3 1 INTRODUCTION This report summarises all aspects for the provision of Hydraulic and Fire Services to be provided for the and is prepared for information of Blue Mountains City Council. Included within this report are the outcomes of significant consultation and coordination with Architectural, Structural and Services Consulting Engineers involved with the proposed development. Each Hydraulic and Fire Services component of the development has been discussed to explain all aspects of the service including: Relevant Australian Standards and Code Requirements used. Approved pipe materials and fittings best suited for the application. Cost effective design and construction methodology. Design parameters and code requirements. 1.1 SITE DESCRIPTION The site is located within the heart of Springwood Town Centre and has frontage to Macquarie Road. The site is currently owned by Blue Mountains City Council. 1

4 2 HYDRAULIC SERVICES 2.1 AUTHORITIES AND CODE REQUIREMENTS The design of the Hydraulic Services will conform with the following Authorities and Code Requirements:- Sydney Water Blue Mountains City Council Environmental Planning and Assessment Act Environmental Planning and Assessment Regulations Fire & Rescue New South Wales Insurance Council of Australia National Construction Code (NCC) Department of Infrastructure, Planning and Natural Resources Environmental Protection Authority Jemena Limited Australian Competition and Consumer Commission NSW Department of Energy Energy Australia, Integral Energy Telstra, Austel, Optus Roads and Traffic Authority All relevant Australian Standards and Referenced International Standards Australian Rainfall and Runoff 2

5 2.2 HYDRAULIC SERVICES SYSTEMS The Hydraulic Services Systems will comprise:- Sewer Drainage Rainwater Reuse Rainwater Downpipes and Roof Outlets Sanitary Plumbing Domestic Cold Water Service Domestic Hot Water Service Fire Hydrant & Fire Hose Reel Service Natural Gas Service Sanitary Fixtures & Tapware 3

6 2.3 SEWER DRAINAGE General Currently an existing 150mm diameter Sydney Water Sewer Main passes through the site. The sewer main will need to be diverted due to its shallow depth. The sewer main currently services 112 Macquarie Road and will need to be diverted from an existing sewer access chamber along the western boundary then the southern boundary to reconnect into the sewer main at the south east corner of our property. An existing 150mm diameter sewer main will need to be maintained along the eastern boundary that currently services 94, 98 & 100 Macquarie Road. Refer to attached diagram. Generally, Sewer Drainage will gravitate to connect to the diverted 150mm diameter Sydney Water sewer main at the new sewer access chamber at the south east corner of the site. Grease arrestors will be provided throughout Basement B1 and B2 levels to accept and treat trade waste from Commercial type kitchen and Retail areas. Materials Sewer Drainage System Pipework will consist of UPVC pipes and fittings for suspended pipework and underground pipework. Trade Waste Drainage System Pipework will consist of HDPE pipes and fittings for suspended pipework and underground pipework. Sizing The Sewer and Trade Waste system pipe sizes will be designed in accordance with the requirements of AS Design Standards The Sewer Drainage Systems will be designed and constructed in accordance with. AS , National Plumbing and Drainage Code Part 2: Sanitary Plumbing and Sanitary Drainage, New South Wales Code of Practice and Sydney Water requirements. 4

8 2.4 RAINWATER REUSE General Water from the Rainwater Reuse Tank will be filtered and treated to Grade A quality and pumped via a dual pump pressure unit set to supply water for WC flushing and for landscape watering to the landscaped area. Materials Reuse water pipework and fittings will consist of Type B copper tube. Sizing The rainwater reuse system will be sized in accordance with the requirements of AS Design Standards The Rainwater Reuse Service for WC flushing, mechanical cooling towers and landscape watering will be designed and constructed in accordance with AS , National Plumbing and Drainage Part 1: Water Supply, New South Wales Code of Practice and Sydney Water requirements. 5

9 2.5 RAINWATER DOWNPIPES AND ROOF OUTLETS General Rainwater downpipes will be provided to receive discharge from roof outlets and pavement areas to connect to the Rainwater Reuse tank in the Lower Ground Floor Carpark area. Materials The rainwater downpipe system will consist of UPVC pipes and fittings for suspended pipework and fittings for pipes 100mm to 225mm diameter, and FRC pipework and fittings for 300mm diameter and above. Sizing The rainwater downpipe system will be sized for 1 in 100 year rainfall intensity. The over flow system from all roof areas and pavement areas will be sized for a rainfall intensity in excess of the 1 in 100 year event. Design Standards The rainwater downpipes and roof outlets will be designed and constructed in accordance with Australian rainfall and runoff calculated as 223mm per hour for a 5 minute duration storm, AS , National Plumbing and Drainage Code Part 3: Stormwater Drainage, New South Wales Code of Practice and Blue Mountains City Council. 6

10 2.6 SANITARY PLUMBING General A system of sanitary plumbing, relief vents and back vents is proposed to convey soil and waste water from sanitary fixtures to the sewer drainage system. Offset risers for inspection outlets (IO s) are to be installed for rodding purposes. Soil pipes will be installed at a gradient of 1:60 and waste pipes will be installed at a gradient of 1:40 in accordance with the Australian Standard. Sanitary Plumbing, soil waste and vent pipes will be located in close proximity to wet area facilities ensuring that horizontal pipework length is kept to a minimum. Soil stacks will be provided with 100mm diameter inspection access fittings close to drainage connection and at each floor connection. Materials The sanitary plumbing system will consist of UPVC pipes and fittings for all soil, waste and vent pipework. Sizing The sanitary plumbing system will be sized in accordance with the requirements of AS Design Standards The Sanitary Plumbing Systems will be designed and constructed in accordance with AS National Plumbing and Drainage Code Part 2: Sanitary Plumbing and Sanitary Drainage, New South Wales Code of Practice and Sydney Water requirements. 7

11 2.7 DOMESTIC COLD WATER SERVICE General Domestic cold water will connect to the 200mm diameter CICL Sydney Water watermain situated in Macquarie Road. A triplex-variable speed cold water pressure pump set will provide adequate water pressures to all fixtures and outlets throughout the development. Cold water will be reticulated throughout the project using copper tube and fittings. All risers and individual zones will have isolation valves. All branch lines will be fitted with pressure limiting valves to ensure that equal pressures are maintained. Pipework will be sized to achieve flows with a maximum velocity of 3.0m/s in accordance with the Australian Standard. A boundary protection backflow prevention valve will be provided on the outlet side of each of the water meters. Other areas that will require zone or individual protection, but not limited to, will be food preparation areas, landscaped irrigation or where hoses are installed adjacent to sanitary fixtures, plantrooms and garbage rooms. All valves will be located in accessible locations for maintenance purposes. Four-A rated tapware will be provided to all fixtures to reduce domestic cold water consumption. Domestic water sub-meters will be installed to ensure that water systems are capable of being monitored and managed. The sub-meters would be linked to a building management system for leak detection. This will also allow reporting of water savings to the community for educational purposes. Materials The cold water service pipework will consist of Type B copper tube and fittings. 8

12 Sizing Pipework will be sized to achieve flows with a maximum velocity of 3.0m/s in accordance with the Australian Standard. Design Standards The Domestic Cold Water Service will be designed and constructed in accordance with AS , National Plumbing and Drainage Part 1: Water Supply, New South Wales Code of Practice and Sydney Water requirements. 9

13 2.8 DOMESTIC HOT WATER SERVICE General Domestic hot water will normally be provided by natural gas fired hot water heaters. The domestic hot water heaters will be situated in the Roof Plantrooms. From the hot water heaters, hot water will be circulated via circulating pumps to all hot water consuming fixtures throughout the building. Hot water will be reticulated throughout the project using copper tube and fittings. All risers and individual zones will have isolation valves. All branch lines will be fitted with pressure limiting valves to ensure that equal pressures are maintained. Thermostatic mixing valves will be provided to control hot water temperature to basins, shower amenities and disabled facilities within the development. Four-A rated tapware will be provided to all fixtures to reduce domestic hot water consumption. Materials The hot water service pipework will consist of Type B copper tube and fittings and all hot water service pipework will be insulated. Sizing Pipework will be sized to achieve flows with a maximum velocity of 3.0m/s in accordance with the Australian Standard. Design Standards The Domestic Hot Water Service will be designed and constructed in accordance with AS National Plumbing and Drainage Part 4: Hot Water Supply Systems, New South Wales Code of Practice and Sydney Water requirements. 10

14 2.9 FIRE HYDRANT AND FIRE HOSE REEL SERVICE The proposed development will be provided with a Fire Hydrant and Fire Hose Reel Service to satisfy the requirements of all current BCA requirements, Authority Codes, Standards and Regulations. The Fire Hydrant Service will be supplied from the 200mm diameter CICL Sydney Water watermain in Macquarie Road and the Fire Hose Reel Service will be supplied from the Domestic Cold Water Service. A diesel Fire Hydrant pump will provide adequate water pressures to all fire hydrants throughout the development. Fire Hydrants will be installed in the Fire Stairs and Fire Exit corridors on all floors of the Buildings and fire hose reels will be installed within four (4) metres of all Fire Stairs and Fire Exits. A Fire Brigade booster valve assembly will be installed at entry level on Macquarie Road. 11

15 2.10 NATURAL GAS SERVICE General Natural Gas will be connected from the Jemena 75mm 300kPa natural gas main in Macquarie Road to supply natural gas for domestic hot water heating, mechanical heating boilers, Commercial kitchens and the Retail areas. Individual natural gas meters will be provided for each of the above items of equipment and areas. Materials The natural gas service pipework will consist of Type B copper tube and fittings. Sizing The natural gas service will be sized in accordance with the requirements of AS Gas Installations Part 1: General Installations. Design Standards The Natural Gas Services will be designed and constructed in accordance with AS Gas Installations Part 1: General Installations. 12

16 2.11 SANITARY FIXTURES AND TAPWARE General Generally, the Sanitaryware and Tapware will be selected by the Architect and Client and mid range quality is anticipated. As a general performance guide line the following will apply:- All WC s will be 3/4.5 litre flush and urinals will be waterless. Tapware for hand basins, taps and showers will be Four A rated. Rainwater collection and re-use for irrigation and toilet flushing Domestic water sub-meters will be provided to ensure that water systems are capable of being monitored and managed. The sub-meters would be linked to a building management system for leak detection. This will also allow reporting of water savings to the community for educational purposes. Materials All tapware consists of solid brass tapware chromium plated. 13

18 3.2 FIRE SERVICES SYSTEMS The Fire Services Systems will comprise:- Fire Sprinkler Service Fire Extinguishers 15

19 3.3 FIRE SPRINKLER SERVICE The proposed development will be provided with a fire sprinkler service in accordance with the requirements of AS and the BCA. The fire sprinkler service will be supplied from the 200mm diameter CICL Sydney Water watermain in Macquarie Road. An electric Fire Sprinkler pump will be installed to provide adequate water pressures to all fire sprinklers throughout the Building. A Fire Brigade booster valve assembly will be installed at entry level on Macquarie Road. Hazard Classification The system will be provided to meet the design densities required for the following occupancies: Carpark Levels Ordinary Hazard 2 Key Components Primary water supply consisting of a 100mm diameter connection to the 200mm diameter CICL Sydney Water watermain in Macquarie Road to supply the building. Electric fire sprinkler pump located in the Fire Pump Room to meet the system flow and pressure requirements for the development. The electric pump will connect to the primary water supply. Anti-tamper monitoring of fire services isolation valves and fire pump monitoring. Flow switches with solenoid valve test facilities will be provided on each floor level of the building to enable the entire sprinkler system to be tested from the fire indication panel. Alarm Valve Assemblies will be located in the Fire Pump Room. Automatic Jacking Pump to retain the Alarm Valve pressures requirements. Fire Brigade Booster facilities accessible from Street level in Macquarie Road. Wall Wetting Sprinkler to areas to be determined. 16

20 Sprinkler Heads Sprinkler heads will be of appropriate temperature rating for positions and of a pattern compliant with AS and all other Authorities concerned and will be suitably arranged on the distributing pipework. 21 3.4 FIRE EXTINGUISHERS Fire extinguishers will be installed throughout the building and be of a type suitable for the occupancy and use of the areas. Fire extinguishers to be located and fixed in position as to confirm with Table E1.6 of the BCA and selection to AS 2444, Fire & Rescue New South Wales, Blue Mountains City Council and the National Construction Code. 18
