1 DMS-8310, Flexible Roll-up Reflective Overview (Formerly D , Flexible Roll-up Reflective ). Effective Date: August 1998 July This specification shall govern for the materials, composition, quality, services, sampling, and testing of flexible roll-up reflective signs. Bidders' and/or Suppliers Requirements All prospective bidders and/or suppliers are notified that, before any bid is considered, the materials proposed for submission shall be materials shown on the list of approved manufacturers of materials covered by this specification and maintained by CST/M&P of TxDOT. Payment Payment for all materials and services under this specification shall be in accordance with the conditions prescribed in the contract awarded by the State. Prequalification and Performance History Establishment of Performance History Prospective bidders and/or suppliers who desire to establish a performance history for reflective and backing materials governed by this specification must contact the Texas Department of Transportation, Director of General Services Division (GSD), 125 East 11th Street, Austin, TX Prospective bidders and/or suppliers will be notified after their material has been evaluated, as to conformance with requirements of this specification. Along with the request for prequalification, the prospective supplier shall submit the following materials: Two 610 millimeter by 610 millimeter (24 inch by 24 inch) samples of the reflective material, white and orange, to be used as the reflective face of completed signs Two 610 millimeter by 610 millimeter (24 inch by 24 inch) samples of the backing material, white and orange, to be used as the backing of the completed signs Departmental Material Specifications 1 8/98 7/04

2 One each, white and orange, completed 1.22 meter by 1.22 meter (48 inch by 48 inch) Construction Ahead signs conforming to the details of the Texas Manual on Uniform Traffic Control Devices The signs shall be complete, with cross braces ready to attach to a fold-up, spring-loaded type sign support. Performance History Some of the tests required by this specification extend over a prolonged period of time and some tests cannot be made after the backing material is applied. Therefore, testing for acceptance of materials supplied on any contract or state purchase order will only be considered on those materials which, in the opinion of the Director of CST/M&P, are identifiable as being a material having an established performance history of compliance with the criteria established by this specification. Re-evaluation When, in the opinion of the Director of CST/M&P, changes have been made in the composition and/or manufacturing process of a prequalified material, a re-evaluation of the performance may be required. TxDOT may conduct additional tests to identify changes in the material. Changes that are detected in composition and/or manufacturing process, which have not been reported by the manufacturer, may be cause for removal of that material from the list of prequalified materials. Periodic Evaluation TxDOT reserves the right to periodically evaluate the performance of materials. Samples for periodic evaluation of performance will be selected at random from materials submitted to TxDOT on state purchase orders. Failure of materials to comply with the requirements of this specification as a result of periodic evaluation, may be cause for removal of those materials from the list of prequalified materials. Sampling and Testing Sampling and testing shall be in accordance with CST/M&P Manual of Testing Procedures. Costs of sampling and testing are normally borne by TxDOT; however, the costs of sampling and testing of materials failing to conform to the requirements of this specification shall be borne by the supplier. 3 Costs of sampling and testing of failing material shall be assessed at the rate established by the Director of CST/M&P and in effect at the time of testing. Amounts due TxDOT for conducting such tests shall be deducted from partial or final payments on direct purchases by the State. Material Requirements General Requirements Flexible roll-up reflective signs shall consist of a vinyl microprism retroreflective sheeting heat sealed in a pattern not to exceed 32 millimeters by 32 millimeters (1-1/4 inches by 1-1/4 inches) to a vinyl coated fabric backing or other approved sheeting and backing materials. The reflective face and backing shall both be UV light stabilized and of the same color. Sign Face Characteristics The reflective sheeting and other materials used to produce the face of flexible rollup reflective signs shall meet the following requirements: Flexibility There shall be no signs of cracking or crazing when flexed repeatedly over a 1.6 millimeter (1/16 inch) mandrel to 180 degrees at 25 C (77 F). Chemical Resistance The surface of the sheeting or the face of a completed sign shall be chemical resistant to the extent that there will be no surface change when wiped with a soft, clean cloth dampened with VM&P naphtha, mineral spirits, turpentine, mild soaps, or mild detergents. Gloss The sheeting s face and screened areas shall have an 85 degree gloss meter rating of not less than 35 when tested in accordance with ASTM D 523. Diffuse Day Color The CIE chromaticity coordinates of reflective sheeting shall fall within the areas having the corner points and reflectance requirements for the various colors as shown in the following table before and after Weather-Ometer (Atlas, Sunshine Type) exposure, as described in the Durability section of this specification. 4 White Minimum Orange Color shall be determine in accordance with Test Method "Tex-839-B, Determining Color in Reflective Materials." Reflected Night Color The reflected night color shall appear to be essentially the same as the day color when observed at 15.2 meters (50 feet). Durability Sheeting or sign faces shall show no cracking, crazing, blistering, chalking, or dimensional change after 250 hours exposure in an Atlas Weather- Ometer utilizing an cam, in accordance with ASTM G 23, Method I, Type EH. Mildew Resistance The sheeting shall evidence no fungus growth when tested by Federal Test Method , "Mildew Resistance," under the following conditions: Mildew Resistance Test Requirements Conditions Test specimens shall be leached with water before inoculation. The test organism shall be pullularia pullulans. The length of the incubation period shall be 21 days. Specific Intensity Reflective sheeting shall have the minimum brightness values, before exposure, as shown in the following tables. Brightness values shall be determined at the divergence and entrance angles shown and shall be expressed in units of lumens per lux per square meter (candle power per foot-candle per square foot). 5 (12) 100 (8) 75 (4) Specific intensity will be determined in accordance with Test Method "Tex-842-B, Measuring Retroreflectivity." The reflective sheeting shall retain a minimum of 50 percent of the above shown specific intensity values after the Atlas Weather-Ometer exposure as described in Durability. No process ink used to produce message(s) on the sign face shall be removed when tested according to Federal Test Method 6301, "Adhesion (Wet) Tape Test," after a minimum of 96 hours after processing, or after exposure in the Atlas Weather- Ometer. Sign Face Backing Fabric The backing fabric used to produce flexible roll-up reflective signs shall be coated on both sides with polyvinyl chloride or other approved material of the same color as the sign face. Base Fabric Minimum Requirements for Base Fabric Item Requirement Fiber 1000 Dernier polyester Weight 100 grams/meter 2 (3 ounces/yard 2 ) Fabric Count 10 warp, 10 fill Coated Fabric Minimum Requirements for Coated Fabric Item Requirement Total Weight 490 grams/meter 2 (14.5 ounces/yard 2 ) Distribution 60 face, 40 back Completed Flexible Roll-up Reflective Sign The completed flexible roll-up reflective sign shall exhibit a minimum tensile strength of 3.4 Newtons per 25.4 millimeters width (15 pounds per inch of width) and a minimum elongation of 90 percent. Tensile strength shall be tested in accordance with ASTM D 828. Elongation shall be tested in accordance with ASTM D 987 (Discontinued 1969). The sign face shall be conditioned at room temperature 22 to 27 C (72 to 80 F) for a minimum of 24 hours prior to testing. Additions to Sign Blank Departmental Material Specifications 5 8/98 7/04

6 Four reinforced vinyl tie straps or hook and loop fasteners shall be attached to the backside of the sign. Attachment shall be on the sign diagonals and 300 to 355 millimeters (12 to 14 inches) from the sign center. Tie straps shall be 13 millimeters (1/2 inch) minimum in width and 355 millimeters (14 inches) minimum in length. Attachment to the sign shall be by sewing with a nonwicking, high tensile strength, and mildew-resistant thread. Attachment shall be within 13 millimeters (1/2 inch) of the center of the tie strap. Attachment shall be rectangular approximately 25 by 10 millimeters (one [1] inch by 3/8 inch) with diagonal stitching. Hook side and loop side of the fastener shall be a minimum of 140 by 25 millimeters (5-1/2 inches by one [1] inch) each. Attachment shall be approximately 25 millimeters by 25 millimeters (one [1] inch by one [1] inch) with diagonal stitching using a nonwicking, high tensile strength, mildew-resistant thread. Hook side of fastener shall face away from the back of the sign. A tie strap or hook and loop fastener shall be attached approximately 20 millimeters (3/4 inch) from a horizontal corner of the sign to secure sign when in the rolled up position for transporting or storing. The tie strap or hook and loop fastener shall meet the requirements and be attached as specified. Corner reinforcement shall be attached to the backside of the sign at each corner. Reinforcements are to be made of three triangular 200 by 200 by 280 millimeters (eight [8] by eight [8] by 11 inches) (approximate) pieces of 510 gram (18 ounce) nylon reinforced vinyl double stitched with stitching approximately six [6] millimeters (1/4 inch) from edges. A pocket for cross braces shall be formed in the corner reinforcing by double stitching 25 to 28 millimeters (one [1] inch to 1-1/8 inch) along each side of and parallel to the sign diagonals and cutting a slot 45 millimeters (1-3/4 inches) long into the two (2) outer layers of reinforcing perpendicular to the diagonals and six (6) millimeters (1/4 inch) from the inner double stitch in the corner reinforcing. Sign Support Cross Brace Material Cross braces will be constructed of glass reinforced resin or other suitable material to provide enough strength for the sign to withstand 65 kilometers per hour (40 miles per hour) winds without causing sign material to distort enough to affect legibility of sign. Cross brace material must be UV stabilized if necessary. Sign Support Cross Brace Fabrication Cross brace ends must be rounded to prevent splintering, sharp edges and damage to sign faces. Cross braces shall be fastened at centers with a pop rivet. The pop rivet shall have rounded heads on both sides a minimum of 13 millimeters (1/2 inch) in diameter. An aluminum washer shall be placed between the two (2) cross braces. Overlay Panels Departmental Material Specifications 6 8/98 7/04

7 Overlay panels shall be constructed of the same materials as the signs. See 'Material Requirements' section of this specification. Attachment to the face of the sign shall be accomplished by means of hook and loop fastener system. Hook fastener components shall be attached to the signs. Loop fastener components shall be attached to the back of the overlay panel. Attachment of fastener components will be by means of sewing. A nonwicking, high tensile-strength, mildew-resistant thread will be used. When overlay panels are required they shall conform to details of drawings attached to the Invitation to Bid.
