Main Street Urbana, Ohio June 1, 2016 Invitation for Bid Restroom/Storage Facility Melvin Miller Park The City of Urbana received a Federal Grant to assist in funding the construction of a restroom facility located on the grounds of Melvin Miller Park at 731 Children s Home Road and requests your participation in submitting a sealed written bid for same, per the specifications enclosed. 2 General Bid Provisions This project is funded, in part, by the Department of Interior; Ohio Department of Natural Resources. This project shall not begin prior to July 1, 2016 and shall be completed by April 1, Bidder must use the City s bid form that is enclosed, as none other will be accepted. All bid forms included in this project packet shall be completed and returned. All bids shall include a Performance Bond OR Surety Bond in the amount equal to 10% of the participants bid. The bid response shall be legible and recorded in the spaces provided. Project specs are provided in Appendix A enclosed in this packet. STANDARD TERMS & CONDITIONS may be obtained on the city s website at All federal, state, and local laws regarding competitive bidding, anti-competitive practices, and conflict of interest shall be applicable to this Invitation for Bid. Bids are to include all shipping costs to the point of delivery as indicated above. The City of Urbana is exempt from payment of federal excise taxes and state retail sales taxes (Federal Tax Exemption Registry Number is W). In an effort to meet its financial restrictions, the City of Urbana shall reserve the right to negotiate with the lowest, most responsive bidder in an effort to deliver the final project within budget parameters. The City of Urbana shall reserve the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid that is deemed by the City to be in the best interest of the City. The City of Urbana reserves the right to accept a part or parts of a bid unless otherwise restricted in the bid. Upon contract award, the successful bidder shall provide current contractor registration with the Champaign County Building Regulations Department for the contractor and any subcontractors. This project is estimated at well below the prevailing wage threshold of $75, As a result, this project is not a prevailing wage contract. If applicable, all debris hauled from the project shall be disposed of properly at an Ohio EPA licensed construction and demolition facility.
