Structure Why are we here? Implementation of the Nature 2000 Biogeographical Process at the regional level. Challenges of alpine grassland assessment in Italy. Challenges of monitoring and defining favourable conservation status in Italy. Example of establishment of the conservation status for grasslands.

Why are we here? Idea to hold this workshop Emerged on the Alpine Seminars in Graz; Part of the Action plan defined by the Working Habitat Group of Grassland.

Action plan Objectives (expected results) Actions timeframe Minimum standards to define Favourable Reference Values (FRV) as concretely as possible (distance to target) Minimum criteria for structure and function Streamline assessments between member states Achieve better understating to assess ecosystem status and services Build a working group of representatives (MS, EC, ETC BD, EEA, NGOs, experts etc) Prescoping document analysing Article 17 data March 2014 Brainstorm meeting June 2014 Meetings for discussing the prescoping document and provide information on methodologies Meeting Guidelines, tools, framework, PSD discussion Autumn 2014 May 2015 Testing June 2015

Why are we here? Opportunities for this workshop: Exchange experience of best practices; Discussion between experts and regional managers; To influence the development of Natura 2000 on the European level.

Nature 2000 Biogeographical Process implementation at regional level Current Needs: Elaboration of criteria and programs of common monitoring; Identification of shared priorities; Development of proposals, which could be valid for the whole Italian side of the Alps; Contributions to the definition of the FCS and to the elaborations of methodologies for the monitoring at the national and EU level.

Nature 2000 Biogeographical Process implementation at regional level Working Habitat Group at regional level: Includes managers and experts of the regions and autonomous provinces: Veneto Trento Bozen/Bolzano Friuli-Venezia Giulia

Nature 2000 Biogeographical Process implementation at regional level Opportunities: Continue ongoing collaboration; Development of methodologies usable in a broader territory; Better coordination of actions in neighbouring regions; Saving resources and funds.

Nature 2000 Biogeographical Process implementation at regional level Completed actions: Definite priority habitats for local management; Establish monitoring requirements for every habitat; Discussed main criteria for definition of conservation status of grasslands.

Nature 2000 Biogeographical Process implementation at regional level Future actions: Phytosociological studies which contribute to the definition of a local FRV; Identification of shared monitoring systems; Validation and adjustment of methodologies.

Challenges of Alpine Grassland Assessment in Italy Differences within regions: Dynamics in land-use change; Grassland management (intensification versus abandonment); Inconsistent scales; Availability of data; Interpretation: EU nation local; Availability of experts.

Challenges of Alpine Grassland Assessment in Italy Requirements: Flexible European framework (adjustment on local circumstances); Update lists of the annex (Habitats Directive); Determination of dynamic mapping units; Provision of direct funds.

Challenges of monitoring and definition of FCS in Italy Current situation: Challenges associated with assessments; Missing common basis for monitoring; Missing concepts and lacking tested methodologies.

Challenges of monitoring and definition of FCS in Italy Completed/Proposed Activities: Compared monitoring with Germany and Austria; Determination of habitats and their conservation statuses mainly by agricultural management; For local situations with management intensification: classification of grasslands depending on intensity of management; conservation status associated with the management; management measures; test and adjustment at other local conditions.

Challenges of monitoring and definition of FCS in Italy Critical point: Selection of indicator species for the definition of conservation status; Verification of impacts of changes in management.

Challenges of monitoring and definition of FCS in Italy Possible solutions : Common framework at the EU level for the definition of conservation status; Definition of a local FRV; Grouping habitats for monitoring; Focus on situations with fast dynamics.
