1 March 20, 2008 Deems Padgett TRC Solutions 55 2 nd Street, Suite 575 San Francisco, CA RE: Summary of Monitoring Results Hunters Point Power Plant Decommissioning 1000 Evans Avenue San Francisco, California Dear Mr. Padgett: RGA Environmental, Inc. (RGA) was requested to perform air monitoring at perimeter fence line locations during active abatement and demolition work at the captioned facility. Four (4) air monitoring stations have been established on the property. The locations, testing equipment, analytical methods, and air monitoring goals 1 are discussed in the Monitoring Procedures. Attached are the following tables and graphs: Table I Phase Contrast Microscopy (PCM) air sampling for airborne fibers. Graphic representation of PCM data for air monitoring stations (AMS) 1-4. Table II Metals air sampling for airborne lead, nickel, and total chromium. Graphic representation of metals data for AMS 1-4. Table IIIC Particulates air sampling for airborne dust particles total and respirable dust methods. Graphic representation of total and respirable dust data for AMS 1-4. This summary report includes air monitoring data from February 1, 2008 through February 29, None of the respirable dust, total dust, airborne fibers by PCM, chromium, lead, or nickel results exceeded the footnoted air monitoring goals during the referenced monitoring period. Twenty (20) days of air monitoring is included in this reporting period. No site work or air monitoring was performed on February 18, 2008 during observation of the Presidents Day holiday. Total dust air samples collected on February 19, 2008 were lost following receipt at the analytical laboratory. PCM, chromium, lead, nickel and total dust air samples collected on February 22, 2008 were lost during shipment to the analytical laboratory. RGA utilizes a third-party shipper to transport samples to the analytical laboratory. In an effort to provide more timely information regarding loss shipments, RGA will actively track daily shipments and provide a preliminary notice to TRC should our shipments not arrive at its intended destination as scheduled. 1 Air Monitoring Goals: Airborne fibers (asbestos): less than 0.01 fiber per cubic centimeter (f/cc) Total inorganic chromium as a particulate: milligrams per cubic meter (mg/m 3 ) Total inorganic lead as a particulate: mg/m 3 Total inorganic nickel as a particulate: mg/m 3 Particulates less than 10 µm: 0.05 mg/m 3 (retired air monitoring method) Total particulates (dust): 1.0 mg/m 3 Respirable particulates (dust): 0.5 mg/m 3

2 In addition, if a pattern of loss is suspected, RGA will make changes to our shipping drop locations and/or our shipping vendor. RGA will obtain an explanatory review document from our analytical laboratory regarding the total dust samples collected on February 19 th that were received but lost. Should RGA determine there is a pattern that creates risks for samples losses, RGA will consider a change to an alternative analytical laboratory. Copies of the laboratory reports, chain-of-custody forms, and hourly trend graphs (real-time dust monitors) are available for review in the field office. Respectfully, RGA Environmental, Inc.
