4 Forest certification Today Certification currently relies on Forest Organizations providing certification bodies with management practice information. NGOs and other stakeholders provide an independent source of information and input to the audit process by monitoring forest management activities. The Accreditation process provides a check in the quality of certification through regular inspections and assessments by Conformity Assessment Bodies or Certification Bodies (CB). 3

5 Forest certification Key challenges Forest certification has a number of challenges: 1. The reliance on field inspections and extrapolation of these limited observations to certification of often very large forest areas; 2. The potential risks of reliance on forest information for certification being provided by the FO being certified; 3. The remoteness of many of the key expansion areas in FSC strategy where weaker forest governance and law underpins forest management in these frontier areas. 4

7 Forest certification How to improve it? Increasing the intensity or frequency of certification audits would be a possible means of maintaining or improving certification quality, but the costs would be prohibitive and unacceptable to the forestry community. 6

A customised GIS and satellite mapping platform developed in association with FSC to support certification The software belongs to: sarmap ( who have developed the mapping system Lutra Consulting Ltd ( who have developed the WebGIS interface and MobileGIS app The platform has been demonstrated across 8 FMUs and the expectation is that FSC will make it available to support forest certification in

31 Conclusions TF is simple to use and users require no specialised equipment and no technical training. TF maximises the use of free of charge and open source data and provides a spatial environment in which all stakeholders can create, collect, communicate, collaborate and compare information and data that is relevant for forest certification within the context of independently generated, accurate and temporally relevant land cover maps. TF increases accessibility and transparency by giving all stakeholders access to land cover maps and change maps with the associated forest management information to perform a certification that meets the standard. 30
