1 January 20, 2015 Contractor: The Park Hill School District is soliciting bids for asphalt and concrete repairs and additions for parking lots, curbs and sidewalks at various schools. A Mandatory Pre-Bid meeting and walk through of schools will start at the District office located at 7703 NW Barry Road, Kansas City, MO on January 29 th, 2015 at 8:30 AM. The school sites will be visited for clarification and measurements. Annual Wage Order #21 applies (or latest revision). Bids will be due and opened on February 12 th, 2015 at 10:00 AM. at the Support Services office located at 8500 NW Riverpark Dr. pillar 116, Parkville, MO Please mark outside of envelope, Asphalt Bid. 2 Park Hill School District SCOPE OF WORK 1. Contractor will be responsible for measuring designated area. 2. Bids will be awarded by each Package. 3. Unit prices will be used to add or deduct from Packages based on budget available. 4. Some line items in each package may be deducted based on budget available. 5. Some work can begin on 3/13/15 and must be completed and invoiced by 6/12/15. Specific availability of areas will be discussed during pre-bid. Failure to complete by this date will result in a $ per Diem penalty to be deducted by District from final payment. 6. The project is tax exempt. 7. Prevailing Wages will apply. Missouri Division of Labor Standards, Wage and Hour Section, Annual Wage Order No. 21, Section 083, Platte County, or most current version would apply. 8. Contractors who have not performed services for the District in the previous 3 years shall submit a reference list that includes contact name and phone number. 9. The District reserves the right to accept or reject any or all bids. 10. Recommendation(s) for award will go to our Board of Education at the March 12 th, 2015 meeting. 11. Contractor(s) to be recommended will be notified as quickly as possible after the bid opening in order to reserve slot in contractor(s) schedule. 12. New areas to include engineering, staking, layout, excavation, grading, base rock and any other required elements to complete work. 13. All disturbed areas must be backfilled to original elevations. 2

3 ASPHALT REPAIR SPECIFICATIONS NEW ASPHALT All new areas will follow same specifications as below with a 4 inch rock base, 4 inch of base asphalt and 2 inch top coat. Recycled content may be used. ASPHALT PATCHING: 1. The areas to be removed and replaced shall be removed by first using a concrete saw or air hammer to cut neat edges. 2. All materials will be removed from owner s property and disposed of by contractor. 3. The edges of all cuts shall be primed with asphalt primer prior to the placement of any asphalt. This will include the edges of the excavation as well as curbs, walks, etc. 4. Material shall be Type 3 asphaltic concrete and shall comply with APWA Standards for type and construction conditions during placement. The asphalt shall be the required bid depth. 5. Asphaltic concrete shall have a temperature or at least 275 degrees Fahrenheit and be rolled with a power steel roller as required to for a dense mass. 6. All edges of areas repaired shall be level with the surrounding pavement. 7. Rock Clause: If, after excavation, the sub-base is not suitable for asphalt installation, additional sub-base will be excavated and replaced with suitable base material. The additional cost incurred will be agreed upon and added to the final billing. 8. Recycled content may be used ASPHALT OVERLAY: 1. Prior to resurfacing, area will be thoroughly cleaned of loose debris, free of surface moisture and primed with SS1H Emulsion, or equivalent to ensure bond between existing surface and new asphalt overlay. 2. Apply two (2 ) inches of Type 3 asphaltic concrete and shall comply with APWA Standards for type and construction conditions during placement working to a uniform surface and rolled to a smooth and even finish with a power steel wheel roller. 3. Any overlay next to concrete curbing or other asphalt will be edge milled. 4. Recycled content may be used MARKING: Lay out lines, as existing, prior to paving. Paint shall be applied with Kelly-Creswell Model C, airless striping machine, or equivalent. Lines shall be straight and four (4) inches in width. Paint shall meet Federal Specification TTP-1952B. Traffic markings and crosswalks will be Hot Applied Thermoplastic Pavement Markings and will be same color, unless specified differently on bid form. Handicap stalls will be marked per code. CURB BLOCKS: Remove and replace existing blocks, as necessary. Replace broken blocks with new standard pre-cast concrete. Anchor with minimum 5/8 x 12 rebar. CONCRETE REPLACEMENT: Demo, remove debris and replace concrete. 6 gravel base with 6 brushed finish concrete. Concrete is to be 4,000 pound mix air entrained. Reinforced with #4 rebar tied every 4 feet on center or six ten welded wire mesh tied to reinforcement bars. 3
