1 NOTICE DATE: MARCH 12, 2012 OPENING DATE AND TIME: 2:30 P.M., MARCH 29, 2012 INVITATION FOR BIDS (IFB's) FOR PERSONS QUALIFIED TO PROVIDE SEEDING OF 30+ ACRES OF SIDE SLOPES IN 2-8 ACRE INCREMENTS AT REGIONAL LANDFILL You are invited to submit Bids in accordance with the requirements of the above referenced bid. It is required that your bids be submitted to and received by Three Rivers Solid Waste Authority ("TRSWA") at its offices located at 227 Gateway Drive, Suite 213, Aiken, South Carolina no later than 2:30 p.m. local time, March 29, Questions concerning the bid may be directed to Tim Fox, General Manager, at 803/ , ext. 24 or via at This solicitation does not commit TRSWA to award a contract, to pay any costs incurred in the preparation of any proposal or to procure or contract for services.

2 INVITATION FOR BIDS Three Rivers Solid Waste Authority (Authority) provides solid waste management services for the counties of Aiken, Allendale, Bamberg, Barnwell, Calhoun, Edgefield, McCormick, Orangeburg, and Saluda, South Carolina. The Authority is accepting bids from qualified vendors to seed 30+ acres of side slopes in 2-8 acre increments at the Three Rivers Regional Landfill located on the Savannah River Site in Aiken, South Carolina. INSTRUCTIONS TO BIDDERS 1. Complete enclosed bid sheet and specification check list. Indicate that bid conforms to specifications in space provided. If bid does not meet specifications, a full explanation for each deviation must be presented with the bid and be supported by a professional engineer s opinion as to how the deviation-from-standard impacts or does not impact any particular specification. GENERAL PROVISIONS The Authority reserves the right to negotiate modifications to bids it deems acceptable, reject any and all bids, and to waive minor irregularities in the procedures. Potential bidders shall provide evidence of completion for three projects of similar size and scope and evidence of establishment for at least three years preceding this announcement date. REJECTION Ambiguous bids which are uncertain as to terms, delivery, quantity, or compliance with specifications may be rejected or otherwise disregarded if such action is in the best interest of the Authority. The Authority has the right to make amendments up to 72 hours prior to bid opening. The Authority will maintain the latest bid version on its website, It is the potential bidder s responsibility to submit the latest version of the bid package. Failure to have the correct bid package or an incomplete bid package could result in bid rejection. AWARD CRITERIA Bids shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Invitation for Bids. TERMS OF BIDS All terms of bids submitted shall be binding for ninety (90) days from opening of bids. PAYMENT All prices quoted shall include all transportation and set up charges to the Authority s Three Rivers Landfill. All work will be subjected to an acceptance inspection, and payment will be made thirty (30) days following the completion of such inspection, as certified by the General Manager. There will be a hold-back from such payment two times the value of the cost of replacing, providing, or repairing any specified deficient item(s).

3 BIDDER S QUALIFICATIONS Bidders must, upon request of the Authority, furnish satisfactory evidence of their ability to furnish the products or services in accordance with the terms and conditions of these specifications. The Authority reserves the right to make final determination as to the bidder s ability to provide the products and services requested herein. 5 MINIMUM SPECIFICATION CHECK LIST Meets/Exceeds Doesn t Meet 1. Planting Mix (minimum per acre) 30 lb bahiagrass 20 lb Korean lespedeza* 10 lb sericea lespedeza* 20 lb browntop millet 2 lb switchgrass (Alamo or Blackwell) *inoculated seed only 2. Amendments (per acre) 1 ton agricultural lime 500 lb fertilizer or equivalent 2 tons straw 3. For all slopes 3 to 1 and under, seed shall be planted by traditional tillage or drilling methods. 4. For all slopes too steep for traditional tillage, seeding shall be accomplished by hydroseeding. All hydroseed mixes shall include mulch and tackifier. All amendments listed above are to be used on hydroseeded areas. 5. All slopes of 2 to 1 or steeper and channelized areas will be considered for erosion control matting case by case. Erosion control matting will be Curlex or a double-netted jute. 6. The contractor shall guarantee a healthy stand of vegetation of 95% cover of any given acre for one year from the date of seeding. 7. The contractor must be able to provide proof of current worker s compensation insurance prior to award of bid. 8. The contractor will be responsible for the grassing of 30 plus acres in sections of 2-8 acres at a time. The contractor must be able to perform the work within a one week notice that a section is ready for grassing. 9. For any fall plantings, browntop millet will be replaced by 10 lb ryegrass and 50 lb rye grain.
