Forest accounts for policy needs: what s available and what s planned 30 September 2014 Marilise Wolf-Crowther, Environmental statistics and accounts; Sustainable Development

Integrated environmental and economic accounting for forests (IEEAF) A set of 13 tables on environmental and economic topics A "satellite account" of national accounts Table on economic accounts for forestry & logging provided by countries 5 countries provide all or most of the tables: BG, DE, FR, NO, SK; also PL for 2008

IEEAF tables Forest balance: area of wooded land Forest balance: value of wooded land Forest balance: volume of standing timber Forest balance: value of standing timber Defoliation Output related to wooded land by industry and type of output: value Economic accounts for forestry and logging: value Supply-Use physical table: use Supply-Use physical table: supply Supply-Use monetary table: use Supply-Use monetary table: supply Carbon balance for woody biomass Carbon balance for the forest ecosyste

IEEAF provides rural development indicators for countries Value of net annual increment of standing timber Gross value added by forestry and logging Fixed capital consumption Fixed capital formation Employment in forestry and logging Published every year in the Commission s RD report

Reviewing IEEAF Future focus to be more environmental, compiling data needed for EU policies not available today The EU has no reliable data on forest area or timber stocks, relying on FAO data from the 5-yearly Global Forest Resources Assessment Forest Europe 5-yearly data based on FAO definitions These definitions are broad, tailored to the needs of a global enquiry The data come from forest inventories, often repeated

Reviewing IEEAF; aims Reduce the number of tables for a legal act Address policy needs of the EU and improve data quality: Rural development indicators Energy: biomass action plans of MS MS carbon sink reporting for the 2nd period of the Kyoto Protocol (LULUCF) and verification Verification of CAP subsidies for the establishment of fastgrowing timber National accounts: value of land and of standing timber

Reviewing IEEAF Forest balance: area of wooded land Forest balance: value of wooded land Forest balance: volume of standing timber Forest balance: value of standing timber Defoliation Output related to wooded land by industry and type of output: value Economic accounts for forestry and logging: value Supply-Use physical table: use Supply-Use physical table: supply Supply-Use monetary table: use Supply-Use monetary table: supply Carbon balance for woody biomass Carbon balance for the forest ecosystem

Tables on forest area and timber stocks; aims Increase the number of countries reporting 6 today Cover multiple policy needs Use all available data, e.g. those to be compiled for carbon accounting under the Kyoto Protocol Promote estimation methods in countries (grants) for both the physical and the monetary tables

Tables on forest area and timber stocks; proposal Use the FAO definitions, forest area and timber on Forest land Other wooded land Other land with tree cover With a higher breakdown to ensure all national definitions are covered Agro-forestry areas Short-rotation coppices Short-rotation forestry Help countries apply FAO definitions and demonstrate LULUCF compliance

Tables on forest area and timber stocks; proposal Record annual changes, both physical and monetary Based on national forest inventories, using new data as it becomes available Updated with running estimates of known changes Foster co-operation between forest accountants, forest institutes, LULUCF experts and national accountants

TF reviewing IEEAF since NOV 2012 Table 1a. Area of wooded land (1000 ha) Country: Year: Opening area Changes Additions to the area (+) Reductions in area (-) Reclassification Economic Natural Other Economic Natural Other activities causes changes activities causes changes (+/-) Forest available for wood supply 0 of which agro-forestry 0 of which short-rotation forestry 0 of which short-rotation coppices 0 not available for wood supply 0 Other wooded land 0 of which available for wood supply 0 of which agro-forestry 0 Other land with tree cover 0 of which agro-forestry 0 of which short-rotation forestry 0 of which short-rotation coppices 0 TOTAL (according to definition) TOTAL LULUCF forest area Closing area

TF reviewing IEEAF since NOV 2012 Table 2. Volume of standing timber on wooded land (1000 m 3 o.b.) Country: Year: Opening stocks Gross Increment (+) Natural losses and mortality (-) Net increment (+) Removals (+/-) Forest available for wood supply of which agro-forestry 0 0 of which short-rotation forestry 0 0 of which short-rotation coppices 0 0 not available for wood supply Other wooded land 0 0 of which available for wood supply of which agro-forestry 0 0 Other land with tree cover 0 0 of which agro-forestry 0 0 of which short-rotation forestry 0 0 of which short-rotation coppices 0 0 TOTAL (according to definition) TOTAL LULUCF forest area Grey columns only supplementary Changes Fellings (-) Storage and other changes In use/ status (+/-) Closing stocks

Next steps for IEEAF Check the proposal together with policy services of the EC Minimise the number of variables Work on the monetary tables for area and stocks of timber Keep the whole IEEAF set coherent and usable Next TF meeting end NOV 2014 Develop estimation methods (grants) Prepare a legal basis by 2018: core tables (area, stocks of timber, economic accounts for forestry and logging)
