3 811 N. School Street - Windows Detailed description of proposed work The purpose of this application is request permission to Replace some windows at my 811 N. School street residence with aluminum or vinyl clad (wood interior) windows In the newly replaced windows, have interior removable light dividers I currently have 17 new clad windows, 2 new stained glass windows which will not be replaced, and 16 old windows. I wish to replace at least the nine 2 nd story windows and maybe all 16 depending on cost. An issue that arose a previous time I came before the commission when they approved vinyl porch flooring was they wanted to ensure the vinyl could be painted. Likewise if down the road someone wishes to paint vinyl or aluminum clad windows they can do so. Currently I have 14 windows with removable light dividers and 3 old ones with permanent dividers. I d like to continue the theme. If a future owner does not wish to have dividers, the removable ones come out in under a minute. Attached are 2 PDF files of pictures. One has pictures of each window exterior & interior. The second defines which windows are new and which I d like to replace. Why replace & why clad? More energy efficient Can clean from the inside. Currently need a ladder to wash the windows More than half my windows currently are clad windows. I would like to make clad consistent throughout the house. Outside window maintenance requires ladders often in tricky places and close to power lines. Clad windows require minimal outside maintenance. This aligns with the town historical code of promoting the health and safety of citizens. New painted wood windows are not as durable, and are challenging to paint without gumming up the seals. This is why in homes where the windows need to be painted, they are often painted shut. The easier it is to maintain a home, the more likely upkeep is to happen thus maintaining the look and value of the neighborhood. This aligns with the town historical code to stabilize and improve property values. The current windows are time consuming to maintain: 9 hours/window area 15 minutes to position the ladder 20 minutes to remove the storm window panes, and storm window frame 1 hour for upper storm window pane to scrap, sand, prime, and often repair 1 hour for lower storm window pane to scrap, sand, prime, and often repair 1 hour for upper and lower pane 2 coats of final paint 2 hours for storm window frame to scrap, sand, prime, and usually repair 30 minutes to remove window panes and repair any ropes 1 hour for upper window pane to scrap, sand, prime, and re-glaze 1 hour for lower window pane to scrap, sand, prime, and re-glaze 15 minutes to position the ladder 15 minutes to reinstall window panes 20 minutes to reinstall the storm window frame and each storm window pane. Total: 8 hours 55 minutes

4 In addition, 30 minutes to thoroughly wash twice all 4 panes inside and out. Impact on work proposed on existing architecture elements (*Photographs, drawings, specifications and sample materials are required and should be attached to this form) 1. Wikipedia defines architectural elements to be the unique details and component parts that, together, form the architectural style of houses, buildings and structures. Will clad windows impact the style of this prairie four square home? I think not for these reasons Observing the house from the street there should be no significant difference. For instance, when Mercy drove by she indicated she could not tell which windows were clad and which were original & so asked me to send specific pictures. It would be quite challenging to when viewing a window from the street through the outside screening, to determine if the window material behind the screen is wood or aluminum. For example: Today one cannot see the actual 1 st and 2 nd story windows from the street, nor even from 5 away. This is because the storm windows cover them. Therefore some of windows are still painted the previous color because the windows themselves cannot be seen unless one removes the storm windows. The next time I do maintenance I will paint the current color. Will light dividers impact the style of the prairie four square home? I think not for these reasons Light dividers are common to prairie four square houses. Light dividers can add a certain sense of style to a home. One style I have in mind is called the Prairie and is the same as the basement egress window. Removable light dividers are like curtains. Curtains can be viewed from outside the home but they are not restricted. Furthermore, it takes a longer time to remove curtains than to remove dividers. If one put crayon marks on windows, stickers, or tape; we would not restrict them even though we think it in bad taste, because these can be removed. Likewise interior light dividers can easily be removed. Attached is a PDF file of Pella windows specifications I would consider. However, before I do in depth research and decide to even pursue windows and from what company, I need to know if clad windows will be allowed. If they are allowed I will then do extensive research and if requested run my conclusions past the commission for final approval before proceeding. Page 2 June 10, 2015

Also restoring 2 storm windows for same casement windows and 2 additional casement windows on south side near fireplace. Sweat equity for all parts of project except paint removal and glazing, which will be professional services. Replacing all hardware on windows with new hardware that will provide a more appealing exterior look when windows are open. Color matched paint to be used on all exterior surfaces. The specific goal of this work is to maintain the exact look and feel of the existing windows through the process of restoration rather than replacement. 29 706 N. School Window Restoration Project The windows at 706 N. School are original wood windows and are in a state of fairly significant disrepair. The current owner took ownership of the property in The close-up picture to the left is a set of casement windows on the north side of the house, adjacent to the driveway. The photo below is a view of the entire north face of the house. The owner proposes to restore the 4 casement windows circled in red.

30 The owner proposes to restore the two, small casement windows on the south façade. One is located on each side of the chimney. Both would be visible from the street if the landscaping were removed. The photo below shows the view from the southwest corner of the house.

Additional Restoration of two (2) smaller casement windows from the south side of the residence, located on either side of the chimney. Sweat equity labor to remove existing glazing compound and remove glass (saved for later replacement). Professional services for the removal of existing stain, latex, and historic paints from the six (6) windows. Sweat equity labor to repair, sand, stain, and repaint all windows and surrounding trim with color matched exterior latex paints. Professional services to re-glaze all six (6) windows plus two (2) existing storm windows and repair the inevitable broken glass that will occur during the project. Purchase of replacement hardware (handles, locks, casement stays) to restore a historic look to the windows when open. Currently windows are using eyelets and hardware store hooks for stays. Handles/locks have become too damaged to function effectively due to age. Purchase of replacement hardware (hanging fasteners) to replace destroyed hardware and restore functionality of existing storm windows. Note: a contingency plan exists to replace one or more casement windows with newly built windows from a local woodworking shop should they be found to be too damaged to restore at any point throughout the project. This work has not been fully spec'd out but would be a nearly identical rebuild should it occur. It should be considered out-of-scope for this certificate and an expedited request will be submitted should the issue occur mid-project.
