3 I. Minimum Control Measures/Best Management Practices A. Public Education and Outreach on Storm Water Impacts The Notice of Intent submitted states that the City will distribute materials on illicit discharge. The flyer is distributed through The Leader. The Leader s free addition is distributed to all residences in the Jacksonville area. This is done every May during Flood Awareness Week, and will continue as part of our CRS Activity. The Engineering Department handles this activity. B. Public Involvement and Participation Planning Commission Meetings ensure that a Storm Water Pollution Plan has been submitted with subdivision and building permits involving over one acre of land. In addition, the City will continue to clean ditches along roadways, collect hazardous waste in cooperation with the Pulaski County Solid Waste Management District, and remove illicit discharge in the coming year. C. Illicit Discharge Detection and Elimination Distributed materials provide a telephone number for the public to report illicit discharge. Our Code Enforcement Department investigates all reports of illicit discharge and illegal dumping. When necessary clean up and removal is required. Currently Code Enforcement along with The Jacksonville Wastewater Utility work together when Illicit Discharge is discovered. D. Construction Site Storm Water Runoff Control All subdivisions over an acre are required to have an SWPPP. Sites are checked to ensure the SWPPP is up during construction. Ordinance 1367 (#10-09) was passed in Sites are checked by Code Enforcement. E. Post Construction Storm Water Management in New Development and Redevelopment New development typically files a Notice of Termination after the new growth has taken hold. If detention systems are used, the developer is to manage it until the subdivision is complete. Continue inspections of detention areas by Code Enforcement. F. Pollution Prevention/Good Housekeeping for Municipal Operations (BMPs) The City has a hazardous waste disposal collection site that is open every Wednesday between the hours of 7:00 a.m. and 3:00 p.m., and the fourth Saturday of each month between 7:00 a.m. and 12:00 p.m. The City s Street Department personnel use sod or seed for projects involving digging ditches back to grade.

4 II. Results of Information Collected All developers will continue to submit a SWPPP, and will have the proper BMPs in place. Street Department will continue to salt and sand during snow and ice conditions on the roads and the street sweeper will continue to sweep all curb and gutter streets. The City needs to keep records of the salt/sand that is spread as well as the sweepings that we dump. III. Summary of Planned Storm Water Activity We plan to continue monitoring the subdivisions over one acre, and monitor their Notice s of Termination. In addition, we have written and adopted an Ordinance requiring new subdivision lots totaling more than one acre to silt fence the site to contain runoff. Ordinance 1367 was passed in IV. Proposed Changes in Storm Water Management Currently we have two projects in the floodplain that will affect the stormwater. First is the Oneida Bridge linking Northlake subdivision in Jacksonville to Jacksonville Cutoff Road. The other is a study to make an A zone on a floodplain map into an AE zone which will allow for better floodplain management. V. Notice of Other Governmental Agencies The City of Jacksonville in a cooperative effort with the Pulaski County Solid Waste Management District sponsors a hazardous waste collection.
