1 INVITATION TO BID RECEIPT OF BIDS: Sealed bids for construction of the Zenkus Fencing Project will be received by Shasta Valley Resource Conservation District (SVRCD) at 215 Executive Ct., Suite A, Yreka, CA 96097, until 3:00 pm August 1, DESCRIPTION OF WORK: The State Water Resources Control Board is funding this project through a Clean Water Act 319(h) grant. The project includes the construction of approximately 2900 feet of livestock management fence along the Shasta River in Siskiyou County. Fence shall be constructed as described in the attached Scope of Work and specifications. LABOR COMPLIANCE: This public works project is funded by State bond funds. Contractors must comply with prevailing wage requirements and submit certified payroll. SVRCD will provide third-party labor compliance services (Labor Code Section 1720 et seq. including 1775, and 1813). LICENSE AND INSURANCE: All Contractors must be licensed in the State of California in the category of work to be performed on this project. The successful bidder will be required to provide proof of insurance that meets requirements set forth in contract. PRE-BID SITE VISIT: Contractors wishing to bid on this project must attend a mandatory pre-project site visit scheduled on Tuesday July 23, Please meet at the Three J s Gas Station (424 Hwy A-12, Grenada, CA) at 9:00 a.m. in order to proceed as a group to the Zenkus Ranch. Shasta Valley RCD staff and representatives of the owner will be present to discuss the project. Contractors should come prepared to walk the fence line. ADDRESS AND MARKING OF BID: The envelope enclosing the attached bid form shall be sealed and addressed to Shasta Valley Resource Conservation District and delivered or mailed to 215 Executive Ct., Suite A, Yreka, CA The envelope shall be plainly marked in the upper left-hand corner with the name and address of the bidder and shall bear the words "Bid for Zenkus Fencing Project. 3 215-A Executive Court, Yreka, CA Scope of Work for Shasta River Riparian Protection and Enhancement Project Project Name: Zenkus Fence Date: 7/10/2013 Project Summary: Build 2900 feet of fencing along the Shasta River Project Details: Construct approximately 2900 feet of riparian fencing with 4 access gates. The fencing extends for approximately 2900 continuous feet along the east or right bank of the Shasta River and ties into existing fencing on both ends. Construction of the fence requires the following quantities of components: Eight H-braces Four kickers Four corner H-braces Four 14 gates The fence design will comply with the SVRCD Fencing Specifications (attached). The fencing will maintain an average setback of 35 feet from the normal high water mark, depending on the meander of the river. Corner and line posts will be 2.5 inch diameter, schedule 40 steel pipe set in concrete holes 12 inches in diameter and 3 feet deep. Corner posts will have a concrete kicker for additional support. All pipes will be capped. Brace pipes will be 2 inch minimum diameter and all pipe joints are to be welded. Line posts will be set at a maximum of 72 feet apart. Tee posts will be set at a maximum of 12 foot spacing and be at least 1.33 pound per foot steel. The fencing will consist of 4 strands of wire constructed with 4 prong barbed wire. The bottom wire is to be a minimum of 16 inches above the ground. Spacing between the remaining wires will be approximately 9 to 10 inches, with the top wire not exceeding 48 inches above the ground. All installed gates are to be heavy duty, manufactured by Powder River or equivalent. Labor Compliance: This is a public works project funded by state bond funding. Contractors must comply with prevailing wage requirements through certified payroll. SVRCD will provide third-party labor compliance services. 4 Shasta Valley RCD Riparian Fencing Specifications January 25, 2012 Riparian fencing shall be substantially built, with a design life of fifty years. Riparian fences shall be built with a target setback of 35 feet from the normal high water line, varying with the meander of the stream. The fence will consist of four strands of 12.5 gauge galvanized 4-point barbed wire. The bottom wire will be smooth where possible, but barbed wire will be allowed in pastures used by calves. The bottom wire will be nominal 16 from the ground. Spacing between the remaining strands will be nominal 26, 36 and above the ground, not to exceed 48. Steel pipe corners will be schedule 40 or higher with a minimum diameter of 2.5. Pipes will be set in 12 diameter holes, 3 feet deep, with holes belled at the bottom and filled with concrete. All pipes will be capped, and all joints will be either welded or connected with heavy-duty bolted clamps. Where appropriate, large trees may be used for corners, with suitable 2 x 4 scabs to prevent imbedding of wires. Aluminum or stainless steel nails will be used to minimize fungal entry into trees. In extremely rocky ground, rock jacks, rock cribs, and figure 4s may be used. Wooden corner posts are subject to approval. Brace pipes shall be 2 or larger in diameter. Fabricated corners may be braced using either standard H construction, using compression bracing, or by using welded-on legs set in concrete. For non-welded H or compression type braces, a total of four lines of high tensile fence wire in a continuous loop shall be used as a tension member, tightened with a standard high-tensile fence wire ratchet. Galvanized thimbles shall prevent premature failure of tension wire where it intersects the lower ends of steel compression braces. The tops of all pipes used in fence construction will be capped. Steel T-posts shall be 1.33 lbs. per foot minimum, set no more than every twelve feet. Western Union type splices and tie-offs shall be used exclusively for splicing barbed wire. T-posts shall be driven to a depth that completely buries the flag. Line posts will be a minimum 2 diameter schedule 40 pipe, placed at nominal 72 to 100 foot spacing, depending on the terrain. Line posts will be set in holes that are 12 minimum diameter, 3 feet deep, and filled with concrete. Frequently used gates shall be of pipe construction, attached by through-bolts or either welded or bolted with clamps in the case of steel pipe posts. Standard fence clips shall be used on all T-posts, installed with the pre-formed hooked end facing up. Modifications to the above specifications will be allowed if, in the opinion of the RCD inspector, the modification is appropriate for the site and the fence will be of equal or greater quality. Modifications must be approved in advance in writing.
