2 FFEM project Context Mediterranean wooded ecosystems provide essential goods and services to societies, localy and globally, but are affected by growing pressures from human activities and global change impacts Management policies and strategies are not curbing enough these pressures: threat on the availability and quality of forest services Due to a lack of ad hoc knowledge for forest managers, climate change impacts are insufficiently taken into account in management choices The value of goods and services is not enough recognized and valued To ensure a sustainable provision of goods and services, a systemic approach for ecosystems management is needed and implies the participation of all stakeholders to management choices and their implementation Opportunities to mobilize financial resources for projects aimed at Reducing the Emissions due to forest Degradation and Deforestation (REDD+) in the framework of international negociations on climate change

3 FFEM project Project design In the framework of the Collaborative Partnership on Mediterranean Forests Partner countries : Algeria, Lebanon, Morocco, Tunisia, Turkey Project prepared by Silva Mediterranea secretariat and its partners Funded by the French Ministry of Ecology to the French Global Environment Fund (FFEM): subvention of 2,65 millions euros Synergies and cofinancing: - Regional project of GIZ Adapting Forest Policy Conditions to Climate Change in the MENA Region - COST (FAO), EU projects Qualigouv & ForClimAdapt (AIFM), Foresterra (EFIMED) - Support from the French Ministry of Agriculture and Forests

4 FFEM project Project approach 5 components to address 5 objectives 3 steps to provide concrete anwsers to forest managers, based on pilot sites, while providing strategic and political visions Capitalisation efforts and production of synthesis Focus on pilot sites and implementation of activities in 5 partners countries Exchanges at regional scale, communication at international level Implementation of each component on pilot sites to: Develop and test innovative approaches/tools, with opportunities of transfer in the region Foster exchanges of good practices and disseminate results in Mediterranean countries

5 Project approach : 5 components FFEM project Component 1: integrate the impacts of climate change into forestry management policies - produce data and develop tools regarding both the vulnerability of forests and their ability to adapt Component 2: assess the socio-economic value of goods and services provided by Mediterranean forest ecosystems, to support effective decision-making and strengthen actions to support the sustainable management of these ecosystems Component 3: improve modes of governance for forest ecosystems at territorial scale to promote local-level strategies for reducing anthropic pressures on forest ecosystems while ensuring users that the goods and services can be provided in the long term Component 4: optimise and value the role of Mediterranean forests in climate change mitigation (carbon sinks), via the production of methodological tools to value ecosystem protection and rehabilitation efforts Component 5: promote coordination and sharing of experience between stakeholders in the sub-region via coordination and communication activities within the CPMF, with the aim of encouraging dialogue on common strategies for climate-change adaptation and mitigation in the Mediterranean forestry sector

7 Component 3 Component 3 «Development of participative governance approaches at territorial scale for the management of Mediterranean forests Objective To support and improve governance of Mediterranean forest management through participative initiatives at territorial level To promote strategies to reduce anthropogenic pressures while ensuring the provision of goods ans services in the long term 3 phases 1. Capitalisation on existing approaches, methods and tools & definition of a methodology for pilot sites 2. Implementation of this methodology on pilot sites 3. Sharing of experiences and lessons learned among pilot sites stakeholders and other networks of actors involved in participative intiatives

8 Component 3 Phase 1: Capitalisation on participatory approaches in the Mediterranean region and development of a methodological approach to be tested in the pilot sites (April October 2013) Step 1 : Preliminary report (April July 2013) Analyse existing participatory approaches, methods and tools used for participative management of forests and other areas (esp. Medinterranean) Strenghts and limits / specificities of Mediterranean woodlands Recommendations of adjustements to pilot sites specificities Step 2 : Regional workshop (25-27 June 2013) To present and discuss these methods and tools And to define a methodology, to be adjusted to and implemented on pilot sites Step 3 : Finalisation of the methodology (July-October 2013) «Methodological guide» with adjustements of the metholology to pilot sites specificities and suggestions of participative tools Working with regional consultants = CTFC and COFOR-International

9 Component 3 Phase 2: Implementation of participatory approaches in 5 pilot sites in project partner countries (November 2013 summer 2015) 1. Launch meeting in each country (October December 2013) Further specify and adjust the methodology to the site Identify potential synergies with other actvities Specify the means and responsabilities for implementation (incl. Identification of stakeholders and how they could participative) Plan Bleu + regional consultant + thematic expert + national expert + focal point 2. Implementation of the methodology on pilot sites (December 2013 summer 2015) Coordinated/facilitated by the national expert, overseen by Plan Bleu and the thematic expert (+ focal point), with possible support from regional consultants Pilot sites: Algeria : Chrea - Lebanon : Jabal Moussa - Morrocco : Maamora Tunisia : Barbara - Turkey : Düzlerçami

12 Regional Workshop on participative approaches - OBJECTIVES Regional workshop for the definition of a methodological approach for the participatory management of Mediterranean forests Goal : to prepare the implementation of participatory approaches in the pilot sites selected for the component 3 Objectives of the workshop Present a synthesis of the different participatory governance approaches applied to forests (and possibly other types of ecosystems) in the Mediterranean, and of a few territorial experiences Present and discuss of the objectives and forms of the participatory approaches considered for the different pilot sites from the countries involved Define of a common methodological framework and common tools to implement those participatory approaches, as well as the adjustments needed to fit the sites specificities
