General Introduction about REDD+ The concept REDD+ The initiative on Reducing Emissions from Deforestation and Forest Degradation; sustainable forest management, conservation and enhancement of forest carbon stocks is so-called REDD+ I. General Introduction about REDD+ The COP16 Decision No. 1/CP16 (so-called Cancun Agreement) identifies 5 key REDD+ activities: 1. Reducing emissions from deforestation; 2. Reducing emissions from forest degradation; 3. Conservation of forest carbon stock; 4. Sustainable forest management; and 5. Enhancement of forest carbon stocks. 2

4 I. General Introduction about REDD+ REDD+ preparation status in Vietnam 1. UN-REDD Program, Phase 1 granted by Norway with duration from 10/2009 to 06/2012 with the total fund of USD 4,38 million. *Objectives: Support for awareness raising about REDD+, institutional strengthening and capacity building of relevant organizations at both central level and two districts of Lam Dong Province. I. General Introduction about REDD+ REDD+ preparation status in Vietnam * Achieved results: + Establishment of the National REDD+ Network and 6 Sub-Technical Working Groups; + The study of the Benefit Distribution System; + Design of the draft MRV framework documents for the REDD+ Implementation + Development of proposal on methodology and procedure for obtaining Free, Prior and Informed Consent (FPIC). 4

UN-REDD Program, Phase II. *Objective: - Strengthening capacities and establishing key elements to enable Vietnam to benefit from payment for REDD+ implementation in the future; - This Program may be implemented in 6 pilot provinces: Lao Cai, Bac Kan, Ha Tinh, Lam Dong, Binh Thuan and Ca Mau. 3. Technical assistance from other donors: JICA, USAID, GIZ, Finland... for REDD+ preparation The projects have been implemented directly by the donors or through NGOs e.g.: Winrock international, ICRAFT, WWF, SNV, RECOFTC... II. The importance of implementation of the Project Support for REDD+ Readiness Preparation in Vietnam Capacities on management, coordination and negotiation skills of REDD+ institutions at the central level are quite limited and do not meet the requirements of the donors. REDD+ management systems at the local levels have not been established; The current policies and regulations that support for REDD+ implementation are incomplete and do not meet international requirements; 5

The importance of implementation of the Project Support for REDD+ Readiness Preparation in Vietnam Regulations on REDD+ safeguard of UNFCCC, UNREDD, FCPF; and other international donors are not carefully studied and guided for implementation; Studies on exploring opportunities and identifying options for SFCs and Forest Management Boards to participate and provide REDD+ services in pilot provinces are not yet provided. Awareness on REDD+ of government officials, forest managers, local communities is still limited. III. Legal Foundation for Project implementation - Decision No. 799/QĐ-TTg dated 27/6/2012 of Prime Minister on approval of National REDD+ Action Program for the period of ; - Official Letter No. 1371/TTg-QHQT dated 12/9/2012 of Prime Minister on approval on inclusion of the project Support for the REDD+ Readiness Preparation in Vietnam in to the list of projects to be funded by World Bank; 6

Legal Foundation for Project implementation - Decision No. 58/QĐ-BNN-HTQT dated 10/1/2013 of MARD on approval of the Project Support for the REDD+ Readiness Preparation in Vietnam granted by World Bank; - Grant Agreement signed by SBV and WB on Jan 22,2013; - Decision No. 265/QĐ-BNN-TCCB dated 7/2/2013 of MARD on establishment of CPMU of the Project Support for the REDD+ Readiness Preparation in Vietnam ; IV. 8 IV. General information about the Project Estimated Implementation Duration: 36 months from the approved date 7. Implementation location: Hanoi and 3 pilot provinces (Quang Binh, Quang Tri and Dak Nong) 8. Total estimated cost: USD 4,432,000 including: - FCPF Grant : USD 3,800,000 - Counterpart Fund for CPMU: VND 4,166,000,000 (equivalent to USD 200,000) - Counterpart Fund for 3 PPMUs is USD 432,000. 9 Project Objectives Long term objectives: Assisting Vietnam to have an effective system for future REDD+ implementation, that contributes to sustainable forest management, biodiversity conservation, green economic growth, poverty reduction and helping to mitigate climate change at regional and global levels 17 Project Objectives Short term objectives: Support for strengthening institutional and technical capacity of National REDD+ Steering Committee, Vietnam REDD+ Office and relevant central organisations and 3 pilot provinces to be REDD+ ready to contribute to successful implementation of NRAP. 18 9

Project components, Outcomes and Outputs Component 1: Support for development of capacities for the effective and efficient REDD+ implementation at national and provincial levels 19 Outcome 1: Strengthened national technical and institutional capacities for successful implementation of the NRAP; relevant REDD+ policies and regulations are drafted based on sound analysis and consultations; roadmap and key materials and guidelines for the development of provincial REDD+ Action Plans of pilot provinces have in place.. V. Project components, Outcomes and Outputs Output 1.1: Operational National REDD+ Management and Coordination System (NRS and VRO) has in place for effective management, implementation and coordination REDD+-related activities in Vietnam Output 1.2: National REDD+ Network and Sub-Technical Working Groups are strengthened with full and effective participation of key relevant stakeholders 20 10

Project components, Outcomes and Outputs Output 1.3: Drafted technical guidelines to support for the NRAP implementation, including the guidelines on formulation of the provincial REDD+ Action Plan; Output 1.4: Capacities of at least 10 officials of VNFOREST/MARD and key government agencies, and REDD+ negotiation skills of at least 3 Vietnamese Climate Change Negotiators are improved; 21 V. Project components, Outcomes and Outputs Output 1.5: A national database of all REDD+ Projects in Vietnam is established and regularly updated; proposal is prepared and submitted to the FCPF Carbon Fund for consideration; Output 1.6: Provincial REDD+ Steering Committee and working groups are established and operated; 22 11

Project components, Outcomes and Outputs Output 1.7: Improved REDD+ knowledge of 5 provincial officials and staff each pilot province, particularly those of DARD, Sub-DoF, Sub-FPD; at least 10 training/awareness raising workshops are organized for relevant local stakeholders in each pilot province; 23 Output 1.8: Roadmap of development of provincial REDD+ Action Plan is designed; reports on major driving forces behind forest changes in the pilot provinces, possible REDD+ options and associated potential benefits in 2-3 pilot provinces are produced. V. Project components, Outcomes and Outputs Component 2: Supporting policy review, studies and development of user-friendly tools and guidance materials on SFC reform for REDD+ services provision 24 Outcome 2: Feasible plans and options for participation and provision of REDD+ services of forest companies and management boards; technical guidelines for SFC & FMB to become providers of multiple forests goods and environmental services (including emission reduction) is available. 12

Project components, Outcomes and Outputs Output 2.1: Proposed refined SFE renovation policies and technical guidelines for SFC to become providers of multiple forests goods and REDD+ services are established; 25 Output 2.2: Roadmaps for development of an action plan and options for participation and provision of REDD+ and multi forest goods and environmental services of selected SFC & FMB in pilot provinces (1-2 SFC & FMB per province) and in some other provinces (if resource is available) are developed; V. Project components, Outcomes and Outputs Output 2.3: Improved technical and institutional capacities of 1-2 selected FSCs and FMBs for each pilot province to enable these forest management organizations to become REDD+ service providers. Component 3: Support for public awareness raising, capacity building, multi-stakeholder consultation processes, addressing safeguards requirements, information sharing and regional cooperation in the REDD+ implementation 26 13

Project components, Outcomes and Outputs Outcome 3: A government regulation and detailed technical guidance on stakeholder consultation to promote full and effective participation of relevant stakeholders; refined strategic REDD+ options at both the national (NRAP) and provincial (PRAP) levels; strengthened regional cooperation on the REDD+ implementation and avoidance of emissions displacement; 27 V. Project components, Outcomes and Outputs Output 3.1: Improved public awareness and capacities on climate change and REDD+, especially the local authorities, forest managers and forest-dependent communities; Output 3.2: Appropriate and operational methods and procedures of FPIC for REDD+ implementation; 28 14

Project components, Outcomes and Outputs Output 3.3: A national feedback and grievance redress mechanism (a recourse system) for the REDD+ implementation is designed to be consistent with national legislations and requirements of UNFCCC and FCPF; Output 3.4: A report on strategic environmental and social assessment of the key REDD+ options is produced and recommendations for refinement of NRAP; 29 V. Project components, Outcomes and Outputs Output 3.5: An Environmental and Social Management Framework (ESMF); Output 3.6: Improved regional dialog on the REDD+ implementation, especially with Lao, Cambodia and Myanmar; at least three study tours to REDD+ countries to promote regional and South-South cooperation in the REDD+ implementation organized; Output 3.7: Communication materials and workshops for sharing lessons learned regionally and internationally; 30 15

Project components, Outcomes and Outputs Component 4: Project Management, including Monitoring and Evaluation of the NRAP Outcome 4: The project is managed effectively according to the Grant Agreement, regulations of Government and WB; progress of the NRAP implementation and REDD+ readiness preparation is regularly evaluated to provide timely and reliable information for the Program management and formulation of relevant policies. 31 V.
