1 REQUEST FOR PROPOSALS FOR CIVIL ENGINEERING SERVICES Memorial Ballpark Renovation The Mandan Park District, Mandan, ND (Owner) is seeking proposals from qualified Civil Engineering firms to provide professional engineering services for the renovation of Memorial Ballpark as shown in yellow and red on the exhibit below. For specific qualifications see Section 5, Part Two: Supplemental Information. The Owner reserves the right to reject any proposal. SECTION 1: PROJECT DESCRIPTION Introduction The Owner is looking to renovate Memorial Ballpark and expand on the most recent renovation that took place in We currently have Park Board of Commissioners approval to replace the entire field with synthetic turf which includes: infield, outfield, foul territory, bullpen areas and to replace two (2) dugouts, if funding allows. The Park Board of Commissioners approved a total project cost of $1.25 million to address these items as the main priority. In addition, the Owner is partnering with the Mandan Baseball Club to explore fundraising efforts to potentially renovate both building/bleacher wings along first and third baseline as a capital campaign effort. The consultant would be required to assist the Owner and the Mandan Baseball Club in developing a conceptual 3-D rendering of a complete renovation of the area between the proposed dugouts and the existing 2005 grand stands. The renovation will include press box, locker rooms, umpires room, seating, and storage. The renovation will need to create a seamless transition to the existing grandstand. This future project has not been approved by the Park Board of Commissioners and will only proceed if the Mandan Baseball Club s fundraising efforts are successful and if the project is approved by the Park Board of Commissioners.

2 Location: The project is located on Mandan Park District property at 501 3rd St SW. The Mandan Park District owns and operates the buildings and facilities and the entire Park District property is estimated at 70 acres. 3 SECTION 2: SCOPE OF WORK Renovation Rendering: a. Project Description: 1) The Mandan Baseball Club is considering a capital campaign of $1 million to contribute toward renovating the area between the proposed dugouts and the existing 2005 grand stands which includes press box, locker rooms, umpires room, seating, and storage. b. Deliverables 1) Conceptual 3D Rendering to be used for fundraising and marketing purposes 2) Opinion of Probable Construction Cost to evaluate Owners budget of the Work c. Meetings: Synthetic Turf and Dugout Design: 1) The Engineer will coordinate and attend up to a total of three (3) meetings with the Owner or other external parties to discuss the renovation. 2) It will be expected that all members of the design team attend meetings in-person and not via phone or computer. 3) The Engineer will provide the Owner meeting minutes for each meeting. d. Present Rendering and opinion of probable construction cost to the Mandan Park Board and Mandan Baseball Club for approval. e. Provide up to three (3) laminated board (up to 30 x42 in size), (200) 8.5 x11 copies, and electronic version of the rendering for use in the fundraising efforts. a. Project Description: 1) The Owner has allocated $1.25 million to replace the existing grass field with synthetic turf which includes: infield, outfield, foul territory, and bullpen areas. In addition, the Owner would like a design alternative to replace two (2) dugouts, if funding allows. b. Topographic Survey 1) Complete a Topographic Survey of the project area and complete a basemap of existing conditions. c. Geotechnical Coordination 1) If necessary, the Engineer will coordinate with the Owner to select a Geotechnical engineering consultant to evaluate subsurface conditions and provide a written report containing their recommendations. The Owner will contract directly with the Geotechnical engineer.

Deliverables 1) Existing Conditions and Removals Plan 2) Site Layout and Materials Plan 3) Site Grading and Drainage Plan 4) Construction Details 5) Technical Specifications 6) Stormwater Management Plan/Report a) Design stormwater drainage system for the field and document the existing condition and developed drainage patterns and flow rates for the required 2, 10, and 100-year storm events. 7) Synthetic turf product information and samples from various manufacturers for review 8) Opinion of probable construction cost to evaluate Owners budget of the Work e. Meetings: Synthetic Turf and Dugout Bidding: 1) The Engineer will coordinate and attend up to a total of six (6) meetings with the Owner or other external parties for the design of the field and dugouts. 2) It will be expected that all members of the design team attend meetings in-person and not via phone or computer. 3) The Engineer will provide the Owner meeting minutes for each meeting. f. Present synthetic turf field and dugout construction documents and opinion of probable construction cost to the Mandan Park Board for approval. a. Assist Owner in advertising for and obtaining bids or proposals for the synthetic turf field and dugouts project and, where applicable, maintain a record of prospective bidders to whom Bidding Documents have been issued, and attend pre-bid conferences. b. Issue addendum as appropriate to clarify, correct, or change the bidding documents. c. Provide information or assistance needed by Owner in the course of any negotiations with prospective contractors. d. Consult with Owner as to the acceptability of subcontractors, suppliers, and other individuals and entities proposed by prospective contractors for those portions of the Work as to which such acceptability is required by the bidding documents. e. If bidding documents require, the Engineer shall evaluate and determine the acceptability of "or equals" and substitute materials and equipment proposed by bidders. f. Attend the Bid opening, prepare Bid tabulation sheets, and assist Owner in evaluating Bids or proposals and in assembling and awarding contracts for the Work. g. Bidding and Negotiating services shall be provided for the project to be awarded to one (1) contractor.

5 Synthetic Turf and Dugout Construction: a. Construction phase services would be negotiated upon successful approval of the construction project by Mandan Park District Board Members. This would include services for the construction of the synthetic turf and two dugouts project. Services could include construction administration and observation until project completion and post-construction close-out. SECTION 3: ENGINEERING OVERSIGHT: The oversight of the project will be by a design committee under the authority of the Owner. The Owner s representative will be a staff team consisting of, Director of Parks and Recreation, Park Superintendent, and (2) Park Commissioner. The addition of the Engineering Consultant will complete the project team. SECTION 4: RQUIREMENTS FOR SUBMITTION OF PROPOSAL Proposers must submit six (7) copies of the proposal to be received by the Owner no later than 10:30 am CST on June 9, Proposals should be sent to: Cole Higlin; Director of Parks and Recreation Mandan Park District th Ave SE Mandan, ND Phone inquiries and questions may be directed to Cole Higlin at or chiglin@mandanparks.com SECTION 5: CONTENTS OF PROPOSAL Part One: Project Understanding Describe your experience and understanding of the design and construction of synthetic turf baseball complexes. Describe your philosophy concerning the planning and design of recreational/community/public facilities and how you will achieve the greatest value for the dollar invested. Describe your process for communicating and collaborating with the Owner to manage the project scope, budget, schedule while insuring quality during all phases of the project planning and implementation. Describe a construction plan that will address replacement of the synthetic turf and dugouts while planning for a future construction of seating, press box, locker room, and storage for the renovation project. Part Two: Supplemental Information 1. Name and address of the firm submitting proposal along with the contact person, phone, and fax telephone numbers and addresses. 2. Names, relevant project experiences, and brief biographical descriptions of key personnel proposed to be assigned to this project. 3. Relevant experience of the firm with regard to at least three (3) similar projects, specifically synthetic turf projects within the last five years. Emphasis will be given to synthetic turf systems used for a competitive baseball field design and construction.

6 4. Provide a list of sub-consultants who will be used to provide those services not provided by your firm. Part Three: Fee proposal Describe the fee your firm will charge for the scope of work provided above. Be sure to describe what additional supplemental professional services are included and excluded from this list. (i.e. testing, architectural, survey, or other specialty services.) SECTION 6: EVALUATION CRITERIA OF PROPOSAL FOR INTERVIEWS 1. Ability to work effectively with the Owner, stakeholders and present an exceptional explanation of the project to the public. (10 points) 2. Ability to meet the Owner s needs for planning, program, design, and cost management. (20 points) 3. Similar project experience with synthetic turf along with experienced staff that will be on site during the design and construction of the competitive baseball field and dugouts. Owner is specially looking for a local consultant with experience in exterior synthetic turf design with priority given to experience with baseball fields. (20 points) 4. Demonstrated ability to provide the best design value and solutions for the budget and warranty. (20 points) 5. Owner s approval of sub-consultants proposed for the project. (5 points) 6. Submitted references. (5 points) 7. Fee proposal. The Owner will not automatically select the lowest cost service but proposers are strongly encouraged to be competitive. (10 points) 8. Understanding of the project as evidenced by the proposal. (10 points) 9. Interview Committee will consist of the following: a. Two (2) Park Commissioner b. Director of Parks and Recreation c. Park Superintendent d. Three (3) Baseball Club representatives.
