1 PRIME MINISTER No: Draft 7/12/2016 /QĐ -TTg THE SOCIALIST REPUBLIC OF VIETNAM Independence Freedom Happiness 1 Hanoi, dd..mth DECISION On Approval of the National Action Programme on Reduction of Greenhouse Gas Emissions through Efforts to reduce of Deforestation and Forest Degradation, Sustainable Management of Forest Resources, and Conservation and Enhancement of Forest Carbon Stocks (REDD+) for the period and a Vision to 2030 THE PRIME MINISTER Pursuant to the Law on Organization of the Government dated June 19, 2015; Pursuant to the Law on Forest Protection and Development dated December 3, 2004; Pursuant to the Land Law dated November 29, 2013; Pursuant to the Law on Environmental Protection dated June 23, 2014; In accordance with Decree No. 99/2010/ND-CP September 24, 2010 of the Government's policy on payment for environmental forest services; and Decree No. 147/2016/ND-CP on Amending a number of articles of the Decree No. 99/2010/ND-CP of September 24, 2010, on the policy on payment for forest environmental services Pertaining to Decision No. 2139/QD-TTg December 5, 2011 of the Prime Minister on approving the National Strategy on Climate Change; In compliance to Decision No. 432/QD-TTg April 12, 2012 by the Prime Minister on approving the strategy for sustainable development of Vietnam in the period ; In compliance to Decision No. 1393/QĐ-TTg dated 25 September 2012 by the Prime Minister on approving the national strategy on green growth Pursuant to Decision No. 2053/QD-TTg dated on 28 October 2016 of the Prime Minister on issuing implementation, plan of the Paris Agreement on climate change In compliance to Decision No. 01/COP16; and Decisions No. 9,10,11,12,13, 4,15/COP19 of UNFCCC s COP;

2 In consideration of the proposal proposed by the Minister of Agriculture and Rural Development, DECIDES: Article 1. Issue together with this Decision the National Action Programme on reduction of greenhouse gas emissions through efforts to reduce deforestation and forest degradation, sustainable management of forest resources, conservation and enhancement of forest carbon stocks (hereinafter referred to as the REDD+ Programme) for the period from 2016 to 2020 and a vision to 2030 ". Article 2. This Decision comes into effect since the date of its signing and replaces for Decision No. 799/QĐ-TTg dated 27 June 2012 by the Prime Minister on approving the National Action Programme on Reduction of greenhouse gas emissions through efforts to reduce deforestation and forest degradation, sustainable management of forest resources, conservation and enhancement of forest carbon stocks for the period Article 3. The ministers, heads of ministerial-level agencies, heads of governmental agencies, chairmen of people committees of provinces and cities directly controlled by the Central Government, and head of relevant agencies and units shall be liable to implement this Decision. 3 NATIONAL ACTION PROGRAMME On Reduction of Green-house Gas Emissions through Efforts to reduce Deforestation and Forest Degradation, Sustainable Management of Forest Resources, and Conservation and Enhancement of Forest Carbon Stocks (hereinafter referred to as REDD+ Programme) for the period and a Vision to 2030 (Attached to Decision /QĐ-TTg dated 2016 by the Prime Minister) I. POINTS OF VIEWS, VISION, OBJECTIVES OF THE PROGRAMME 1. Points of views a) REDD+ Programme is regarded as one of important programmes, implementing the sustainable forest development programme, national strategies on response to climate change, national strategies on green growth, linking to sustainable development, ensuring national environmental security and poverty reduction; b) The REDD+ Programme is designed in compliance with policies and laws of Vietnam, and consistent to those international treaties and agreements which Vietnam has participated or signed; is developed with respects to systematical, sectoral, inter-sectoral collaboration principles; c) Ensuring the consistence given by the Government in steering, management and coordination; optimizing the participation and monitoring of socio-political, professional associations, non-governmental organizations and communities, utilizing mechanisms for effective international cooperation in the development and implementation of the REDD+ Programme; d) The REDD+ Activities addresses, inter alia, the drivers of deforestation and forest degradation, sustainable management of forest, conservation and enhancement of forest carbon stock,, forest governance issues, gender considerations and REDD+ safeguards, ensuring the full and 3

4 effective participation of relevant stakeholders, inter alia indigenous peoples and woman in local communities; REDD+ activities need to be implemented in accordance with a phase-based approach relevant to specific contexts of Vietnam as well as UNFCCC regulations, taking considerations of socioeconomic effectiveness and associated risks; e) The REDD+ Programme contributes to the progressively shifting priority to improving the quality of forests in order to maximize social, economic and environmental benefits. Improving forest quality builds on two equally important pillars: improving quality of natural forests and plantations, and halting forest loss. 2. Vision to 2030 Ensure high quality forests are managed sustainably to enhance forest carbon sequestration from land use forms, contribute to building a green economy and low emissions, adaptation to climate change and mobilizing financial resources from payments based on the results of the implementation of REDD +, improving the lives of the people and the country's sustainable development 3. Overall goal and Specific objectives 3.1. Overall goal Contribute to protecting and improving the quality of the existing natural forests, expansion and improvement of the quality of planted forests, increasing forest cover to 45% by 2030; implementation the national goals of reducing greenhouse gas emissions that Vietnam has committed to international community, green growth, improving people's lives and the country's sustainable development Specific objectives For the period a) Ensure to reduce greenhouse gas emissions through REDD+ activities, contribute to expanse the forest cover to 42% and reach 14.4 million hectare of forest areas by 2020; b) Meet the requirements of REDD+ readiness, ensure a capacity to access financial resources for payment based on results according to international requirements; c) Improve the quality of natural forests and planted forest to increase the carbon accumulation and environmental forest services; replicate effective models of forest plantation; sustainable management, protection and conservation of natural forests; 4

5 d) Contribute to improve forest governance, create jobs, improve the living conditions of the people associated with the building of new rural and secure the security and national defense For the period a) Stabilize natural forests area by 2030 at, at least, the level of 2020, and increase forest cover up to 45% of national territory, contributing to realize the national target of reducing total green house gas emissions by 8% by 2030 compared with business as usual (BAU) scenario as committed in the Paris Agreement on climate change, and this contribution may be increased to 25% after receiving international support; b) Replicate highly effective models on REDD+ and sustainable forest management, integrate fully REDD+ into forestry development programmes; c) Complete policies, laws and action framework of the REDD+ programme and access financial resources for payment based on results accordance to international requirements. II. PROGRAMME SCOPE, SUBJECTS AND IMPLEMENTATION DURATON 1. Programme scope This programme is implemented across the country, with priority in the hot spots of deforestation and forest degradation and the regions affected by climate change and having potential of forest carbon stocks enhancement. Based on specific conditions, localities can choose appropriate activities in REDD+ work packages in Section III of the Decision. 2. Programme subjects: a) Agencies, organizations, households, individuals and rural communities involved in the forest management, protection and development; b) Agencies, organizations and individuals involved in implementation and operation of REED+ Programme. 01) 3. Implementation duration: from 2016 to the end of 2030 III. PROGRAMMEME CONTENTS (Please see detail in Annex 1. Policies and measures to reduce deforestation and forest degradation 1.1 Review and adjust the master land use planning and land use plans to ensure the target of 16,24 million hectares of forest land in 2020 a) Review and adjust the master land use planning at national level and land use plans for relevant sectors such as forestry, agriculture, 5

6 aquaculture, infrastructure... to ensure the target of 16,24 million hectares of land for forestry b) Support the development of integrated provincial land use planning and related land use plans with effective participation of stakeholders to balance forests and other sectors objectives c) Strengthen the implementation of, and public participation in social and environmental impact assessment, for land use planning and development projects d) Build capacity on, and support inspection and monitoring of project implementation in compliance with approved report of social and environmental impact assessment 1.2 Promote sustainable and deforestation-free agriculture and aquaculture a) Support (and establish if necessary) commodities forums to facilitate dialogue and transition towards more sustainable (deforestation free) production b) Pilot, assess and replicate at large scale the sustainable models of agricultural/ aquaculture production and high adaptability to climate change in the field of aquaculture, coffee, rubber, cassava crops and other commodities c) Undertake study and develop financial mechanisms to support and encourage the development of sustainable deforestation-free agricultural/ aquaculture production d) Support more efficient structuring and organization of producers to benefit from sustainable models (better access to information, cooperation across produces, connection to supply chains ) e) Improve hydrology management methods to prevent and control forest fires in peatlands areas 1.3 Improve forest governance and livelihoods for people living near and in the forest a) Undertake an assessment of current socio-economic dynamics in key hot spots of deforestation, forest degradation and potential areas for forest carbon enhancement in order to design integrated livelihoods and local forest governance programme b) Based on the above analysis, introduce the relevant following activities: - Support development and replication of associate/ collaborative models for management of natural forests between the forest owner 6

7 (state organizations), local communities and other stakeholders in the area - Provide the necessary legal education and advice support to communities to be aware of legal rights and available redress mechanisms - Review forest and forestland areas, notably areas under management by CPC, and allocate forest and forestland to the people, giving priority to individuals and households, particularly to ethnic minorities, lacking land and productive land. - Implement programmes to support employment and livelihood improvement for the local people living near and in the forest in hotspots of deforestation and forest degradation 1.4 Strengthen law enforcement a) Build capacity and support implementation of Vietnam s Timber Legality Assurance System (VNTLAS) in order to implement the Voluntary Partnership Agreement on Forest Law Enforcement, Governance, and Trade of forest products (FLEGT). b) Support development and operation of the monitoring system of the State and independent body to ensure compliance to Vietnam s Timber Legality Assurance System (VNTLAS) c) Develop and implement guidelines to demonstrate respect for REDD+ safeguards and ensure compliance with relevant policies, laws and regulations d) Finalize coordination mechanism (interdisciplinary interprovincial) and monitor implementation of inspection and control of illegal logging and forestland conversion, and of the violations handling e) Support civil society organizations, professional associations linked to forest owners, farmers and local communities to organize and access information in order to manage, protect, develop and use forests effectively, and prevent forest law violations f) Closely control the reforestation obligations of projects implying conversion, revoke licenses and force to terminate projects which have not abided with the reforestations obligations or fulfilled their financial responsibilities as prescribed g) Strengthen law enforcement of crimes related to forestry activity, including improved investigation and prosecution practices and 7

8 procedures; Enhancing capacity and providing equipment, vehicles for forestry law enforcement. 2. Policies and Measures to conserve and enhance forest carbon stocks and sustainable management of forests 2.1 Evaluate and replicate enhanced forest production and large wood business models. a) Undertake research for producing new varieties and experiment models with recognized timber species, to meet the requirements for large wood business b) b) Test and develop guidelines for transformation process from small to large wood plantations, reforestation after harvesting, afforestation by intensive cultivation with group of crops in different site conditions c) Support testing and replication of the forms of association and collaboration along the value chain for business development of large wood plantation with high yield d) Support the development of financial incentives package and insurance policies for large wood planting and transformation from small to large timber plantation e) Support forest owners to meet sustainable forest management and certification requirements by strengthening access to advisory services; Formulation and development of Vietnam Forest Certification System. f) Support for afforestation and reforestation of coastal areas. 2.2 Evaluate and replicate sustainable models for natural forests enhancement, protection and conservation a) Evaluate and replicate effective models for the promotion of natural forest protection and regeneration; biodiversity conservation, forest enrichment, forest restoration with native species; b) Undertake study and pilot cooperation between forest owners, local people and private sectors on business models contributing to forest protection and forest conservation, through NTFPs and other forest environmental services. 2.3 Enhance economic and financial environment for forests a) Undertake study and develop green investment and green credit mechanisms for forest protection and development in the framework of the Green Growth Strategy 8

9 b) Coordinate the development and piloting of principles and methods for determining the total economic value of forests, mapping relevant financial flows and modeling inter-sector policies; Integrate forest values in planning and financing processes including GDP and national wealth Assess feasibility and pilot for REDD+ emission reduction units recognized under the United Nations Framework Convention Climate Change to be traded on the domestic Carbon market 3. Achieve full REDD+ readiness and engage in step-wise improvement 3.1 Finalize and upgrade the core REDD+ instruments, in accordance with step-wise principle, and in compliance with UNFCCC s provisions a) Update and improve the forest reference emission levels/ forest reference levels (FRELs/FRLs) according to country circumstance. b) Strengthening and improving the system of national forest monitoring systems and measurement, reporting and verification (MRV) c) Finalize and operate the safeguards information system, and share a summary of information periodically to UNFCCC d) Consolidate a system to manage REDD+ information, including collection, organization, treatment, archive and control, in connection with relevant data systems in and outside forestry sector e) Finalize the processes, procedures and mechanisms to manage, resolve, process and monitor complaints related to REDD + f) Strengthen mechanisms to fully and effectively engage local communities, ethnic minorities, community-based organizations, nongovernmental organizations, gender groups, mass organizations, sociopolitical professional organizations and related organizations 3.2 Set up and implement financial management mechanisms for REDD+ a) Option 1: Establish, manage and operate the National REDD+ Fund as trust fund and non-profit Option 2: Establish, manage and operate the National REDD+ Fund as trust fund and non-profit under Forest Protection and Development Fund b) Research on appropriate incentive delivery system/ benefit distribution system and carbon rights for REDD+ in cooperation with relevant incentive mechanisms, and develop appropriate regulation 9

10 3.3 Strengthen international and regional cooperation to promote REDD+ and mitigate risks of displacement a) Cooperate and share experiences in REDD+ implementation through international meetings and partnerships b) Promote cooperation with neighboring countries to control illegal logging and trade and promote biodiversity conservation 3.4 Effectively coordinate, backstop, communicate, build capacities and monitor NRAP implementation a) Promote communication, raise awareness and increase commitment b) Build capacity building and awareness raising for key REDD+ stakeholders at central and local levels c) Develop a system to monitor and evaluate implementation of REDD+ activities IV. FUND FOR THE PROGRAMME IMPLEMENTATION 1. Domestic fund, include: a) State budget (centrally and locally) will be arranged from the state funds for the target programme of sustainable forestry development; target programme to respond to climate change and green growth; target programme of vocational training - employment and occupational safety; target programmes of economic restructuring in agriculture and natural disasters prevention and mitigation, residential life stability and other programmes and projects in the period ; b) Credit fund (including development investment credit and commercial credit); c) Fund and investments from enterprises and other economic entities through markets and those mobilized from individuals and other related programme and projects. 2. International fund, include: a) Contribution, sponsorship and trust funds from foreign Governments, international organizations, international non-governmental organizations and foreign individuals; b) Investments from enterprises and related financial institutions; c) Payments received for REDD+ implementation results, including those from selling forest carbon credits. V. MEASURES FOR THE PROGRAMME IMPLEMENTATION 10

11 1. Continue to improve legal framework to facilitate REDD+ implementation. a) Review, amend, supplement and improve legal documents on land, forestry, finance, environment protection, safeguards of REDD+ implementation and other relevant legal documents accordance to Vietnam s law and international regulations and practice. b) Develop a mechanism to promote and monitor the inter-agencies cooperation at all levels, close linkage between private sectors and public private partnership models; encourage the participation of socio-political, professional associations, non-governmental organizations and local communities in planning, implementing and monitoring the REDD+ programme implementation. c) Provide a guidance on the mobilization, coordination and monitoring of financial resources for REDD+ programme implementation. d) Formulate a national standard system for forest certification; norms and standards for silvicultural measures, sustainable forest management, timber and non-timber forest products harvesting. e) Formulate a monitoring and evaluation framework for the REDD+ Programme Implementation 2. Diversify financial resources for the programme implementation a) Integrate all financial resources of the target programmes in localities in the period , such as the target programme of sustainable forest development; target programme to respond to climate change and green growth; target programme of education, vocational training and occupational safety; target programme of agricultural economic restructuring and natural disasters prevention and mitigation, residential life stability and other national programmes and projects. b) Maximum mobilize local resources (provincial, district, commune) to organize the programme implementation. c) Mobilize investment from enterprises for activities that are able to payback directly; enterprises eligible for credit loans for development investment by the State or post investment support by State budget and get investment incentives as stipulated by law. d) Non-refundable aid of enterprises, organizations and individuals in and outside the country for investment projects. 3. Conduct investigation and monitoring changes in forests and forest inventory periodically; improve and modernize the information system of the 11

12 forestry sector to strengthen the transparency, data sharing and contribution of the parties implementing REDD+ programme. 4. Integrate the REDD+ programme into Forest Master Plan, apply REDD+ standards and best practices in the sector planning process. Mobilize the participation of farmers, local communities, and organizations in planning, implementing, and monitoring the implementation of REDD+ programme. 5. Apply advanced science and technology and promote traditional knowledge and experience in resource management, protection, development, exploitation, and usage towards environmentally friendly and materials, and fuels saving. 6. Enhance international cooperation to diversify financial resources for the programme implementation and contribute to the REDD+ objectives realization of the neighbor countries a) Positively, proactively engage with international organizations, programmes and initiatives toward REDD+, climate change, green growth and sustainable development objectives to attract financial and technical support for promotion and implementation of the REDD+ Programme; b) Effectively use domestic and international capital resources, private capital and state budget for the implementation of policies and measures on REDD+; c) Actively share experiences and information, promote regional and international cooperation, deepen and further implement the bilateral agreements with neighboring countries and international agreements on environment and forest that Vietnam has signed. 7. Monitoring and Evaluation a) The Ministry of Agriculture and Rural Development presides and coordinates with relevant agencies, ministries, organizations and units to monitor and assess the REDD+ programme annually b) Monitoring and Evaluation System - A monitoring and evaluation system is established by the end of 2017 to support data collection and outputs and impact analysis on finance, management and implementation of the REDD+ programme. - REDD+ programme policies and measures are monitored and assessed as appropriate, at provincial and national level with responsibility of each relevant agency and Ministry. - Ensure the transparency, publicity and engagement of representatives from parties implementing REDD+ on finance and implementation, including 12

13 government bodies, socio-political organizations, non-governmental organizations and international parties as relevant. - The system of indicators, monitoring and evaluation framework of the REDD+ implementation as prescribed by the competent authority. VI. IMPLEMENTATION 1. Programme operating and managing a) Establishment of the National Steering Committee on REDD +. - Establishment of a National Steering Committee on REDD+ with the members from the National Steering Committee on forest protection and development and additional members to meet the international requirements, led by 01 Deputy Prime Minister as a Chairman; Minister of Agriculture and Rural Development as a Standing Vice Chairman; 01 Vice-Minister of Natural Resources and Environment and 01 Vice-Minister of Agriculture and Rural development as Deputy Chairman; and representatives from General Departments and Departments of relevant Ministries: Agriculture and Rural Development, Natural Resources and Environment, Planning and Investment, Finance, Industry and Trade, Foreign Affairs, Science and Technology, Committee on Ethnic Minority Affairs, and Government Office. National Steering Committee on REDD+ Action Programme has a function of providing advice to help the Prime Minister in directing, coordinating and organizing the implementation of REDD+ Programme. The operation regulation of the Steering Committee is issued by the Prime Minister. b) Vietnam Administration of Forestry is standing agency of the Steering Committee for the National REDD+ Action Programme, assist the Chair and the Minister of Agriculture and Rural Development in implementing the programme; coordination, inspection and supervising the implementation of the relevant agencies; sum, periodic reports on implementation of the program. c) Consolidate the Vietnam REDD+ Office The Vietnam REDD + Office shall assist the National REDD+ Steering Committee under the Vietnam Administration of Forestry, Ministry of Agriculture and Rural Development. REDD+ Office has a function of connecting and coordinating activities among the parties to implement the programme; providing technical support and management of REDD+ programme information. Minister of Agriculture and Rural Development has power to decide to establish, promulgate work regulations, and direct to solve operational funds of the REDD+ Office. 13

14 d) The Ministry of Agriculture and Rural Development agrees with donors to establish a number of divisions providing consultation and support for monitoring the National REDD+ Action Programme implementation as needed, including Independent Monitoring Board, which are small, effective and compliant to Vietnam law and other relevant international agreements and treaties. 2. Responsibility of related Ministries 2.1. Ministry of Agriculture and Rural Development a) Preside and coordinate with the relevant Ministries, People's Committees of provinces and centrally-run cities in organizing the implementation of the programme as prescribed; b) Establish and approve the Programme implementation Action Plan and estimate the budget to implement it; c) Decide to establish REDD+ Fund Vietnam, issue regulations on the organization and operation of REDD+ Fund Vietnam in accordance with Vietnam laws and international regulations and practices; d) Preside and coordinate with relevant Ministries on amending, supplementing and building policies, to ensure the implementation of the Programme objectives and submit to competent authorities for issuance; e) Coordinate the implementation of the REDD+ Programme, provide technical assistance, collect and consolidate data from all implementing agencies including means of implementation, progress and results, carry out assessment and analysis of performance; f) Annually coordinate with Ministry of Natural Resources and Environment and relevant Ministries to synthetize and check the demand of expenditures and the list of REDD+ projects to integrate with implementing National Target Programmes on climate change and other related programmes; g) Preside to build a system of monitoring, evaluating and guiding agencies to implement the Programme monitoring and evaluation procedures; h) Mobilize international fund to implement REDD+ Programme, and is authorized by the Government to negotiate and sign financial support agreement with international sponsors who are committed to make contribution to Vietnam REDD+ Fund in compliance with the law; i) Advise the Prime Minister to assign specific duties, direct and enhance the coordination among the Ministries and promote the role of sociopolitical associations in implementation of this Programme; 14

15 k) Examine and monitor the implementation of the Programme; periodically hold the preliminary and final assessment of the programme outputs Ministry of Natural Resources and Environment a) Preside, coordinate with the Ministry of Agriculture and Rural Development to integrate data of the progress and outputs of REDD+ implementation into the National Communication and updated report (every 2 years) submitted to UNFCCC Secretariat; b) Coordinate with the Ministry of Agriculture and Rural Development to establish Measuring, Reporting and Verification system (MRV), Reference Emission Levels/Forestry Reference Levels (RELs/FRLs), and assess the output of emission reduction of REDD+ Programme; c) Preside over land planning and management, including forest land, and coordinate to integrate REDD+ into land use planning at all levels; d) Preside and coordinate with the Ministry of Agriculture and Rural Development in directing and guiding the provincial People's Committees to review and complete land and forest allocation and grant certificates of land use rights; issue under its authority or submit to competent authorities for issuance of mechanisms and policies on forest land allocation and leasing related to the REDD+ Programme implementation; e) Perform the duties of a Steering Committee member as assigned by the Chairman of the Steering Committee Ministry of Finance a) Preside and coordinate with the Ministry of Agriculture and Rural Development to establish a mechanism of REDD+ Fund financial management; mechanism and policies related to the REDD+ Programme financial management; direct the management and use of financial sources of REDD+ Fund at all levels; b) Coordinate with the Ministry of Planning and Investment to balance and allocate funds for the Programme according to the schedule and plan as approved; c) Monitor the stakeholders to comply with the content of financial management of the REDD+ Programme; d) Perform the duties of a Steering Committee member as assigned by the Chairman of the steering committee Ministry of Planning and Investment 15

16 a) Preside and coordinate with the Ministry of Finance to balance and allocate counterpart funds for the projects implementing the REDD+ Programme; b) Integrate REDD + into the national target Programmes implementation; c) Coordinate with the Ministry of Agriculture and Rural Development and Ministry of Finance to formulate mechanisms and policies to manage and implement the REDD+ Programme; d) Preside and coordinate with the Ministry of Agriculture and Rural Development in guiding foreign investment to Vietnam's enterprises, especially in forest resources sustainable management; e) Perform the duties of a Steering Committee member as assigned by the Chairman of the steering committee. 2.5 Ministry of Industry and Trade a) Direct and undertake the review of hydropower system planning, do not grant investment license for hydropower projects which have a considerable impact to the conservation of biodiversity of natural forest ecosystems and national environment security; b) Strictly control the implementation of replacement afforestation or financial contributions for compensation for damage caused by the construction of hydropower plants; c) Perform the duties of the Steering Committee members as assigned by the Chairman of the steering committee Ministry of Information and Communications a) Preside and coordinate with the Ministry of Agriculture and Rural Development in guiding and directing media agencies to raise awareness and responsibilities of agencies, organizations and people in forest protection and development and REDD+ Programme implementation; b) Perform the duties of a member of the Steering Committee as assigned by the Chairman of the steering committee Committee on Ethnic Minority Affairs a) Preside and coordinate with the Ministry of Agriculture and Rural Development to carry out propagation, dissemination, awareness raising and capacity building, mobilize ethnic minorities to actively participate in the REDD+ activities; integrate the implementation of REDD+ Programme to related projects and programmes within the management scope assigned by the government; 16

17 b) Perform the duties of a member of the Steering Committee as assigned by the Chairman of the steering committee Relevant ministries Based on the functions and duties within the management scope assigned by the government, the ministries actively cooperate with the Ministry of Agriculture and Rural Development to implement REDD+ Programme, and direct their departments to implement the REDD+ Programme. 3. Responsibilities of the People's Committees of provinces and centrally-run cities a) Organize the propagation and dissemination of REDD+ activities locally; b) Add functions and duties on REDD+ for the National Steering Committee on the forest protection and development at the existing provincial level; c) Design and implementation of local schemes or/and projects to implement the National REDD+ Action Programme on the basis of being integrated with Provincial REDD+ Action Plan d) Actively mobilize more resources and integrate with the implementation of the policy on payment for forest environmental services and related projects and programmes in the province to achieve the objectives of REDD+ Programme; e) Coordinate with relevant ministries and agencies to direct and supervise the implementation of REDD+ Programme of organizations and individuals in the province under the provisions of this decision; e) Periodically report on the implementation of the objectives and duties of the REDD+ Programme in the provinces and centrally-run cities as prescribed. 4. The socio-political, professional associations, non-governmental organizations and enterprises The socio-political, professional associations, mass organizations, nongovernmental organizations and enterprises, based on their functions, tasks and capabilities, actively participate in activities related to the REDD+ Programme, especially in the field of information, education and communication; support and mobilize community involvement, share experience of REDD+ implementation; monitor and assess the REDD+ programme implementation. /. 17
