Within the framework of a National Workshop, the announced deadline is on Wednesday, April 26 to receive contributions that allow enriching the process of constructing the safeguards information system in Peru. Photo: Rafael Ponte / Servindi The United Nations Framework Convention on Climate Change adopted the seven safeguards at the Conference of the Parties 16 (COP 16) held in Cancun, Mexico in The Directorate General for Climate Change, Desertification and Water Resources is the focal point for REDD + to the United Nations Framework Convention on Climate Change and the entity responsible for developing the process of building the Safeguards Information System. According to the National Forest and Climate Change Strategy and the MINAM Resolution, REDD+ in Peru contemplates five eligible activities: i. ii. iii. iv. v. reduction of emissions from deforestation, reduction of emissions from deforestation; the role of forest carbon stocks conservation, sustainable forest management and increase in forest carbon stocks. It is important to point out that there is the proposal from the Amazonian indigenous peoples for REDD + Amazonian Indigenous (RIA) which is an adaptation of REDD + to the perspectives, worldview and interests of the native peoples. RIA distinguishes itself from traditional REDD + by going "beyond carbon", incorporating a holistic (integral) vision of the forest and seeking an assessment of the various services and ecosystemic functions the forest provides. What are Safeguards? In general, safeguards are understood as protective measures taken by governments in the presence of possible harm or risk. Page 2 of 5

3 Safeguards related to activities for the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) imply the implementation of institutional policies and procedures focused on ensuring social and environmental benefits as well as avoiding the possible risks and damages derived. Safeguards are principles that must be complied by implementing various actions for the sustainable management of forests and the increase of forest carbon stocks, among others. Through successive editions of the Conference of the Parties (COP) it has been established that each country must interpret and contextualize the Cancun safeguards and set a framework for their compliance, which considers a Safeguards Information System or SIS. It should be noted that there is a Common Approach to Environmental and Social Safeguards for Multi-Implementing Partners designed within the framework of the Forest Carbon Cooperative Fund (FCPF) for implementing partners and others such as the World Bank and the Inter-American Development Bank to manage risks in REDD + processes. The roadmap The workshop presented the processes and requirements on safeguards within the framework of the UNFCCC, which were carried out by María García Espinosa, from Climate Law and Policy (CLP) [1]. The methodology and the development of the workshop to identify the risk and benefits matrix associated with the implementation of REDD + was carried out by the consulting company ARCADIS Page 3 of 5

4 [2]. According to the Roadmap presented by the Ministry of Environment, four indicative activities will be developed: A. B. C. D. Interpretation and conceptualization of safeguards SIS design and implementation process Processes of participation and capacity building of actors Information communication process The implementation of the Common Approach implies the application of four guidelines: a) The FCPF Guidelines and the Generic Terms of Reference for Strategic Environmental and Social Assessment (SESA) and the associated Environmental and Social Management Framework (ESMF); b) The FCPF / UN-REDD Guidelines on the Participation of Stakeholders Involved in the Preparation of REDD+; c) The FCPF Guidelines on Information Disclosure; and d) The FCPF Guidelines on Establishment of Complaints and Repair Mechanisms at country level. 5 a) That actions complement or are consistent with the objectives of national forest programmers and relevant international conventions and agreements; b) Transparent and effective national forest governance structures, taking into account national legislation and sovereignty; c) Respect for the knowledge and rights of indigenous peoples and members of local communities, by taking into account relevant international obligations, national circumstances and laws, and noting that the United Nations General Assembly has adopted the United Nations Declaration on the Rights of Indigenous Peoples; d) The full and effective participation of relevant stakeholders, in particular indigenous peoples and local communities, in the actions referred to in paragraphs 70 and 72 of this decision; e) Actions are consistent with the conservation of natural forests and biological diversity, ensuring that actions referred to in paragraph 70 of this decision are not used for the conversion of natural forests, but are instead used to incentivize the protection and conservation of natural forests and their ecosystem services, and to enhance other social and environmental benefits; f) Actions to address the risks of reversals; g) The adoption of measures to reduce the displacement of emissions.
