21 Scope/Focus (1) Main priority for this evaluation: measures of Articles and 34 of Reg. (EU) No 1305/2013 set out the measures specifically addressing forestry: Art. 21: Investments in forest area development and improvement of the viability of forests Art.22: Afforestation and creation of woodland (M8.1) Art.23: Establishment of agroforestry systems (M8.2) Art.24: Prevention and restoration of damage to forests from forest fires and natural disasters and catastrophic events (M8.3 & 8.4) Art.25: Investments improving the resilience and environmental value of forest ecosystems (M8.5) Art.26: Investments in forestry technologies and in processing, in mobilising and in the marketing of forest products (M8.6) Art.34: Forest-environmental and climate services and forest conservation (M15.1 & 15.2)

22 Scope/Focus (2) In addition, Rural Development horizontal measures deployed in the forestry sector (e.g. innovation, investments, cooperation, Natura 2000, WFD Directive, etc.). For coherence assessment the whole set of Rural Development measures, and CAP measures complementary to the forestry measures, e.g. cross compliance, (EFAs) greening measures under the Direct Payments Reg. (EU) 1307/2013, and other measures, including national or regional level. Examination period: Concentrate on But inclusion of under Reg. (EU) No 1698/2005 to capture long-term effects Geographical coverage: EU 28 mainland area

23 Objectives (1) To assess: The drivers behind implementation choices for MSs and beneficiaries The effects of forest measures on: - land use and in the creation of additional EFAs - Forestry production: Quantity, Quality, Producer prices, Geo distribution The extent to which the measures have impacted on: - economic viability of the farm/forest holdings/owners as regards revenue and the levels of production cost in the holdings (forestry, farms or mixed) - on the competitiveness of the sector - on the environment and climate The changes in administrative burden that have resulted from implementation The efficiency of the measures in: - achieving their objectives - Balancing the related costs/burdens with benefits achieved

24 Objectives (2) To assess: The internal (within CAP) and external (outside CAP) coherence of the measures The relevance of the forestry measures: - matching the existing needs in the sector, the priorities established at the EU, programme and/or national level - matching current and possible future needs The creation of EU added value through forestry measures and the difference that the EU financing made vs MS
