 5:00 PM Alaska Time. The Museum reserves the right to reject all firms, decline to proceed with selection of any candidates, to request additional 7 Page

8 qualifications, and to make inquiries as may be necessary to verify qualifications. B. Nothing in this document shall require the Museum to proceed with construction of base building requirements or construction of the new wing. 13. The Museum reserves the sole right to (1) evaluate the qualifications submitted; (2) waive any irregularities therein; (3) reject any or all Respondents submitting qualifications, should it be deemed in the Museum s best interest to do so.
