1 1. INTRODUCTIONS PRE-BID CONFERENCE AGENDA for Lewis & Clark Regional Water System, Inc. Tea, South Dakota Pre-Bid date March 14, :00 PM CDT 2. ROSTER Please sign the roster sheet 3. WORK INCLUDES: Work under this contract is at the Lewis and Clark Water Treatment Plant located north of Vermillion, South Dakota on SD Highway 19. Project scope includes the following: Approximately _8,110_ CY of unclassified excavation; Approximately _8,700 CY of scarify and re-compact existing subgrade; Approximately _93,000 Tons of imported clay material to construct drying bed liner and access ramps; Construct 9 clay dams at various pipe and structure locations; Construct a vehicle construction entrance; and Reclamation and Seeding, clean-up and all other miscellaneous work required, not herein mentioned, but inferred from the construction Contract Documents 4. BID OPENING DATE AND TIME: The bids shall be prepared and delivered in a sealed envelope to Lewis & Clark Water Treatment Plant, SD Highway 19, Vermillion, SD ATTEN: SEALED BID LIME SLUDGE DRYING BEDS MAINTENANCE, not later than 2:00 PM CDT (local time - our clock) on March 21, 2017, at which time all bids will be read aloud publicly and in the presence of the bidders and their representatives. 1

2 5. PROPOSAL (follow Instructions to Bidders): a. Use forms in Contract Documents and Specifications. b. Attach to Bid Form (The following items): Bid Form (acknowledge all addenda, sign and attest bid) Bid Schedule(s) 6. CONTRACT TIME: Work must be Substantially Complete on or before: -June 30, 2017 South Drying Bed -November 15, 2017 North Drying Bed and completed and ready for final payment in accordance with paragraph of the General Conditions on or before December 15, Liquidated Damages: As set forth in the Agreement, -$ for each day - South Drying Bed -$ for each day - North Drying Bed for time after the substantial completion date until work is substantially complete and $250/day for time after the final completion date. 7. BASIS OF AWARD AND OWNER S BIDDING RIGHTS: Please refer to Article 19 in the Instructions to Bidders section of the contract documents (Section ) 8. ADDENDUMS No Addendums have been issued to date Addenda will be faxed to plan holders and can also be found and printed off of the website at and located under Bid Information. An updated plan holders list is also available for download from the same site. An addendum will be issued for removal of Lime Sludge from the North Drying Bed 9. AGREEMENT: Agreement is included in the Contract Documents. Construction performance and payment bonds required in the amount of 100% of the contract award for each bond. Warranty Contractor will provide a two-year warranty on this project. 2

REPORTS, GEOTECHNICAL AND OTHER INFORMATION: Reports and geotechnical explorations are not part of Contract Documents and are not included with the Contract Documents and may be examined on line at or at the Engineers office during regular business hours at Banner Associates, Inc nd Ave. South Brookings, SD (605) Reports and geotechnical explorations include: 1. Ground Water Monitoring Wells, Log of groundwater distance to ground surface, recorded by Lewis and Clark Water Treatment Plant. 2. Proposed Borrow Material Proctor Report. Report Dated April 7, 2016 prepared by American Engineering Testing 3. Report dated November 19, 2003 prepared by Maxim Technologies, Inc. and entitled, Geotechnical Exploration Program, Proposed Water Treatment Plant Site, Lewis and Clark Rural Water System, near Vermillion South Dakota (# ). 4. Report dated December 20, 2004 prepared by Maxim Technologies, Inc. and entitled, Geotechnical Exploration Program, Proposed Water Treatment Plant Site, Lewis and Clark Rural Water System, near Vermillion South Dakota (# ). 5. Report dated June 8, 2006 prepared by Maxim Technologies, Inc. and entitled, Geotechnical Exploration Program Additional Borings, Proposed Water Treatment Plant Site, Lewis and Clark Rural Water System, near Vermillion South Dakota (# ). 11. PAYMENTS: Monthly Regular Board Meetings 10% retainage 12. FIELD ENGINEERING/SURVEYING: CAD Existing and Design Surface Available upon request Surveying (Section 01050): Engineer will establish major survey control points. Engineer to furnish offset staking (as needed) for layout of the Work. All other surveying work by the CONTRACTOR. Engineer may perform check surveys for grade and quantities 3

4 Materials Testing (Section 01400): Quality control testing to be performed by Contractor. 15. PRECONSTRUCTION CONFERENCE: Preconstruction conference will be held within 10 days after Notice-to-Proceed and prior to mobilization to site. Contractor s key personnel are required to attend, including principal subcontractors and supplier s representatives. All governing agencies and utilities shall also be invited to attend. 16. MISC. ITEMS OF NOTE: Haul Routes coordination with Counties & Townships see also Section Landfill information is on the plan sheets (approved borrow site) Contractor is responsible for material cost and coordination with borrow site.
