2 2 March 10, 2003 REVISION INFORMATION FOR STANDARD CONSTRUCTION SPECIFICATIONS This document is to provide information relating to: 1. Summary of Specification Revisions 2. Review of Division 2 - General Requirements 3. Review of Page and Old Format Specification Revisions 4. Review of New Four Section Specifications 5. Review of revised and new Standard Details 1. Summary of Specification Revisions The Surface Works Specification Revisions have been changed by Committee. This Committee was made up of representatives of the users that consisted of the following: City of Winnipeg Consultants Contractors Fred Corey Scott Payne Boris Gavrailoff Ken Turko Vic Neufeld Barry Brown Ken Boyd Dave Krahn Gary Kohut Rob Zanewich Leonard Wiens Terry Whiteside A list of all comments and concerns were developed and the list was prioritized. A decision was made by the committee to only deal with the highest priority issues, which have resulted in the 2003 revisions.

4 4 2. Review of Division 2 - General Requirements Standard Provisions have been deleted and are replaced by General Requirements. General Requirements have been written in the new specification format and separated into 3 specifications as follows: CW 1110 General Instructions CW 1120 Existing Services, Utilities, and Structures CW 1130 Site Requirements Relocation of and revisions to the clauses contained in CW 1100 R4 Standard Provisions are as follows: Clause 1.1 Variations of Working Days Included with Supplemental Conditions where applicable. Clause 1.2 Record of Working Days - Included with Supplemental Conditions where applicable. Clause 1.3 Restoration of Boulevard or Grassed Areas Included in CW 1130-R1. Revised 20 working days to time indicated in specifications. Added that Contract Administrator may direct restoration work be completed before starting work in subsequent areas if restoration is falling behind. Clause 2. Existing Services, Utilities and Trees Existing services and utilities included in CW 1120-R1. Existing trees included in Supplemental Conditions. Clause 3. Shop Drawings and Samples Included in CW 1110-R1 Revised to Shop Drawings and Submittals. Added submission procedure. Revised sheet size to be appropriate for item or information being depicted. Revised 1 transparency and 4 copies to 5 copies. Clause 4. Protection of Survey Bars Included in CW 1130-R1. Revised clauses to current requirements of Geomatics Branch. Clause 5. Stakes and Marks Included in CW 1130-R1. Clause 6. Contractor to Notify Utilities and Other Authorities Included in CW 1120-R1. Clause 6.1 Temporary Markers for Underground Utilities Included with CW 1120-R1. Added Tree Planting Spots with color green. Clause 7. Deviations Occasioned by Other Structures Included with CW 1120-R1. Deleted this clause and replaced with Conflict With Existing Services, Utilities and Structures. Clause 8. Gas Mains, Underground Street Lighting Cables and Underground Traffic Signal Cables - Included with CW 1120-R1. Clause 9. Inspections of Existing Catch Basins - Included with CW 1120-R1. Added inspection of manholes.

Measurement and Payment a) The specifications have been written in a plain English, streamlined format and unnecessary wording has been eliminated where possible. b) Clauses begin with an active command where possible and are written to the Contractor unless specifically stated otherwise. c) The phrases the Contractor shall and shall be are not used but are understood to be included in the instructions contained in the specifications. d) The phrase at own expense is understood to mean the Contractor s expense. e) Capitalized words and terms contained in the Standard Construction Specifications are those terms included in clause GC:1 Definitions of the General Conditions for Construction Contracts with the City of Winnipeg. f) Changes to the previous thirteen-part format: Part 1 General Conditions: Deleted Part 2 Definitions: Now included in Section 1.
