2 Rationale for Monitoring of Conversion Areas Infrastructure development projects are an important timber source in Lao PDR Weak supply chain control of logging in infrastructure development projects in the past; maps have been inaccurate, logging has often happened outside concession areas, causing forest degradation PMO15 assigns MAF to take the leading role for the monitoring of illegal logging and inspection of timber harvest areas Conversion areas is one of the focal points of the EU-Lao FLEGT negotiations and assuring legality of timber from conversion areas will be crucial in a future TLAS 19/01/2018 Lao-EU FLEGT VPA - NSC Meeting, Pakse 3 Background Remote Sensing Technologies Recent developments in remote sensing allow monitoring forest degradation, timber harvesting and illegal logging 2 systems show the best potential for piloting a monitoring system Planet DeltaNBR Drones at low or medium cost are not considered a priority for testing 19/01/2018 Lao-EU FLEGT VPA - NSC Meeting, Pakse 4 2

7 Proposal for Pilot Activities Test monitoring of conversion areas in 1-2 sites in the FLEGT pilot provinces Khammouane and/or Attapeu in this dry season: Planet and DeltaNBR are combined during the test phase ProFLEGT contracts consultant for setup of system and for training DOFI together with POFI implement the system in the pilot areas with technical support from consultant and ProFLEGT Support from EU/Joint Research Center for DeltaNBR (collaboration with FIPD is existing for a regional REDD project) Coordination with other projects interested in pilot activities 19/01/2018 Lao-EU FLEGT VPA - NSC Meeting, Pakse 13 Capacity building on Remote Sensing for Monitoring of Logging and Forest Degradation, December 18, 2017 Consultation workshop organized by DOFI with participants from MAF/DOF, MPI, MONRE, State Inspection and provincial level (PAFO Khammouane) Until now, DOF/FIPD only has the technical capacity for GIS and Remote Sensing Advice from the workshop DOFI and POFI should be responsible for the use of Remote Sensing technologies in an operational system for logging and forest degradation monitoring Propose Khammouane provinces as pilot area (Thonglom HPP, production forest, conservation forest and other forest areas as necessary) Prepare a proposal to pilot the operational system in coordination with other projects under MAF 19/01/2018 Lao-EU FLEGT VPA - NSC Meeting, Pakse 14 7
