FP/HP/DISP/35397/2018)-regarding 1. The Government of Himachal Pradesh, Forest Department vide their letter. Ft /2018 (FCA) dated (Pg /c) has submitted a fresh proposal to obtain prior approval of the Central Government, under Section-2 (ii) of the Forest (Conservation) Act, 1980 for diversion of ha. of forest land in favour of ADMcum- Dy.DIR ADMN c/o ADM Office Bilaspur for the construction of proposed AIIMS at Kothipura, within the jurisdiction of Bilaspur Forest Division, District Bilaspur, State of Himachal Pradesh. 2. Documentary evidence in support of settlement of rights in accordance with the provisions of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 on the forest land proposed to be diverted enclosed. Rs (Pg..78) DFO, Bilaspur, HP has certified that land identified for CA is free from encroachment and is suitable for compensatory afforestation Pg. 79/c. The District Collector Bilaspur, Govt. HP has issued FRA certificate vide his letter no. BLS-ADRA- 1(855)/ dated (Pg.. 33/c) for diversion of ha. of forest land in favour of ADM- cum- Dy. DIR ADMN c/o ADM Office Bilaspur for the construction of proposed AIIMS at Kothipura, within the jurisdiction of Bilaspur Forest Division, District Bilaspur, State of Himachal Pradesh. 17. Site Inspection Report of the Divisional Forest Officer in compliance to the conditions stipulated in the col. 7 (xi, xii) 8 and 9 previous approval. 18. Other information related to this proposal has been submitted by the State Government of HP dated (i) The Deputy Commissioner, Bilaspur Government of Himachal Pradesh vide his letter BLS-ADRA-2 (12)/12- III dated it is also certified that there is no non-forest government land available in District Bilaspur as all government land or land over which govt. has proprietary rights, has been classified as forest land vide notification no. Ft (a)-1/52 dated 15 th January, 1952, issued by the Secretary to Chief Commissioner of the erstwhile Chief Commissioner s Province, Bilaspur. As such, no non-forest land is available for raising compensatory afforestation in lieu of the forest land proposed for the construction of AIIMS, District Bilaspur H.P. Consequently, Compensatory Afforestation has been proposed over the forest land. (ii) The component wise breakup of proposed AIIMS at Kothipura Bilaspur HP as follows: S..
