2 How Louisiana Obtained Highway Bridge Program Funding for Bridge Preventive Maintenance Projects

3 PUBLIC LAW AUG. 10, 2005 SAFETEA-LU clarified federal funding for systematic preventive maintenance This is important because.

4 FEDERAL FUND ASSISTANCE SAFETEA-LU SEC HIGHWAY BRIDGE PROGRAM (A) Painting. (B) Seismic retrofit. (C) Systematic preventive maintenance (D) Installation of scour countermeasures. (E) Application of calcium magnesium acetate, sodium acetate/formate, or other environmentally acceptable, minimally corrosive anti-icing and de-icing compositions.

5 SPECIAL RULE FOR PREVENTIVE MAINTENANCE A state may carry out a project for a highway bridge without regard to whether the bridge is eligible for replacement or rehabilitation. The benefit of this is..

6 You get to do preventive maintenance work on a bridge in good condition before the bridge becomes deficient. Otherwise, the bridge condition has to deteriorate to a certain level before federal funds are allowed to be spent.

7 Two Significant Eligibility Criteria for Highway Bridge Replacement & Rehabilitation Program Funds: 1. Sufficiency Rating of 80 or less for rehabilitation or less than 50 for replacement Year Rule - Bridge cannot have been rehabbed/reconstructed or new/replaced within the past 10 years, regardless of the source of funding. 13 Deficient Item Joints Substructure Bridge Preventive Maintenance Activity Selection Criteria Bridges with DSS* condition ratings 5 and with adjective joint ratings 7 (all joint types) Bridges with DSS* condition ratings 5 and with adjective substructure element ratings 2 and concrete spall/scale ratings 7 Objective Repair/replace deficient joints to prevent water and chlorides from falling onto substructure elements. Repair/replace substructure deficiencies such as: concrete spall repair on pedestals, bents, caps, piling, piers and columns *DSS = Deck (58) and Superstructure (59) and Substructure (60) items

14 Localized deck repairs, deck sealing, spot painting, bearing repair/replacement, grid deck repairs and localized section replacement. Deficient Item Deck & Superstructure Bridge Preventive Maintenance Activity Selection Criteria Bridges in generally good condition with DSS* condition ratings 5 and with adjective deck or superstructure element ratings 7 Objective Repair the deficient deck or superstructure elements and extend the non-deficient life of the bridge. Bridge Deck Drainage Bridges in generally good condition with DSS ratings 5 and with adjective drainage ratings of 5, 6, or 7 Clean the bridge deck drains to prevent ponding and excessive runoff to bridge joints. *DSS = Deck (58) and Superstructure (59) and Substructure (60) items

15 PREVENTIVE MAINTENANCE VS. REHABILITATION Is the bridge SR < 50? Satisfying this criteria qualifies a bridge for replacement. Do the proposed PM activities on one bridge total more than 30% of the estimated replacement cost? Combinations of PM activities can be programmed using HBP funds. Process under rehab / replacement program.
