1 ADDENDUM NO. 1 DATE: September 16, 2016 INVITATION FOR BID: IFB J Coliseum Fall Protection DATED: August 29, 2016 RECEIPT DATE: September 28, 2016 (CHANGED) OPENING DATE: September 29, 2016 (CHANGED) SUBJECT: Revised Bid Receipt/Opening Date, Question/Answer, Additional Information, and Revised Drawings Ladies/Gentlemen: Please take note of the following: Revised Bid Receipt/Opening Date: 1. The Bid Receipt Date is changed to September 28, 2016 at 2:30 p.m. The Bid Opening Date is changed to September 29, 2016 at 2:30 p.m. Question/Answer: 2. Please confirm: a. That the required deliverable includes a stamped set of drawings by a VA PE OSHA Qualified Person who is experienced in fall protection designs with 10+ years experience per Spec Answer: Specification section 13120, part 1.06.C, Design Engineer requires that the Firm has a minimum of 10 years experience. If the selected delegated design engineer is a single person firm, then the engineer would have to have 10 years experience. b. The city of Richmond will be responsible for the design/integrity of the supports shown on the drawings as long as the lifeline loads are less than the City s designer anticipated. Answer: Yes, the structural engineer of record (SER) is responsible for the design/integrity of the supports as long as the lifeline loads are less than those indicated and the anchor points are located as indicated. Should the contractor desire to re-design the lifeline system, the contractor will then become responsible for integrity of the supports subject to the approval of the SER. c. City of Richmond covering all costs for Permit and special inspections. Answer: Yes, the City of Richmond will cover all costs for permits and SPECIAL inspections as delineated in the schedule of special inspections. Any other inspections required within the specifications shall be the responsibility of the contractor. d. City of Richmond will require Mill Certs for fabricated steel. Answer: Mill certificates for structural steel will not be required. e. That a professionally produced commercial training video will be required per the specification Answer: Yes, a professionally produced commercial training video will be required.

2 3. Since welding is involved and the construction is from the early 70s, please indicate whether or not there is any lead paint abatement required. Answer: There is no lead-based paint on the roof beams. The City of Richmond has confirmed this through lead-based paint testing. 4. If an 8mm system can be designed in lieu of the 3/8 diameter system shown, will it be acceptable to design such an alternative system? Answer: Yes, any lifeline system that meets the performance and design requirements of specification section will be acceptable. The SER will have final approval authority as to whether a submitted system meets the performance and design requirements. 5. The welded connection at the bottom (Section D/S5.02 & Detail 10/S5.03) may not work as shown due to the C12 s being canted and not on a flat surface from one to the next. Please advise on a revised connection/fabrication detail. Answer: The connection has been redesigned to accommodate the cant and is detailed on the attached revised drawings. 6. Has the engineering outfit checked for physically being able to access to the upper chord during construction? The typical 135 aerial lift has a maximum reach of 30. Can a CAD drawing be supplied that shows available floor profile (next to elevated seats) relative to height and reach needed for the attachment points? Answer: It is the responsibility of the contractor to determine the means and methods necessary to access the upper chord during construction. See attached original design drawing sheets 31 and S-9 for a building section and framing plan that include elevations and dimensions pertaining to the floor profile. The full set of existing original design drawings is available upon request. 7. Please advise what needs to be done where two adjacent lines will have a common/interfering clamped connection. Will they be moved/offset? If so doesn t that change the length of the pieces? Answer: The beam clamp connections will not interfere as they are not connected at common points. The beam clamps are connected to the roof purlins rather than the top chord of the roof trusses. 8. The current design shows the lifelines centered above the bottom chords. This poses a problem because the line directly overhead isn t high enough for the worker to walk underneath it (at least for part of the profile). Please advise if the connections will be altered to offset the line from bottom chord centerline or if the connections will be altered to raise the line. Answer: The lifelines shall remain centered above the bottom chords and have been raised to provide adequate head height while still maintaining the ability to safely reach the cable grab. The attached revised drawings indicate the changes to the lifeline elevation. The lifeline is intended to be accessed from the two circumferential catwalks and perimeter walkway. From the catwalk access points, users climb over the catwalk framing towards the center compression ring to reach the working surface (bottom chord). The working surface is accessible from the perimeter walkway. Users may move along the working surface between lifeline anchor points to perform necessary work. Additional Information: 9. Work Restrictions: Work hours shall be performed during normal business hours; 7:00 AM to 5:00 PM, working at the discretion of the Owner based on the Coliseum event schedule. Should the Contractor wish to work outside these hours, notification to the Owner and Engineer must be given at least 48 hours in advance. No work shall be scheduled without prior notification and authorization. Revised Drawings:

3 10. The following drawings have been revised. Replace the original drawings with the attached revised drawings.
