1 Page 6 of GENERAL REQUIREMENTS: 1.1 Scope of work: Work includes, but is not limited to, providing all labor, consumable materials (rags, etc), tools, equipment, service trucks, man-lifts, and services required for the lubrication preventive maintenance of all bearings, sheaves, couplings, and any other machinery requiring lubrication per the Original Equipment Manufacturer s (OEM) Operation and Maintenance (O&M) manual for GPA ship to shore cranes (STS s) designated as Savannah 1, Savannah 2, Savannah 7, Savannah 8, Savannah 9, Savannah 10, Savannah 11, Savannah 12, Savannah 14, Savannah 16, Savannah 17, Savannah 18, Savannah 19, Savannah 20, and Savannah 21. As a minimum, the scope of work shall include: Lubrication of Savannah 1 & 2 per and O&M section D and E. Lubrication of Savannah 7, 8, & 9 per O&M section 2. Lubrication of Savannah 10, 11, 12, and 14 per attached drawings and O&M volume 2, section 1. Lubrication of Savannah 16 and 17 per O&M volume 2, sections and 1.3. Lubrication of Savannah 18, 19, 20, and 21 per attached drawings and O&M volume 2, sections 1.3, 1.4, and section 5. Lubrication preventive maintenance shall include all items as required by the OEM with the exception of all wire ropes, main motion gearbox oil changes, diesel engine oil changes, and hydraulic unit oil changes. In addition lubrication preventive maintenance shall include the following items: Lubrication of all door and window hinges as needed to ensure proper operation. Cleaning of excess grease under rope drums

2 Page 7 of 20 Removal of and grease or oil from brake disc pads and rotors Maintenance / refilling of any automatic lubrication devices installed on the cranes GPA Furnished Items GPA shall supply lubrication materials, i.e. all greases, oils, fluids, bar code stickers, and bar code readers. Contractor shall coordinate with the Manager of Maintenance Planning, Training, Safety and Special Projects or his designated representative (Maintenance Representative) when lubrication materials are required Contractor shall develop and submit with bid documents a general lubrication preventive maintenance plan. Estimated operating hours for each crane is shown below in table 1. Crane # FY 2006 Operating Hours Table 1 Estimated Operating Hours Contractor shall be responsible for ensuring that the number and frequency of preventive maintenance tasks meet the OEM s requirements. Should the contractor fail to meet the OEM s lubrication requirements the GPA reserves the right to have the lubrication

3 Page 8 of 20 performed by others and the contractor shall bear responsibility for the additional cost incurred by the GPA 1.2 Codes and Standards: Contractor, as a minimum, shall meet or exceed the applicable requirements of the latest revision of the following codes and specifications published by the following organizations: ANSI - American National Standards Institute ASME - American Society of Mechanical Engineers ASLE - American Society of Lubrication Engineers ASTM - American Society of Testing Materials CMMA - Crane Manufacturers Association of America EPA - Environmental Protection Agency ISO - International Standards Organization NFPA - National Fire Prevention Association OSHA - Occupational Safety and Health Act All work shall be performed in accordance with all federal, state, county, or municipal codes, laws, or ordinances as applicable. It is not the intent of this specification to restrict the Contractor s work. The Contractor shall be totally responsible for the work. These specifications are the minimal requirements acceptable to GPA. 1.3 Contractor qualifications: Contractor shall have a minimum of five (5) years experience with either the design, installation, commissioning and/or repair of RTG and/or container cranes. Contractor shall be thoroughly familiar with the installation, maintenance and repair of STS cranes and STS lubrication requirements. 1.4 Contractor s supervision and employees: Contractor shall provide a competent supervisor satisfactory to the Manager of Maintenance Planning, Training, Safety and Special Projects or his designated representative (Maintenance Representative) that is authorized to act on the behalf of the Contractor.

4 Page 9 of 20 Contractor s supervisor or a competent assistant supervisor shall be on the Port s premises at all times during the work and in responsible charge of the work on behalf of the Contractor. Contractor shall promptly remove from the work area and the Port s premises any supervisor or employee of the Contractor whose work or conduct is not satisfactory to the Maintenance representative. 1.5 Contractor work hours: The GPA operates seven days per week twenty-four hours per day. Contractor s bid shall be predicated upon the work being completed around the GPA s operations at any time of day or night suitable to the contractor. It is neither the desire nor the intent of the GPA to perform any of the work required in the base bid or the optional bid on an overtime basis. Contractor shall perform all base bid and optional bid per their firm price quotation. 1.6 Scheduling: Contractor shall be responsible for coordinating all work to be performed under this project with the Maintenance Representative. Contractor shall submit in writing all requests for access to work on the equipment to the Maintenance Representative by Friday noon for all work planned to be performed the following week. Contractor s request to work on equipment will be scheduled around GPA s operations. If the equipment is available for Contractors work the following week, then the Maintenance Representative will submit a formal request to GPA Operations requesting the specific equipment for the following week. 1.7 Contractor Care, Custody and Control of the Work: Upon commencement of work, Contractor shall be fully responsible for the care, custody, and control of the equipment until the work has been completed. Contractor shall continuously protect his work from damage, protect all persons from injury, and protect all other property from damage, injury, or loss arising in connection with the work regardless of who the Owner of said property might be. The Contractor alone shall be responsible for the safety, efficiency, and adequacy of his equipment, tools, and materials. The Contractor shall be responsible for proper lock-out tag-out of the equipment.

5 Page 10 of 20 The Contractor shall be responsible for any damages that may result from Contractor s improper work or operation of the equipment. During the period of Contractor s work, the Contractor shall protect and secure the equipment from all environmental conditions (i.e., rain, wind, storm, etc.). 1.8 Safety: Contractor shall provide safety barriers, as required, to clearly identify the working area and to prevent others from accessing the work area. This safety zone shall be sufficiently sized to prevent injury or damage to persons or equipment if tools or other items fall from the crane. In addition contractor shall comply with all GPA Contractor Security, Safety, Health, and Environmental Requirements per attachment 1. Upon completion of the work, Contractor shall remove the safety barriers from the work area. 1.9 Notifications: Any accidents, injuries, fires or other incidents of a serious nature or incidents requiring emergency response must be reported immediately to GPA s Port Police Department at (912) In the case of an environmental spill or release of any sort, Contractor shall immediately notify GPA s environmental response coordinator at (912) and the Maintenance Representative Site Access: Contractor may enter and exit through Gate 1 or Gate 5 (24 hour 7 day per week gate). Contractor shall obtain gate passes for all personnel entering GPA premises. GPA identification passes are available at the GPA Credentialing Center. Contractor shall arrange for GPA gate passes for all material and equipment entering and existing the Port.

6 Page 11 of Contractor Facilities on Port Property: A limited amount of open storage space will be made available to the Contractor for office trailers, storage containers, and storage of equipment and material. The Maintenance Representative will designate the location for Contractor s office area and for laydown area. Contractor will be responsible for his or her own power, phone, water and sanitary connections Welding and burning: No welding or burning shall be performed on Port premises without a GPA issued Hot Work permit that is available at the GPA Maintenance Office. Note: Contractor s hot work is subject to GPA Port Police and U.S. Coast Guard inspection. All applicable regulations concerning NFPA standards and Coast Guard inspection must be met. All provisions described on the permit and/or safe regulation sheet shall be followed. A sample copy of Hot Work permit is attached and identified as exhibit A Work Area Cleanliness: Contractor shall maintain their work area in a reasonably neat and orderly condition, free from accumulation of waste materials and rubbish, and contained within the immediate work area in a manner acceptable to the designated Maintenance Representative. At the completion of the work, Contractor shall leave the equipment and work area clean in a manner acceptable to the Maintenance Representative. All used materials, excess grease, rags, scraps, and debris shall be properly disposed of in GPA refuse bins. All unused new materials shall be returned to the Port. All Contractor s equipment and tools shall be removed from the work area as soon as practical after completion of the work Additional work: GPA reserves the right to have the Contractor perform additional work as required to complete the project. Any additional work will be performed on a Time & Material basis per the Contractor s T & M rate sheet included with their bid. All

7 Page 12 of 20 additional work shall be pre-approved by and shall have daily time sheets for aforementioned additional work submitted to the Maintenance Representative. For invoicing of additional work, Contractor shall submit itemized invoices along with copies of the daily time sheets. A copy of the vendor s invoice shall substantiate all materials and/or third party rentals provided by the Contractor Final inspection: Contractor shall notify the Maintenance Representative prior to completion of each job to allow for adequate time for inspection of Contractor s work. All work performed shall be subject to inspection by GPA, and the Contractor shall correct all deficiencies at no cost to GPA. Any warranty items or deficiencies identified by the final inspection that impact the operation of the equipment shall be corrected immediately. 2.0 Technical Requirements: 2.1 STS Crane Operation: Contractor shall provide qualified personnel that have STS Crane operating experience and are capable of, as a minimum, the following tasks: Starting/stopping the diesel, if applicable Performing safety pre-check of work area to identify potential hazards, Operating all STS crane motions, Emergency stop procedures, and Understanding of all critical equipment safety devices/interlocks. In addition, Contractor s designated STS crane operator(s) shall be thoroughly familiar with all operating requirements identified in the Original Equipment Manufacturer s Operating & Maintenance manuals. 2.2 Initial Inspection and Lubrication: Contractor shall affix GPA provided bar codes at an easily accessible location nearest to each piece of equipment to be lubricated.

8 Page 13 of Contractor shall scan each location using the GPA provided bar code reader and perform a baseline lubrication preventive maintenance per the Original Equipment Manufacturer s recommendations. Contractor shall immediately report any deficiencies, in writing, to the Maintenance Representative. 2.3 Lubrication and Documentation: Contractor shall contact the Maintenance Representative a minimum of once per week to obtain operational hours of each crane and shall perform follow up lubrication preventive maintenance actions as required to meet the OEM s requirements Contractor shall use a GPA furnished bar code scanner when performing maintenance. Each item shall be scanned and all data entered as prompted by the scanner. All data shall be downloaded at the designated maintenance location upon completion of each preventive maintenance activity Contractor shall immediately report any deficiencies (bearings not taking grease, etc), in writing, to the Maintenance Representative. 2.4 Operational check: At the completion of the work, Contractor shall operate all functions of the STS crane to ensure proper operation of the STS crane. While operating the hoist, confirm the following: Boom lowers and raises from stowed to level and back to stowed position Hoist operates at top speed with boom level and normal slow downs and stops function properly Trolley operates at top speed with boom level and normal slow downs and stops function properly Gantry travels left and right at top speed and cable reel system picks up / pays out power cable properly.

9 Page 14 of Repairs Contractor shall also be solely responsible for repairs of any items shown on the attached OEM drawings if failure cause is determined to be due to lack of proper lubrication. Failures that result due to normal wear and tear shall paid by the GPA and shall be performed at the contractor s standard time and material rates upon approval to proceed by the Maintenance Representative. 4.0 Optional Work 4.1 Wire Ropes Contractor shall inspect the steel wire rope per ISO standard Contractor shall inspect wire ropes for broken wires prior to lubrication. Contractor shall immediately notify the Maintenance Representative if the number of broken wires exceeds seven (7) in any six-inch (6 ) section of rope or fourteen-inches (14 ) in any thirty-inch (30") section of rope Contractor shall inspect the ropes for deformation per Konecranes RTG Maintenance Manual Volume 2. Contractor shall immediately notify the Maintenance Representative if any of the following deformations are encountered: Waviness Basket or Lantern Distortion Strand or Wire Extrusion Local Increase in Diameter Local Decrease in Diameter Flattened Portions Kinks or Tightened Loops Severe Bands, or Any other unusual condition Contractor shall perform rope diameter measurements per OEM requirements. If rope diameter dimension decreases of 7% or more are encountered, Contractor shall immediate notify the Maintenance Representative. 4.2 Sheaves: Visually inspect all sheaves (wear, cracked welds), bearings, and fasteners.

10 4.2.2 Remove excess lubricant and any debris from sheave Measure sheave throat and record physical dimension. STS Crane Lubrication Page 15 of Lubricate all faces of the sheave that come in contact with the wire rope cables. 4.3 Hoist drum: Visually inspect all grooves (wear, cracked welds), bearings, and wire rope anchors Remove excess lubricant and any debris from drum Measure all grooves and record physical dimension Confirm that the wire rope anchor fasteners are properly torqued per the OEM recommendations Lubricate all faces of the sheave that come in contact with the wire rope cables Inspect drum coupling and record amount of wear as determined by drum coupling wear indicator grooves. 4.4 Rope Lubrication Lubricate hoist, boom hoist, and catenary ropes per OEM recommendations Lubricate hoist, boom hoist, and catenary rope fittings per OEM recommendations. 4.5 Gear Reducers Contractor shall drain and refill all gear reducer oils per OEM requirements or at minimum one time per year Contractor shall inspect all gearbox shafts seals per the OEM requirements. Any abnormalities shall be reported immediately to the Maintenance Representative Contractor shall clean and inspect all site gauges Contractor shall inspect and repair breathers as needed to ensure gearbox ventilation is adequate

11 Page 16 of Contractor shall visually inspect the hoist gearbox teeth and confirm proper gear teeth mesh and contact. Any abnormal wear or defects shall be reported immediately to the Maintenance Representative 4.6 Hoist Rope Control Unit (Savannah 10, 11, 12, 14 only) Contractor shall drain and re-fill per OEM requirements Contractor shall replace all filters per OEM requirements Contractor shall clean suction strainers per OEM requirements Contractor shall inspect hydraulic hoses, fittings, and cylinders for leaks per OEM requirements. Any leaks or defects shall be reported immediately to the Maintenance Representative Contractor shall clean hydraulic unit drip pan removing any excess oil and debris Contractor shall verify operation of all level, temperature, and pressure gauges. Any inoperable level, temperature, or pressure gauges shall be reported immediately to the Maintenance Representative Contractor shall verify operation of snag load protection system and adjust as needed per OEM requirements Contractor shall set all system pressure and flow control valves as per OEM requirements. 4.7 Gantry Storm Brakes (Savannah 1, 2, 7, 8, 9, 10, 11, 12, 14, 15, 16 and 17 only) Contractor shall drain and re-fill per OEM requirements Contractor shall replace all filters per OEM requirements Contractor shall clean suction strainers per OEM requirements Contractor shall inspect hydraulic hoses, fittings, and cylinders for leaks per OEM requirements. Any leaks or defects shall be reported immediately to the Maintenance Representative Contractor shall clean hydraulic unit drip pan removing any excess oil and debris.

12 Page 17 of Contractor shall verify operation of all level, temperature, and pressure gauges. Any inoperable level, temperature, or pressure gauges shall be reported immediately to the Maintenance Representative Contractor shall set all system pressure and flow control valves as per OEM requirements Contractor shall inspect and verify proper operation. Any inoperable limit switches shall be reported immediately to the Maintenance Representative Contractor shall inspect storm brake pads with brakes set and brakes released and verify proper pad contact and clearance with gantry truck idler wheel for cranes Savannah 10, 11, 12, 14, 16 and Contractor shall inspect storm brake shoe with brakes set and brakes released and verify proper pad contact and clearance with gantry rail for cranes Savannah 1, 2, 7, 8 and 9.
