2 INTENT The overriding goal of this assessment was to evaluate existing facilities to determine a scope of work that should be done in the next 5 years. Work identified includes deferred maintenance projects, security upgrades, code compliance and safety needs, and the renovation of existing buildings to accommodate changes in programs. Evaluation of student centered space was identified as a priority. The review includes an assessment of programing that may lead to new construction supported by the Master Plan that was prepared in After the passage of the 2007 Bond, NICC completed significant work to buildings on all campuses. The work addressed a significant amount of the identified needs but not all. The 2018 Facility Assessment has focused on the areas that werenot renovated with the 2007 Bond. PROCESS SUMMARY NICC prepared a list of known deferred maintenance items INVISION and KCL Engineering met with Facilities Directors to gather additional information INVISION and KCL visited Calmar, Peosta and Dubuque to verify and identify scope the of needs Costs were developed for identified needs 2

4 SUMMARY OF NEEDS CALMAR Stair guardrails and hand rails at Max Clark are not compliant with current codes. CALMAR Projects that were not implemented in the last round remain a need o Max Clark has the most work identified. Includes program changes, ADA compliance in stairs and toilet rooms, elevator compliance, windows/entrance doors, and mechanical/electrical systems. o T&I and the original part of the Student Services Building have projects identified - mostly HVAC and window/door issues Campus is perceived as being generally up to date Campus safety needs are a priority Parking lot maintenance is an ongoing need Safe access to Dairy campus parking lot was identified as a need Operable Partitions in Max Clark are original and provide little sound isolation between rooms. Elements of exterior envelope at Max Clark show signs of deterioration 4

8 SUMMARY OF NEEDS DUBUQUE DUBUQUE BUILDINGS Town Clock Center o o o General interior renovation is needed for a large portion of the building ADA compliance issues were identified in toilet rooms andstairwells Roof is nearing its life expectancy and should be replaced Dubuque Center for Education o o Mechanical needs are significant. Boilers need replacement Interior renovation throughout. Some program changes to accommodate faculty and student interaction Dubuque Center boilers need to be replaced Town Clock Center finishes need updating 8

Needs are result of deferred maintenance and program changes Significant Mechanical, Electrical and Plumbing needs were identified for the areas that were not previously renovated Conference Center does not meet program needs Areas not previously renovated do not meet current program needs. These issues were identified in a Master Plan prepared in Schematic planning was prepared in 2015 for reference. Windows are original and identified for replacement Exterior envelope panels of building are delaminating and have reached theexpected service length. Entrance bridge to the building remains a maintenance and safety issue. Cosmetic interior renovation and ADA compliance in toiletrooms Address issues with Bridge, Silo and Entrance Exterior skin is damaged and delaminating Conference Center configuration does not meet needs 12

15 PROJECT SELECTION COST SUMMARY Of the full scope of 91 identified needs, priority projects were selected to establish the amount of money to define the bond request. The projects include deferred maintenance items as well as general renovation is areas that were not previously renovated. In some cases the NICC Steering Committed chose to apply a set allowance of cost to a building in lieu of funding the full amount of identified need. This helps to manage the overall amount. A range of costs is included to address the many unknowns at thislevel of pricing. 15

16 DEFERRED MAINTENANCE & PROGRAM DRIVEN CHANGES The Peosta Main Building was identified to have significant deferred maintenance needs. Alignment of identified program changes to the area of the building that were not previously renovated was the clear direction for planning. PEOSTA MAIN BUILDING 3 floor plan options were presented to address newly identified and known programneeds. The 2015 Master Plan results continued to inform the planning Building needs different types of space, not a lot more space. Right number of right sized classrooms informed by 2015 Master Plan Student Centered space is a priority Update food service experience and kitchen Connection between Library and Student SuccessCenter Keep conferencecenter in current location but reconfigure to accommodate large groups Replace windows and building skin panels Make a bold entrance statement Active spaces for students 16
