1 The Singareni Collieries Company Limited (A Government Company) Kothagudem Area. Application for prior approval for diversion of Ha. Forest land for JVR OC-II Mine in Lankapalli R.F., Sattupalli Range of Khammam Division, Andhra Pradesh in favour of M/s. Singareni Collieries Company Limited. FORM A Form for seeking prior approval under section 2 of the proposals by the State Governments and other authorities. PART-I 1. Project details: i) Short narrative of the proposal and project/scheme for which the Forest land is required. The Singareni Collieries Company Limited (SCCL) is a Government Company jointly owned by Government of Andhra Pradesh and Government of India. It is the only Coal producing Company in the South India and meeting the coal requirements of various industries located in South India. The activities of SCCL are spread over in Khammam, Warangal, Karimnagar and Adilabad Districts. The SCCL is presently having 30 Coal Mining Leases spread over in the above four districts. In these sanctioned mining leases, SCCL is operating 36 Underground mines and 14 Opencast mines to produce around Million Tonnes of coal in The details relating to Forest land already diverted in Kothagudem Area, their current use, details of reclamation, plantation carried out so far, environmental and biological engineering measures taken etc., are furnished in the enclosed Statement (Annexure-I, IA & IB). In order to meet the ever-increasing demand for Coal and to achieve the targets fixed by the Government of India, the Singareni Collieries Company Limited (SCCL) has embarked upon large-scale expansion of coal mining to increase coal production. JVR OCP-II mine is one of the new Projects identified in Sattupalli Forest Range of Khammam Forest Division. This project area is situated towards South West side of existing JVR OCP-I Mine (formerly named as Sattupalli OCP-I). For the proposed JVR OC-II mine, the total land requirement is about Ha. of which Ha. is Forest land. Out of Ha. of Forest land, Ha. is a part of Ha. already diverted for JVR OC-I (formerly called as Sattupalli OCP-I) vide MoEF lr.no.8-129/2003-fc, dtd The present application is for diversion of balance Forest land of Ha. ( Ha Ha.). in Compartment Nos.166 (Part), 167 (Part),168 (Part) & 184 (Part) of Lankapalli Reserve Forest, Sattupalli Range of Khammam Division. Out of Ha. of Forest area, Ha. area is

2 : 2 : required for mining and its allied activities and the balance 3.31 Ha. is required for diversion of road as right of way. The JVR OCP-II Mine is planned to produce 4.00 Million Tonnes of Coal per annum with a capital out lay of Crores and has a life of 55 years including pre-construction period. The estimated reserves of JVR OC-II Mine is Million Tonnes, of which Million Tonnes are located in Forest land. This project provides direct employment to 1068 persons. Further, the Nation will be benefited by achieving increased coal production by exploiting coal reserves of the project and also gets benefited financially by way of Royalty, Excise Duty, Sales Tax and Electricity supply continuously. Further, this project will also contribute benefit to the society by way of increased direct and indirect employment resources resultant improvement in standard of living and rise in per capita income of the population of surrounding villages of this area. Regarding C.A. land, Singareni Collieries Company Limited identified Govt. non-forest land to an extent of Ha. as detailed below:- Sl. No. District Mandal Village Sy. No. Extent (Ha.) 1. In this connection, it is to state that the following physical features are existing in the area, which are to be diverted/shifted. a) Transmission Line (Over Head Power Transmission lines) to a length of 974 Mtrs. belonging to AP TRANSCO. b) Road to a length of 3.85 KMs. belonging to R & B. The following course of action is being initiated to divert/shift the above: a) Shifting of Over head Power Transmission Lines: One O.H. Transmission line supplying power to Kommepalli village & surrounding fields is passing along the road to a length of 974 Mtrs in Forest land. This is to be shifted along the proposed road to be diverted, having a length of about 3.31 KM. connecting the existing O.H. Transmission line.

3 b) Diversion of Existing Road: : 3 : One Road leading to Choudavaram from main road between V.M. Banjar to Sattupalli, via Kommepalli Village is partly falling within the proposed mine boundary. This will be diverted to outside the mine boundary and connected to the existing road towards west of Kommepalli village. A new road to be laid for this purpose is about 3.31 K.M. ii) iii) Map showing the required Forest land, boundary of adjoining Forest on a 1:50,000 scale map. Cost of the project: iv) Rs Crores. Justification for locating the project in forest area. The Coal reserves are available in Forest land, which is site specific. Annexure -II v) Cost-Benefit analysis (to be enclosed). Cost Benefit ratio is 1:17.30 Details furnished in Annexure VI (b) & VI (c). vi) Employment likely to be generated. 4 : 4 : A detailed justification note along with land use plan for the requirement of Forest land for different purposes is enclosed. (Annexure-II). 3. Details of displacement of people due to the project, if any: i) Number of families. There is no habitation in the Forest land applied for diversion. However, in the adjacent Non-forest land (required for this project), one village namely Kommepalli consisting of 120 families is existing which is to be shifted ii) Number of Scheduled Castes/Scheduled Tribe families. a) Scheduled Tribe Families Nos. b) Non-Scheduled Tribe Families 97 Nos. Total Nos. iii) Rehabilitation plan. As the Singareni Collieries Company Limited is a Government Company, Rehabilitation & Resettlement plan will be implemented as per the R&R Policy of State Government. The Government of Andhra Pradesh vide GO Rt.No.238, dtd has appointed the Joint Collector, Khammam District as Administrator for the purpose of resettlement and rehabilitation of the Project Affected Families of the JVR OCP-II Project coming up at Sattupalli area of Khammam District. ( Annexure-VII) 4. Whether clearance under Environment (Protection) Act, 1986 required? (Yes/No). Yes. Necessary clearance under Environment Protection Act will be obtained. 5. Undertaking to bear the cost of raising and maintenance of compensatory afforestation and / or penal compensatory afforestation as well as cost for protection and regeneration of Safety Zone, etc., as per the scheme prepared by the State Government (undertaking to be enclosed). a) Compensatory Afforestation : An Undertaking (Annexure-IV) to bear the cost of raising and maintenance of C.A. and or penal C.A. as per the scheme prepared by State Government is enclosed. Further, SCCL also furnishes Undertaking to pay NPV as per the demand issued by the State Forest Department (Annexure-III).

5 : 5 : b) Safety Zone area : Wherever the mining operations (Quarry area) are planned, no balance Forest land is left over i.e., total Forest land up to the RF boundary is proposed for diversion.
