Habitat Types/Wildlife Values Prior to the Burns: A unique geographical area, Wagontire Mountain, is a privately owned haven for wildlife. With an elevation of 6,1 feet, it is easily visible above the vast high desert that surrounds it. Sagebrush, bitterbrush, buckbrush, rabbitbrush, juniper, Quaking Aspens, currants, chokecherries and a wide variety of grasses and other flora create a harbor for big game, such as elk, mule deer and antelope. Water is abundant with the many natural springs, developed springs, waterholes and reservoirs that support cougars, bobcats, badgers, porcupines, coyotes, raccoons, jackrabbits, rattlesnakes and lizards. This unique ecosystem, with a wide variety of forage, is also home to many birds, such as sage grouse, quail, chukkar, songbirds, raptors and corvids.

According to a field manager at the BLM, the Wagontire area of the Cinder Butte Fire was the perfect wildlife burn. The fire was mosaic in nature and left pockets of intact habitat of sagebrush, bitterbrush, juniper, and other flora. These small pockets appear throughout the fire, however, the area that did burn, did so at an extreme temperature. The end result is a dramatic decrease in habitat for all wildlife in the area. Seeding these acres will promote the recovery of the ecosystem, assist with soil stabilization and prevent the invasion of Medusahead and Cheatgrass. Peila Ranch had just completed a three year project with NRCS to remove 1. acres of juniper under the Mule Deer program, thus seeding will enhance this project.

3 . Describe public access opportunities currently provided on project area: Peila Ranch, Inc. is a family corporation made of 1 shareholders; John M. Peila, Jr. and Theresa A. Peila and their ten children. Most of the family members began hunting big game as youth on Wagontire Mountain and now their children and grandchildren are learning this skill on the property. Seven landowner tags are available for Peila Ranch and these go to the extended family. Some family friends hunt with permission from time to time, as well.. Describe public access opportunities on adjacent land: Wagontire Mountain is surrounded by public land. Wildlife travel between the mountain and alfalfa pivots, located about three to four miles southeast of Wagontire Mountain. Wildlife come into the pivots in the evening and in the morning began to travel back towards the mountain. Sometimes they remain in the public land area between the pivots and the mountain. The roads provide easy access for hunters in this area. Each season finds several hunting camps, as the public is aware of the game habits. Hunting pressure on these private lands only enhance the success of hunting on the public lands. The Gap Ranch-Wagontire Road connects Highway and Highway 3 and runs right along the base of Wagontire Mountain on the north and east sides. While most of the land around the base of the mountain is private land, there are some areas of public lands.

5 Budget Details Personnel benefits are based on the payroll taxes associated with the drilling, fencing and erosion control. The erosion control will be taking juniper trees and putting them across the gullies with a backhoe. Construction Materials will include 4 miles of fence and approximately braces, fence corners and gates. The seed costs have already been described in detail on page of this request. Transportation supplies include $6 to haul the grader from Burns to Wagontire and return it to Burns. The same ($6 has been allocated to transport the backhoe to and from Wagontire from Burns. The remaining $, is based on the estimate to transport the BLM drills by the BLM. The fuel is based on an estimate of the two tractors utilizing gallons per per gallon, which equals $ per day x 6 days of drilling. Rubber track tractors rent for $,6 each per month. We estimated it will take approximately. months to complete the drilling. The drill rental is based on a per acre cost of $.. We are drilling 3, acres. The rate for the grader is $1 per hour with an operator in our area. We are estimating it will require 1 hours of grading an area to create a landing strip approximately 3 wide and /1 of a mile in length. By building this airstrip, we will reduce the cost and time of the aerial seed application. The backhoe will be used approximately for ten the rate of $1 per hour with an operator. It will be used to put juniper trees across the gullies and help prevent erosion of the soil. The maintenance is our estimate of what we will spend in maintaining the tractors, drills and other equipment. Contract Services will include labor of Peila Ranch employees for operating the tractors during drilling, fencing building and general labor for erosion control. Drilling labor costs are based on 1 hour $1/per hour. This equals $1 per day for 6 days = $, multiplied by for both tractor operators. The estimate for labor on the fence is based on $4, per mile, plus an additional $, for the corner and gate repairs. The general labor for erosion control is based on $ per hour for 1 hours. The estimate for the aerial seed application from Schott Ag Air LLC is attached. It is based on $1 per acre.
