3 Introduction About this Document Rainscreen and masonry façades are popuar buiding enveope specifications, particuary in high rise appications. They aow architectura freedom, whist providing suitabe protection against the eements. However, choosing the best route to compiance, with fire safety reguatory requirements in Great Britain, necessitates a cear understanding of the compexities and the common misconceptions that surround the use of insuation in these constructions. The route that best serves the purpose of the buiding and the needs of stakehoders, whist producing a we baanced resut, may not aways be the most obvious option. This technica buetin examines the use of insuation in the façades of buidings with a habitabe storey 18 metres, or greater, above ground eve. It aso advises on how to interpret the guidance given in Approved Document B Voume 2, Technica Handbooks Section 2 and Buiding Contro Aiance Technica Guidance Note 18, for meeting the fire safety requirements of the Buiding Reguations / Standards for externa fire spread. The Roya Veterinary Coege (RVC) Student Viage, Hertfordshire. 3

4 Routes to Compiance Approved Document B Voume 2 & Technica Handbooks Section 2 There are three routes to compiance with the fire safety requirements of the Buiding Reguations / Standards regarding the insuation in façades on buidings with a habitabe storey 18 metres, or greater, above ground eve. Linear Route Firsty, a inear route to compiance is offered by the technica guidance given in Approved Document B Voume 2: Fire Safety Buidings other than Dweinghouses (separate editions for Engand and Waes), and Technica Handbooks Section 2: Fire Domestic & Non domestic (Scotand). This route requires the insuation to be of imited combustibiity or better (Engand & Waes) or non combustibe (Scotand), which, in this context, is defined by being a materia that either is isted or has met the required performance criteria after having been subjected to specific sma scae fire tests. Unike in arge scae fire tests, testing is performed on the insuation in isoation from a other materias comprising the façade system. As such, materia performance determined via this route is not whoy representative of that for the compete system buid up. Notwithstanding the cassification of the insuation in terms of combustibiity, there are separate provisions for the externa surfaces of the façade system in reation to the buiding height, use and boundary. For instance, where the boundary of a buiding is no greater than one metre, the façade shoud be Cass 0 / Low Risk / Eurocass B s 3 d 2 or better, regardess of whether the insuation is of imited combustibiity or non combustibe. NB DCLG (now MHCLG) has advised that the core (fier) within an Auminium Composite Materia (ACM) is an insuation materia/product, insuation product, and/or fier materia as referred to in Paragraph 12.7 ( Insuation Materias/Products ) in Section 12 Construction of externa was of Approved Document B Voume 2: Fire Safety Buidings other than Dweinghouses 1 and therefore shoud be of imited combustibiity or better (Engand and Waes) or non combustibe (Scotand). NB Approved Document B Voume 1: Fire Safety Dweinghouses (separate editions for Engand and Waes) refers to Approved Document B Voume 2 for suppementary guidance in reation to unusua or very arge buidings i.e. those greater than 18 metres in height. Performance based Route Secondy, a performance based route is aso offered. The guidance requires that the compete façade buid up meets the acceptance criteria set out in BR 135 (Fire performance of externa therma insuation for was of mutistorey buidings), using arge scae test data from: BS : 2015+A1: 2017 (Fire performance of externa cadding systems. Test method for non oadbearing externa cadding systems appied to the masonry face of a buiding); or BS : 2015+A1: 2017 (Fire performance of externa cadding systems. Test method for non oadbearing externa cadding systems fixed to and supported by a structura stee frame). Fire Safety Engineering Route Thirdy, compiance with the functiona fire safety standards may aso be demonstrated by aternative means i.e. the adoption of a fire safety engineering approach. Based upon scientific principes from an integrated or a whoe buiding perspective, fire safety engineering not ony considers the performance of structures, systems, products and materias when exposed to fire, it aso incudes human behavioura aspects, fire prevention and active and passive fire protection measures e.g. effective means of egress and adequate measures for aarm, detection, contro and extinguishment. Furthermore, it can faciitate innovation in buiding design without compromising fire safety, particuary in some arge and compex buidings, as we as muti purpose buidings, where it may be the ony practica way to achieve a satisfactory eve of fire safety. If taking this advanced route to compiance, the guidance given in a number of supporting pubished documents can be foowed. However, Approved Document B Voume 2 (both Engand and Waes) refer directy to BS 7974: 2001 (Appication of fire safety engineering principes to the design of buidings. Code of practice), whie Technica Handbooks Section 2 refers directy to IFEG: 2005 (Internationa Fire Engineering Guideines). NB On September 10th 2018 a circuar etter was distributed, from the Ministry of Housing, Communities & Loca Government, which informs buiding contro bodies about issues arising from assessments of externa wa cadding systems. Pending a decision foowing the consutations in Engand (Banning the use of combustibe materias in the externa was of high rise residentia buidings & Amendments to statutory guidance on assessments in ieu of test in Approved Document B) and any subsequent changes to Approved Document B, the use of assessments has been prohibited. Therefore, ony the inear route and the exact system test data route provide compiance in Engand. 1 dated 22 June

5 Buiding Contro Aiance (BCA) With the aim of addressing common misconceptions regarding the use of combustibe materias within the façade system of residentia buidings containing a storey 18 metres, or greater, above ground eve, industry group, BCA, operating in Engand and Waes, issued its Technica Guidance Note 18: Use of Combustibe Cadding Materias on Buidings Exceeding 18m in Height (Issue 1: June 2015). However, given the sheer number of possibe façade buid ups combined with increasingy eaborate and innovative materias, fire test data may not exist for every possibe buid up. In circumstances where such empirica data is absent, another option for demonstrating compiance is offered. Whist it reiterates the guidance given in Approved Document B Voume 2 (Engand) for the fire safety engineering route, it, however, expands in an advisory manner, upon the guidance given for the inear and performance based routes and in addition, categorises each method into Options. The guidance given for the inear route differs in that it expicity states that for the entire façade area, both above and beow 18 metres, a major eements comprising the façade system, incuding the interna ining board and the externa facing materia, shoud be of imited combustibiity. BCA Technica Guidance Note 18 advises that the preferred method of demonstrating compiance is to submit evidence to the Buiding Contro Body (BCB), showing that the compete proposed façade system has been assessed in accordance with the acceptance criteria (i.e. externa fire spread, interna fire spread and mechanica performance), set out in BR 135, using data from arge scae tests carried out by an independent United Kingdom Accreditation Service (UKAS) accredited testing body, to BS : 2015+A1: 2017 and BS : 2015+A1: Waters Mass Spectrometry Faciity, Wimsow. This option aows the submission of a desktop study report from a suitaby quaified fire speciaist, which states whether, in their professiona opinion, the acceptance criteria of BR 135 woud be met with the proposed system. It requires the report to be supported by the resuts of testing by a suitabe UKAS accredited testing body, and to specificay reference any tests that have been carried out on the products. Since it was first outined in the June 2014 edition of BCA Technica Guidance Note 18, this option has become a method of demonstrating compiance with private and oca authority Buiding Contro Bodies (BCBs), as we as structura warranty and insurance providers, uphoding the guidance contained within. Athough desktop studies sti remain a method of demonstrating compiance in Waes, at the time of writing the use of assessments has been prohibited in Engand. Therefore, ony the inear route and the exact system test data route route provide compiance in Engand. Kingswood Academy, Hu. 5

6 Compiance Routes for Kingspan Kootherm K15 Rainscreen Board Kingspan Kootherm K15 Rainscreen Board Kingspan Kootherm K15 Rainscreen Board is designed for use in façade systems with either a proprietary or non proprietary externa finish and in both masonry and stee frame system (SFS) constructions. Kingspan Kootherm K15 Rainscreen Board is idea for both new buid and refurbishment. Step by step Guide to Compiance To assist designers in identifying the most appropriate route to take for compiance with the fire safety requirements of the Buiding Reguations / Standards, when using Kingspan Kootherm K15 Rainscreen Board in the façades of buidings with a habitabe storey 18 metres, or greater, above ground eve, Kingspan Insuation has deveoped a step by step guide. The guide draws upon the guidance given in Approved Document B Voume 2, Technica Handbooks Section 2 and BCA Technica Guidance Note 18. It is important to note that firsty, there is no requirement to have to consider the routes in a particuar order and that secondy, it is possibe to adopt a hybrid approach to demonstrate compiance by combining, in whoe, or in part, different eements of each method. Furthermore, the specified construction may aready meet the requirements for a number of appications. As such, Kingspan Insuation recommends consuting the warranty provider, or other authorising body, in the first instance. Refer to Appendix A for detais of the step by step guide to compiance. Linear Route BCA Option 1 Kingspan Kootherm K15 Rainscreen Board cannot be cassified as non combustibe or of imited combustibiity, and so, the inear route to compiance is not open. Kingspan Kootherm K15 Rainscreen Board can however, be deemed compiant for use in the façades of buidings not exceeding 18 metres in height. Performance based Route BCA Option 2 Kingspan Kootherm K15 Rainscreen Board has been tested in differing thicknesses with a range of cadding materias to BS : 2002 / BS : 2015+A1: 2017 and BS : 2005 / BS : 2015+A1: 2017, in accordance with the performance criteria set out in BR 135. Refer to Appendix B for detais of the buid ups that have been successfuy tested. BCA Option 3 A cohort of quaified fire speciaists have carried out a arge number of project specific desktop studies assessing the suitabiity of Kingspan Kootherm K15 Rainscreen Board, in differing façade buid ups, for use in buidings with a habitabe storey 18 metres, or greater, above ground eve. Due to current reviews of reguations, the requirements for this option may change. 6 Coeg Cymunedo Y Dderwen Comprehensive Schoo, Bridgend. Fire Safety Engineering Route BCA Option 4 This route requires every factor of the design, construction, use and management of the buiding to be fuy considered. Whist it does not rey soey on the standaone fire performance of individua products, the data that is avaiabe for Kingspan Kootherm K15 Rainscreen Board can form an essentia part of the information that woud be needed if adopting this approach. Kingspan Insuation s Commitment Kingspan Insuation is committed to a continuing program of testing, both independenty and coaborativey, to increase the breadth of BS 8414 fire test data for Kingspan Kootherm K15 Rainscreen Board in common façade buid ups. The resuts of these tests wi aso provide vauabe additiona data to hep those engaged in desktop studies or fire safety engineering. Furthermore, Kingspan Insuation has a dedicated technica advisory service for those seeking assistance on projects where Kingspan Kootherm K15 Rainscreen Board is specified for use in high rise buidings. Kingspan Insuation wi endeavour to assist those seeking: practica guidance on how to satisfy the requirements of the fire safety engineer; coaboration on arge scae testing programs; or, for use in waes, evidence of performance e.g. officia reports and certification. 7 Other Design Considerations Factors to Consider Irrespective of the chosen route to compiance, there are other fundamenta aspects of the buiding design that must be considered. For exampe, use of compartmentation to imit interna fire spread or the separation distance between buidings so as to imit the risk of fire spreading from one buiding to another. Whist the fire performance of the buiding enveope is a vita eement of good construction, it is just one of a number of factors that shoud infuence the façade insuation specification. Since the primary roe of the insuation is to conserve energy, therma performance must aso be a key consideration. Other considerations incude: BBA certification; LABC Registered Detai status; environmenta impact and responsibe sourcing; moisture resistance, air infitration and durabiity; insuant thickness and weight, thus associated oad impications; cost and Return on Investment (ROI); ease of instaation; avaiabiity and ogistics; and access to technica support from specification through instaation to maintenance. None of these eements shoud be regarded in isoation. They shoud be considered in the context of the buiding as a whoe its overa design, its intended use, and any associated risks or benefits arising from seected materias in situ. Kingspan Kootherm K15 Rainscreen Board Benefits Kingspan Kootherm K15 Rainscreen Board comprises a premium performance rigid thermoset fibre free phenoic insuation core faced on both sides with a ow emissivity composite foi. Fitzroy Pace has been constructed on the 3 acre site of the od Middesex Hospita. The origina site was competey fattened aside from the chape and sections of the origina Victorian façade. This gave deveopers, Exempar and Aviva Investors, a bank canvas on which to create the new mixed use estate. Sheppard Robson and Lifschutz Davidson Sandiands prepared the ambitious design which incudes 235 private apartments, 54 affordabe homes, two office buidings, restaurant and retai spaces. The estate, constructed by Sir Robert McApine, has been designed with a focus on detai and quaity which extends to the energy performance of the deveopment. The domestic eements of the site achieve an enhanced eve of energy efficiency when compared with the Buiding Reguations, whist the office bocks hod a BREEAM rating of Exceent. To meet these requirements, a fabric first approach was adopted and severa Kingspan Kootherm products were specified across the site. The façade of the new buidings combine brick, concrete and gass, drawing inspiration from the origina red brick hospita buidings and the white working buidings of the area north of Oxford Street. Kingspan Kootherm K15 Rainscreen Board was used to insuate the rainscreen eements of the façade whist Kingspan Kootherm K12 Framing Board was instaed between timber battens on masonry sections of the externa was.
