4 AREAS OF NOTE 1) There is evidence of human activity on the Site indicated by logging roads and piles of logs. 2) A drainage is located along the northern perimeter of the Disposal Area. The drainage did not have flowing water at the time of the site visit. Exposed debris was observed within the drainage. 3) Exposed debris consisted of scrap metal, white goods, tires, glass, plastic, tin cans, and empty 55-gallon drums. 4) Sloughing of debris material was observed on the northern perimeter of the Disposal Area within the valley drainage. 5) Hummocky topography was observed along the slope of the drainage, on the northern portion of the Disposal Area. 5 SITE SUMMARY 1.0 SITE CONDITIONS This section discusses the observed conditions on the Site, as defined as the property (Tax Parcel ) on which the Disposal Area is located. The Disposal Area is defined as the area observed or reported to have been used for waste placement or burial. The boundary (perimeter) of this area is the observed limit of waste material based on field observations and the inferred limit based on a review of historical aerial photographs. The site visit was conducted on February 2, Photographs illustrating site conditions are included in Appendix D. The Site is located in Anson County, near Morven, NC. Driving directions to the Site from the intersection of US 52 North and NC Highway 145 (Old Plank Road) at the center of the Town of Morven are as follows: 1) Follow NC Highway 145 (Old Plank Road) west approximately 0.4 miles and turn right onto Rosehaven Road. 2) Continue northwest on Rosehaven Road about 2.5 miles. The entrance to the Site is a dirt road located on the right hand side of a sharp bend to the west on Rosehaven Road. 1.1 On-site Structures No on-site buildings or other structures were present during the site visit. 1.2 Current Site Usage According to Mr. Joe Stirewalt, owner of Piedmont Hardwood Lumber Company, the Site was used for logging. No logging operations were being performed at the time of the site visit. Observed evidence of recent human activity included the logging roads and piles of timber. Morven Dump NONCD

6 1.3 On-Site Water Supply Wells and Intakes No on-site water supply wells were observed on the Site during the site visit. No water meters or fire hydrants were observed on the Site during the site visit. 1.4 Surface Water Features Morris Branch is located within 500 feet of the Disposal Area to the east and flows to the south into the South Fork of Jones Creek. A drainage was observed along the northern perimeter of the Disposal Area. The drainage was dry with a sandy stream bed, approximately four feet wide, and contained exposed debris at the time of the site visit (Photo 5). 1.5 Disposal Area Access to the Disposal Area is from Rosehaven Road along a logging road and through a locked cable gate (Photos 1 and 2). The Disposal Area occupies 2.3 acres based on the estimated Disposal Area perimeter shown on Figures 1 through 3. The Disposal Area generally slopes to the east. A comparison of the topography from the 2002 USGS 7.5 minute topographic quadrangle map (10 foot contours, based on 1984 aerial photography) with the 2005 topographic map from NCDOT (20 foot contours) indicates that the northwestern portion of the drainage has been moved northward due to the placed disposal material. LiDAR imagery (Figure 5) indicates a depression in relief on the southern portion of the Disposal Area. The reported years of operation were from about 1950 s to 1968, so the 1984 USGS map may have represented the land surface after the disposal period. Differences between elevations on the maps may reflect actual elevation changes or may be apparent differences due to the different map making methods. Differences in scale and methods of mapping are not sufficient to evaluate some changes in topography. Morven Dump NONCD

7 GPS coordinates were taken of the Disposal Area perimeter. The approximate Disposal Area perimeter is illustrated on the figures and on aerial photographs in Appendix E. A table of GPS coordinates for the Site entrance and the Site perimeter is presented in Table 1. The Disposal Area perimeter location is approximate and is based on visual observations made at the time of the site visit and the inferred limit based on a review of historical aerial photographs. Figures 4 and 5 show LiDAR shaded relief superimposed on the Disposal Area. 1.6 Disposal Area Conditions The Disposal Area was covered with kudzu, vines, briars, deciduous trees and pine trees four to eight inches in diameter, and exposed debris. Observed disposal materials consisted of white goods, scrap metal, tires, glass, plastic, tin cans, and rusted 55-gallon drums. The observed Disposal Area was on a single tax parcel, Parcel Number The perimeter of the Disposal Area was visually evident. The drainage was approximately 30 feet deep with steep side walls making it difficult to walk along the northern perimeter. Hummocky topography and sloughing of debris material was observed along the slope of the valley drainage, on the northern portion of the Disposal Area (Photo 7). No notable erosion, depressions, offensive odors, stained or discolored soils, or slope failures were observed during the site visit. 1.7 Evidence of Human Activity During the site visit evidence of recent human activity was evident by the logging roads and piles of logs. No evidence of recent dumping on the Disposal Area or Site was observed at the time of the site visit. Morven Dump NONCD

8 1.8 Potential Landfill Gas Migration Pathways There were no visible or evident potential gas migration pathways such as stormwater drain systems, underground utilities, septic systems, or drain fields on the Disposal Area. Animal burrows were observed on the Site. 1.9 Physical Barriers Site access is provided by a dirt logging road from Rosehaven Road (Photo 2). Site access for vehicles is blocked by a locked cable gate across the logging road (Photo 1). A physical barrier along the northern perimeter of the Disposal Area is a steep 30 foot high valley drainage which is difficult to walk up (Photo 5) Other Pertinent Information Some history of the Site was obtained during conversations with persons familiar with the Site. The information obtained indicates that: Mr. Joe Stirewalt, owner of Piedmont Hardwood Lumber Company, was not aware of the Morven Dump and was not aware of a dumping site on his property. Mr. Stirewalt gave verbal permission to access his property. Mr. Stirewalt stated that the land was used by the Piedmont Hardwood Lumber Company for logging. Mr. Sam Dawkins, Solid Waste Director for Anson County, was aware of the Morven Dump on Rosehaven Road. Mr. Dawkins stated that the Morven Dump was located on the Piedmont Hardwood Lumber Company property. Mr. Dawkins stated that the Town of Morven used this Site to dump household appliances, tires, etc. He stated that hazardous materials were not dumped at this Site. Morven Dump NONCD

9 Mr. Dawkins knew that the Site was located near a very steep drainage and that during operations the Town of Morven would regularly push the debris material down the slope and cover it with soil. Mr. Dawkins said that the Morven Dump was opened from the early 1950 s to After the Morven Dump closed in 1968, the Morven Community Dump on Robinson Bridge Road opened and the Town of Morven used that location for a waste disposal. Notes from conversations with people familiar with the site are included in Appendix C. The information obtained from these conversations has not been verified or confirmed. 2.0 VICINITY CONDITIONS This section describes the observed general conditions in the vicinity of the Site, as defined as an area within 1,000 feet of the perimeter of the Disposal Area. Photographs illustrating vicinity conditions are included in Appendix D. 2.1 Structures Located on Adjacent Properties Structures described in this section are located on adjacent properties that have a shared property boundary with the Site and that are within 1,000 feet of this Disposal Area. A residence is located adjacent to the west of the Site on Tax Parcel The surrounding area within 1,000 feet of the Disposal Area is wooded and undeveloped. Morven Dump NONCD

10 2.2 Water Supply Wells and Intakes There were no observed residences, water supply wells or well houses within 1,000 feet of the Disposal Area perimeter. No public water supply wells or intakes were listed on the NCDENR Public Water Supply Section s database (as of January 2009) within two miles of the Disposal Area. 2.3 Current Land Usage Property in the vicinity of the Site is primarily wooded. Land usage at the time of the site visit within 1,000 feet of the Disposal Area perimeter was: North: Wooded, apparent up- to side-gradient direction from the Site. South: Wooded, apparent down- to side-gradient direction from the Site. East: Wooded, apparent down-gradient direction from the Site. West: Wooded, apparent up-gradient direction from the Site. 2.4 Surface Water Features Morris Branch is located within 500 feet of the Disposal Area to the east and flows to the south into the South Fork of Jones Creek. A perennial stream is located about 1,200 feet north of the Disposal Area and flows to the east into the Morris Branch. Morven Dump NONCD

11 3.0 AERIAL PHOTOGRAPHY REVIEW Aerial photographs were reviewed for the years 1956, 1968, 1977 and The reported years of operation of the Site were from the early 1950 s to Observations of each of the photographs are included in the following table. Copies of the aerial photographs are included in Appendix E. Some aerial photographs are reproductions of original aerial photographs and have some distortion; therefore, overlaid Disposal Area Boundaries and other features may vary from their actual locations. Hand drawn lines and notations on the photographs denote soils mapping information drawn on the original photographs by the USDA NRCS. Flight Year Observations Source 1956 The Disposal Area is wooded and undeveloped, except for the southern portion. A dirt road is visible in the southern portion of the Disposal Area. A logging road is visible from Rosehaven Road to the Disposal Area and near the western perimeter of the Disposal Area. Two structures are visible to the west of the Disposal Area within 500 feet. The surrounding area is wooded to the north, east, and south. Trees are cleared to the west of the Disposal Area The Disposal Area is wooded and undeveloped, except for the southern portion. A cleared area with low vegetation is visible in the southern portion of the Disposal Area. The two structures seen in the 1956 aerial photograph to the west of the Disposal Area are no longer visible. The cleared area to the west of the Disposal Area is now covered with vegetation The southern portion of the Disposal Area is now cleared. Logging roads are seen throughout the Site. The wooded areas seen in the 1956 aerial photograph to the north, east, and south of the Disposal Area appear to be logged The Disposal Area, Site, and surrounding area are wooded. The aerial photograph shows conditions representative of those observed during the visit.
